Intellectuals’ support, a guarantee of the reform’s success

Speech by Mr. Eduard Selami at the DP rally in Patos Our national history is the history of intellectual thought. This has also been said by great thinkers such as Konica and Qosja. Everyone accepts this. But the history of the democratic movement in Albania after 1990 makes this conclusion particularly relevant. At the forefront of our revolution stood the nation’s most distinguished intellectuals. They are still leading it today with dedication. But I would once again call on the entire nation’s intellectual generation to support democracy in Albania, to support the reform, without whose success there can be no future, even though we will continue to suffer further. We have always held open dialogues with intellectuals, as with the whole population. We are not ashamed to say that we have also made mistakes, that we should have oriented ourselves even more towards the genuine intelligentsia; but all this happened because we lacked experience. We have been alive for only one year and this month. Nevertheless, we bravely faced the reform in the country’s grave economic situation. But we must all also know that only the DP can carry out the reform and build a democratic society, since the PS, merely by changing its name, cannot reform Albanian life. After 22 March we made mistakes, in appointing cadres and in governing, but our inexperience and the difficult, highly complex circumstances have always weighed on us. Nevertheless, our intellectuals too believe that the victory of 22 March was indispensable, but economic victory is decisive, and Albania will never again accept being led by the PS. We are aware that the political struggle between the DP and PS does not serve the country’s stability, but the PS is acting irresponsibly. It is playing a dangerous national game; it is blocking local government. The PS has accused us in court of [...] I see no kind of revenge. But what are the political prisoners doing, and their children, whose fathers’ remains are still lying in prisons, undiscovered? They are waiting for those matters to be resolved through justice. But if we do not establish the rule of law, they will say: although you are not bringing justice about, we will establish the law ourselves. But that would be fatal for Albania. We are certain that the economic path is a secure path to democracy and justice; that reform is the reform of Albania’s historic transformation, and thus also of the full establishment of justice and the healing of the wounds of the communist regime. I believe we have the moral right to call on intellectuals and, together with them, not to give the speculators any room. This small group of speculators must be shown its place, because it is causing the country trouble; because internal anarchy would be a grave consequence for the freedom and independence of our homeland. We must constantly keep Bosnia and the Serbian aggression there in mind. Everyone must contribute to breaking with the past, but also to building the future. We see this future in the formation of the DP; that is why we are working to consolidate it. We need to build a modern party, with European structures; therefore, we need dialogue, we need deliberation, we need tolerance. But the Socialist Party never understood this noble position of the DP; indeed, it deceitfully abused it. We need not only criticism, as it offers, but also solutions. The Socialists tried every opportunity for 50 years, and we know where they took Albania: into a real tragedy. Today we are facing a historic problem; that is why we seek the opinions, support and commitment of Albanian intellectuals. Without their minds, without their ideas, democracy will continually remain impoverished; economic reform will fail; Albania will be lost. Patos, 14. 9. 1992

THE ALBANIAN PARLIAMENT VOTES NO CONFIDENCE IN THE PROSECUTOR GENERAL

Yesterday Parliament met to discuss and decide on the motion submitted by Mr. Spahia, chairman of the DP parliamentary group, concerning the activities of the Prosecutor General of the Republic of Albania, Maksim Haxhia. The session was declared open by the Speaker of Parliament, Mr. A. Abnori, who, immediately after the request made by the chairman of the PS parliamentary group, Mr. Dokle, to make a statement concerning an article published in the newspaper «Zëri i Rinisë» about the head of SHIK, Mr. Arbnori announced that the chairman of the PS parliamentary group could ma- (Continued on page 4)

THE FOUR TARGETS OF THE PS ATTACK

In its frontal assault on democracy, in order to regain power as its lost paradise, the PS has four targets: It begins with the government. It categorically denies every action it takes and continues with the President; with the DP and «RD», ending with Radio-Television. It is an attack without the slightest sign of “power-sharing,” as they demand; an attack that runs counter to every norm of ethics and patriotism. As for the government, they attack it over the state’s spending on the poor; everything except transport. But instead of keeping quiet or reducing their criticism of this action, the Socialists found a way to carp at it in their propaganda too: not because it was done in a particular way, but because they did not consult me about that spending. As if the government had come to power after great experience and were swimming in funds, when everyone knows how large a debt in dollars (not a few quintals of potatoes) the Socialists left behind as their legacy. Meanwhile, they attack the government [...] Hidden (communist-labor) [...] arrows tipped with poison; insults; lies are also hurled at the President. It is difficult to find a PS publication that has not smeared Mr. Prof. Doctor Sali Berisha, as if he were not the President of Albania but some person who, indeed, may have been a target of the police several times. This is an unprecedented case, because in the developed world patriotic people always appear before the President, the head of state, and honor him. It is another matter when they have facts about one problem or another: they publish them and criticize, but do not insult without grounds. All his actions are categorically denied, even the initiatives he has undertaken to help the world assist Albania, mired in debt, to begin a new life. Offended by the fact that the USA never— (Continued on page 2) If the victory of March 22 was unimaginable, the economic victory is decisive, because Albania will never again accept being led by the SP. We are aware that the political conflict between the DP and the SP does not serve the country’s stability, but the SP it is blocking local government. The SP has accused us openly of carrying out a vendetta, but the reality is quite different. After we took power, we neither killed nor wounded nor imprisoned anyone; we only blocked those who will rightly have to appear in court. We are merely making reasonable replacements. And here To avoid going on any longer, I will analyze just one action of Mr. Meksi’s government: In the context of rising prices and reform—which, remarkably, even the socialists accept as a principle—it made the right, humane and highly commendable decision to take responsibility on the part of the ... categorical and continue with Presid... lin; with the DP and «RD» to ... conclude with Radio-Television: It is an attack without even the slightest sign of «co-governance», norm of ethics and patriotism: While they rush to attack the government over every action, they forget to recall who brought Mr. Hajdin Sejdia to Albania, which people were «eager» to stand behind him: That is, even during the transition period; they remain silent. Because the list could take them, who knows, O Lord, where—in their party hierarchy. And to steer clear of the «patriots» of the European socialist ideals-

and of Ramiz Alia, that it has been renewed (without denying or cursing Enver and Ramiz even just in words), that it is melting like a candle for democratic socialism, for building capitalism on the ruins of communism,... The leading Socialist figures feel neither insult nor shame nor remorse; instead of blaming themselves, they blame the whole world. They continue to speak and write as before, as if this thunderbolt had never struck them, about putting them on the road to European socialism (naturally with Albanian colors), about their commitment to defending the social interests of the “underprivileged strata” (naturally without touching the wealth and privileges of the red businessmen), about sabotaging the DP’s democratic reforms until power is snatched from it,... They often meet together behind closed doors to find out why the Socialist International treats them with such disregard and discrimination. Their guesses and proposed ways out vary widely. One says its leaders are despicable capitalists who envy and resent us because we did what none of their parties has done: we brought down a socialist party in one day, taking power away from the PK-2 governments without violence and without bloodshed. Another says they envy us because we are speaking, writing and doing more than they are for true socialism. Their socialism is nothing but capitalism, while ours is pure, unadulterated socialism, as clear as Skrapar raki. A third expresses concern that one of them is the party’s “jinx of Pojan.” Comrade Fatos is immediately covered in cold sweat. The steam from it fogs even his glasses. This thought sets everyone’s brains working at full capacity. The truth is that when Enver led their party, it marched from victory to victory, triumphant over every enemy and coalition of enemies. But now, with Comrade Fatos at the helm, it is falling apart without even being able to hold on to its defeats— ...as if the misfortunes that have befallen them in the country were not enough, they invent more from the Socialist International. A fourth proposes that they organize an indefinite hunger strike as a party, in protest against the Socialist International. But first let us send it a petition with the ultimatum: “Either accept us as we are, communist-socialists, or we will put no bread in our mouths, only grass, as our immortal Enver left us in his testament.” Another jumped up with joy when his brain produced a saving idea: Let’s create new socialist parties, as Enver did; with them we can create a new Socialist International to be led by the PPSH and Comrade Fatos personally. In short, the PS leadership is in such dire straits that it has lost its appetite and sleep. And rightly so. If the world that gave rise to democratic socialism and DEMOCRACY does not believe you, how can a people who know them only from newspapers and books believe you? So far, thanks to the 50 years of experience inherited from Enver and Ramiz, it has managed to deceive and keep around itself its most loyal following and their families, but later it will find it difficult to keep them in its fold. This has another major drawback too. When not even a mother recognizes you as her child, you are left branded a bastard. SHËVAT MUSTAFA For more than a year, the PSSH, or PK-3, has been knocking at the doors of the Socialist International and pleading with it to recognize the party as its legitimate daughter. But this «mother» knows its daughters very well and does not open its doors to a foreign offspring that has had plastic surgery to look like them. At the meeting held in recent days, too, the Socialist International slammed the door in the PSSH’s face. The orphaned PSSH does not give up its appeals, nor its assurances that it is not Enver Hoxha’s PP.

The Socialist Party—A BRANCH OF THE STATE SECURITY SERVICE

NATIONAL LIBRARY TIRANA - PS deputies fail to come to Parliament for the second day - - Anti-justice in the dock - - The motion-makers support the falsifier-in-chief - Yesterday’s proceedings began with knocking in search of an act of solidarity. Nevertheless, representatives of the Socialist Party remained absent from the People’s Assembly. The non-participation of the social-communists in the historical records of parliament [...] In the interest of truth, it must be said that the democratic Albanian parliament did not feel entirely [...] responsible for the decisions, the deputies’ interruption, and the deputies who were forced to defend themselves. The motion-makers’ accusations, on the one hand, saved them from [...] and, on the other, gave a voice to one side [...] The Socialist deputies had known the agenda for a long time. They could not agree with it, but they could not openly come out and oppose it either. In this position, they found a way out in not participating in Parliament for the second day in a row—in boycotting it. They also needed an “argument” for this, and found one in the statements about Luan Probati’s persecution and criminality. Their own existence and all their criminal deeds have been supported by a kind of crime and criminality. At the same time, they have found an act of solidarity. Nevertheless, in the interest of truth, we must say that they did not feel entirely [...] [...] All this in a Parliament where, according to the rules, once the Socialist Party is considered an instrument [...] It is a lever, and two years [...] This is a lever, and for another two years it will objectively declare the government’s aim to be a barricade against the socialists.
