NON DEMOKRACINË
Si dihet, i gjithë populli shqiptar e ka ndjekur me shumë simpati e interes zhvillimin e procesit demokratik në vendin tonë. Rezultatet e zgjedhjeve të 22 marsit shënuan një fitore vendimtare për forcat demokratike. Kjo fitore solli amnistinë dhe mundësinë e kthimit të mijëra shqiptarëve të arratisur dhe dëbuar politikë në atdheun e tyre. Krimet që bënë pasuesit e diktaturës gjatë kësaj periudhe, shkatërrimet e pronës shtetërore e private, vrasjet e veprimtarëve të Partisë Demokratike dhe çdo veprimtari tjetër antidemokratike u bënë për të diskredituar procesin demokratik.
Në përpjekje të saj për të marrë pushtetin me anë të dhunës, kupola e ish-diktaturës vuri në zbatim një strategji të përgatitur me kohë. U përdorën të gjitha mjetet për të destabilizuar jetën e vendit, për të krijuar mosbesim ndaj pushtetit demokratik dhe për ta paraqitur atë të paaftë për të qeverisur. Në këtë kuadër u aktivizuan strukturat e vjetra të Sigurimit të Shtetit, të cilat edhe pas ndryshimeve politike vazhduan të veprojnë në fshehtësi.
Është bërë tashmë e qartë se një pjesë e njerëzve të lidhur me aparatin represiv të së kaluarës, duke shfrytëzuar lidhjet e tyre në administratë, polici dhe ekonomi, kanë ndërmarrë veprime të organizuara kundër rendit kushtetues. Janë vërejtur sabotime, nxitje konfliktesh, krijim paniku dhe përhapje të lajmeve të rreme. Të gjitha këto synojnë të godasin besimin e qytetarëve tek demokracia dhe institucionet e reja.
Në shumë rrethe të vendit janë evidentuar raste të presioneve, kërcënimeve dhe akteve terroriste kundër aktivistëve demokratë. Këto akte kryhen nga individë të trajnuar dhe të mbrojtur nga segmente të caktuara të ish-Sigurimit. Këto struktura kërkojnë të mbajnë gjallë frymën e frikës dhe të nënshtrimit, për të penguar shoqërinë shqiptare të ecë drejt lirive politike e ekonomisë së tregut.
Forcat demokratike dhe opinioni publik duhet të qëndrojnë vigjilentë. Demokracia nuk mund të mbrohet vetëm me deklarata; ajo kërkon angazhim, transparencë dhe vendosmëri për të çuar para dekomunistizimin e plotë të shtetit dhe të institucioneve. Çdo veprimtari kriminale e Sigurimit të Shtetit duhet të zbulohet dhe të ndëshkohet sipas ligjit.
translation_en: "The criminal activity of the State Security is threatening democracy. As is known, the entire Albanian people have followed with great sympathy and interest the development of the democratic process in our country. The results of the elections of 22 March marked a decisive victory for the democratic forces. This victory brought amnesty and the possibility of the return to the homeland of thousands of Albanians who had fled or been politically expelled. The crimes committed by the successors of the dictatorship during this period, the destruction of state and private property, the murders of Democratic Party activists and every other anti-democratic activity were carried out in order to discredit the democratic process. In its efforts to seize power by violence, the former dictatorship's leadership put into action a long-prepared strategy. All means were used to destabilize the life of the country, to create distrust toward the democratic government and to present it as incapable of governing. In this framework, the old structures of the State Security were activated, which even after the political changes continued to act secretly. It has now become clear that part of the people connected with the repressive apparatus of the past, taking advantage of their ties in administration, police and economy, have undertaken organized actions against the constitutional order. Acts of sabotage, incitement of conflicts, panic creation and spreading of false news have been observed. All these aim to strike citizens' trust in democracy and the new institutions. In many districts of the country, cases of pressure, threats and terrorist acts against democratic activists have been identified. These acts are carried out by individuals trained and protected by certain segments of the former Security. These structures seek to keep alive the climate of fear and submission, in order to prevent Albanian society from moving toward political freedoms and the market economy. Democratic forces and public opinion must remain vigilant. Democracy cannot be defended only with declarations; it requires commitment, transparency and determination to move forward the full decommunization of the state and institutions. Every criminal activity of the State Security must be uncovered and punished according to the law."
translation_it: "L'attività criminale della Sicurezza di Stato sta minacciando la democrazia. Come è noto, l'intero popolo albanese ha seguito con grande simpatia e interesse lo sviluppo del processo democratico nel nostro Paese. I risultati delle elezioni del 22 marzo hanno segnato una vittoria decisiva per le forze democratiche. Questa vittoria ha portato l'amnistia e la possibilità del ritorno in patria di migliaia di albanesi fuggiti o espulsi per motivi politici. I crimini commessi dai continuatori della dittatura durante questo periodo, le distruzioni della proprietà statale e privata, gli omicidi degli attivisti del Partito Democratico e ogni altra attività antidemocratica sono stati compiuti per screditare il processo democratico. Nel suo tentativo di prendere il potere con la violenza, la cupola dell'ex dittatura mise in atto una strategia preparata da tempo. Furono usati tutti i mezzi per destabilizzare la vita del Paese, creare sfiducia verso il potere democratico e presentarlo come incapace di governare. In questo quadro furono attivate le vecchie strutture della Sicurezza di Stato, che anche dopo i cambiamenti politici continuarono ad agire in segreto. È ormai chiaro che una parte delle persone legate all'apparato repressivo del passato, sfruttando i loro legami nell'amministrazione, nella polizia e nell'economia, hanno intrapreso azioni organizzate contro l'ordine costituzionale. Sono stati osservati sabotaggi, istigazione di conflitti, creazione di panico e diffusione di notizie false. Tutto questo mira a colpire la fiducia dei cittadini nella democrazia e nelle nuove istituzioni. In molti distretti del Paese sono stati individuati casi di pressioni, minacce e atti terroristici contro gli attivisti democratici. Questi atti sono compiuti da individui addestrati e protetti da determinati segmenti dell'ex Sicurezza. Queste strutture cercano di mantenere vivo il clima di paura e di sottomissione, per impedire alla società albanese di procedere verso le libertà politiche e l'economia di mercato. Le forze democratiche e l'opinione pubblica devono rimanere vigili. La democrazia non può essere difesa solo con dichiarazioni; richiede impegno, trasparenza e determinazione per portare avanti la piena decomunistizzazione dello Stato e delle istituzioni. Ogni attività criminale della Sicurezza di Stato deve essere scoperta e punita secondo la legge."
