Every day, public opinion is increasingly hearing the Socialist “tam-tam” about the supposed giant revanchism of the DP. This “echo” is what the PS, with the support of the “ZP”, has used to make it seem far more widespread than it is, since its depth is much less than the “outcry of the ZP”; and, ultimately, it concerns the composition within the framework of the Reform. But if we were to speak of genuine revanchism (as only the Communist-Socialists know how to practise it)—genocide and class struggle—in these days of the democratic breeze, we should focus our attention on the newly elected Presidium of the Fier District Council, chaired by Comrade Robert Bitri, with an absolute majority (55 percent) held by the Socialists. As early as decision No. 3, dated 20 August 1992, this Presidium decided to suspend all decisions made by the district’s former pluralist executive committee after 27 July 1992, deeming them illegal, even though Article 59 of Law No. 7572, dated 10 June 1992, “On the Organization and Functioning of Local Government,” states: ... On the organization and functioning of local government, Article 59 states: pluralist executive committees... With these Socialist revanchist actions, the danger has reached even the ministerial offices! In the face of this situation, ministers must act immediately and show energy in dealing with matters within their departments... In fact, regarding the problems at the Fier District Council, Prime Minister Meksi instructed Robert Bitri to act within his powers, but these extensive actions—and their implementation by the latter—have not been followed up. Robert Bitri, however, finding himself in a dilemma after meeting Mr. Meksi, went and consulted at the same time with the PS deputy chairman, Fatos Nano, from whom he received the categorical instruction: “Meksi is the government—we are the Party...” (Didn’t Enver say, “The Party above all”?) And so, in the face of this district council’s actions, the anti-Reform logic is openly apparent, giving rise to concern and insecurity, and pressure for unacceptable actions, even vigilantism. Thus, on 27 August 1992, an education department was suspended; the next day it was reinstated, and the day after that it was put on standby. — RAMIZ ALIA ACCUSES DEMOCRACY — Poverty and the deep economic crisis we are experiencing today in Albania have become the main cause of political disputes over tracing their true source. While serious analysts, both inside and outside the country, locate this source in the past—in the disastrous strategy of the party that dominated this country for about 50 years—there is a political force in Albania today, the PS, whose analysts seek to locate the source of poverty in the destruction caused by the overthrow of communism, citing the dismantling of various structures as evidence. There is no doubt that he has the right to write what he thinks, just as everyone has the right to believe or not believe what he writes. However, it is clear that he has not yet given up his role as conductor, so it is essential to comment on his writings and the initiatives he proposes. In his latest interview in the newspaper “24 Orë”, among other things, he turns to an analysis of the causes of the overthrow. Here is what he writes specifically: “Now, about the causes...” the crimes of these two years. In contrast to today». That is, no more and no less, R. Alia shifts the burden of guilt onto the fragile back of democracy and, pointing his finger at it, accuses it in a way no former communist leader with political influence in the life of a country much smaller than his has dared to do. Do the examples of blockages at the center and at the base not speak to this, of the struggle for the formation and strengthening of state property? It is paradoxical that in 1990 and 1991 these same power-holders, who called on the people to “remain calm,” continued the “communist-style” destruction even further. And they issued these shameless calls that irritated the masses, which suited the power-holders, both to cover the tracks of their crimes and to present themselves now as democrats and constructive. — Meeting at the DP headquarters — On Tuesday at 10:30, at the DP headquarters, Mr. Ali Spahia, deputy chairman of the DP, received Mr. Julian Edes, political director of the Labour Party of England.
