In the second wave of arrests of the coalition of opposition parties against the MEXO government and the mysterious campaign of vandalism against the headquarters of the Democratic Party, the chairman of the PSH, Fatos Nano, declared on Monday to the anti-Yugoslav radio station: "victory will be either with us or against us". Such a phrase, made up of just seven words, with the content and political charge they carry, serves to understand a political party, or a group of people, more than all the election platforms put together. More than forty years ago, with a somewhat similar terseness, the former Nazi prime minister Hermann Göring, by Hitler's order, proclaimed that "whoever is not with us is against us". Thousands of enemies and opponents of Hitler, under this formula implemented by the Nazi paramilitary gangs, were interned, imprisoned and liquidated. After them came millions of fighters and workers, anti-fascists and democrats who were denounced and massacred by the Nazi system. The fact that Hitler placed such a formula at the center of his propaganda was linked above all to his totalitarian psychology. It was the psychology that sets as the only alternative winning at any cost and by any means. There are thousands of things that separate Albanian communism from Hitlerite National Socialism, but there is also one that unites them. Albania was and remained the only country on our continent where for 47 years the only political party ruled, subjugating all social strata through class struggle. Thousands of Albanians died in prisons, hundreds were executed by political decisions, hundreds of thousands were interned and persecuted, tortured and left without human rights. The psychology that drove the communist dictatorship in Albania was precisely the psychology of winning at any cost, of victory by any means. Mr. Nano's latest statement, which repeats, in synonym form, Göring's formula, reveals a great deal. It reveals the psychology of today's Socialist leadership, which has decided to win by any means, through terror and violence, thereby standing against democracy, against pluralist civilization, against the interests of the country and the nation. This was also demonstrated by its actions in recent weeks. Political pluralism and the new system it represents are replacing one-party rule. Instead of accepting this reality and competing peacefully in elections, the Socialist Party has chosen the path of intimidation, the path of threats, the path of violence. Such are the selective arrests of opponents, the ultimatums, the stirring up of political confusion, the silence or justification in the face of the vandalistic acts striking the headquarters of the PD and other opposition premises. This is nothing other than the continuation of an inherited totalitarian mindset. Mr. Nano and the leadership of the PS must know that Albania in 1992 is no longer yesterday's Albania of fear. The Albanian people know these formulas, have suffered these threats, and will not allow their return. Democracy is not won by force, but by vote; not by ultimatum, but by debate; not by violence, but by law. Therefore Mr. Nano's statement is an alarm for all democrats in the country. It must be condemned as an expression of a dangerous psychology, of a language that recalls the darkest years of Europe. Albania can no longer be driven down the road of political terror. Whoever thinks they can win through intimidation is gravely mistaken. The people will respond with a free vote and with civic determination.

TURKEY WILL STRONGLY SUPPORT A DEMOCRATIC ALBANIA

- Messages from the visit of Prof. Dr. Sali Berisha to Turkey - Sali Berisha in Turkey - I We mention some of the contacts made during the stay of the chairman of the PD, Dr. Berisha, in Turkey. We first left the gate at Istanbul airport, where Mr. Sali Berisha met with the consul general, as well as representatives of the True Right Party, Mr. Ali Kolcak, its deputy chairman, Mr. Hasan Ozkes, Mr. Kemal Yurtnaç and other officials. Dr. Berisha then traveled to Ankara, where he was invited to the closing rally of the electoral campaign of the True Right Party. As soon as he arrived in Ankara, Mr. Berisha met with the president of that party, the Prime Minister of Turkey, Mr. Suleyman Demirel. He expressed to Mr. Berisha his special sympathy, since his mother had been from Albania. Turkey, the prime minister said, has been interested and will be interested not only in the Albanians of Yugoslavia, but also in Albania, because we are convinced that its democratic development is an important factor for the security and balance of the Balkans. Dr. Berisha informed the prime minister of the latest developments in Albania, the difficult economic situation and the efforts of the Democratic Party to establish a functioning pluralist system. He expressed his conviction that the Albanian people would vote for change. At the large electoral rally, Mr. Sali Berisha was welcomed with warm applause. In front of thousands of participants, he thanked the Turkish people for their hospitality and stressed that the historical relations between the two peoples should be developed on the principles of democracy and cooperation. His speech was followed with great interest. In other meetings, representatives of Turkish parties, intellectuals, journalists and businessmen expressed their conviction that the victory of democratic forces in Albania would bring stability and open a new chapter in Albanian-Turkish relations. Dr. Berisha also held talks with personalities from political and academic life. These meetings emphasized the need for Albania to be helped to emerge from the economic crisis and to consolidate democratic institutions. The possibilities of investment, trade cooperation and humanitarian aid were discussed. In Albanian communities in Turkey, the welcome was extremely warm and the hope for victory in the elections was evident. The main message of this visit is clear: Turkey will strongly support democratic Albania. This support is linked not only to historical and cultural closeness, but also to the interest in a more stable Balkans. For Albanian democrats this is great encouragement on the eve of the elections.

APPEAL TO THE PAN-NATIONAL ELECTORATE Today the final parliamentary election campaign has begun. The purpose of this appeal is to clarify to public opinion the great national and democratic duty that every Albanian, wherever they may be, has to support with their vote and their influence the victory of the democratic forces. The time we are living through is decisive for the fate of the country. Albania faces a historic choice: either it will move toward democracy, a market economy and European integration, or it will remain hostage to the totalitarian past. All Albanians, within the homeland and abroad, must become part of this effort. The pan-national electorate today has a special role, because the word, influence, material and moral help of every Albanian can help family members, friends and compatriots vote for change. The victory of democracy in Albania will be a victory for the entire Albanian nation. This appeal is addressed to intellectuals, students, workers, peasants, soldiers, emigrants, young men and women, women and men, believers of all faiths. No one should remain indifferent. Every vote matters. Every voice counts. Every lost day serves only those who want to keep power through fear and deception. Help in every possible way the campaign of the democratic forces. Demand fair elections, protection of the free vote and punishment of every act of violence or manipulation. Only in this way can Albania win the new path of freedom and national dignity.
