The statement by Comrade Nano, “To Parliament and Public Opinion,” published the day before yesterday in “ZP,” is filled with accusations, ins[?]ults, intrigues, threats and numerous rumors that once again bring to mind the time of the dictator Hoxha. It is the same language, the same overbearing and arrogant style. The intrigue continues in the same way, presented as an argument; anti-Albanianism is presented as patriotism, and trickery[?] as integrity. In this statement, the Enverist comrade Nano, just like Enver Hoxha in his time, tries, among other things, once again to isolate Albania and the Albanian people from their natural friends and allies, who have generously supported them and continue to do so in this very difficult time. Nano, blinded by his anti-Albanian vileness, seeks to drive a wedge into the very friendly Albanian-Italian relations that democracy is restoring to their proper footing. Like a saboteur, just like all the servants linked to the Communist International who suffocated Albania and the Albanians by isolating them horribly in their asphyxiating solitude, he seeks to turn back the clock. Having tried to do so by smearing Albanian-Greek relations, he is now trying to do the same to Albanian-Italian relations. To this end, he stops at no sick scheme, speaking of the annulment of agreements (between states, punishable with Italy[?]). Like Enver, Nano has no concern whatsoever for Albania or the Albanians. As for Enver, Albania and the Albanians are merely cards for him to play solely in the service of his narrow personal and party-clan interests, to realize his selfish ambitions to retain power. He cannot step outside this logic, and on this basis he invents nonexistent situations. He puts everything at stake, even the very existence of the Albanian people and state in this critical period, as long as he and his mafia clan come out ahead—and why not the northern neighbors too, who are being rendered a considerable service in this way. In his statement, Nano can only be acting with highly undisclosed[?] motives when he says it is indecent and outrageous to trivialize or exploit press sensationalism or the naïve logic of the Çela-Mansurati type, and so on, by claiming that Italian aid to Albania has been reduced to “marmalade or fruit juices.” Italian aid is generous, as aid from one friend to another, from one brother to another, can be. This is the undeniable truth, recognized and to be recognized as such by Albania’s democratic parties, the democratic government, President Berisha and the entire Albanian people. But it is just as true that Nano, in cooperation with “Levante Co” and Hajdin Sejdine, and with the blessing of Ramiz Alia and the former Italian ambassador in Tirana, Mr. Kardili, intervened like black snakes in a beautiful fruit basket in order to steal as much as they could. And, to carry out this theft, members of this clan manipulated and speculated with the prices and items of aid. The aid from the friendly Italian people and the Italian government is clean. The hands of the Albanian red mafia that meddled in it are dirty. Thus, these are two completely different things, which Nano is deliberately trying to conflate in order to drive wedges and create situations that do not exist, but serve him well. Later in his statement, Nano accuses the Democratic Party of plotting “against aid from the Italian government.” In fact, what Nano did was vile wrongdoing and theft involving aid from the Italian government. Today, the only thing being done is giving the wrongdoing and theft their proper names and identifying their author. No one will leave Nano holding the bag. His offspring is his, however much he tries to deny paternity. Nano thinks he can spout whatever nonsense he likes and that others will swallow it as the wonders of some new genius. He does not stop even at the most laughable illogicalities and naïvetés, as long as he can grab something, ring a bell, regardless of its noise or false chime. According to Nano, “Mr. Çela today is making connections between the Italian Socialists and us, at a time when the PSSH had not yet been created.” In fact, no one has accused the PSSH of what Nano and his associates did, only the latter themselves. Nano is vainly trying to make the entire Socialist Party his accomplice. On the other hand, if the PS truly had not yet been born at that time, that does not mean that Nano and his associates had not been born, nor that the PPSH had not—having changed only its certificate, date of birth and name to PS. With such discredited “arguments,” Nano can neither defend himself nor deceive anyone. He is merely... Albanian red mafia that meddled in it. A statement emerged from the PP(S), political poverty, dollars’ worth of food for Albanian children. This veteran’s pamphlet[?] of former Albanian government officials, some of whom paved the way for abuses and thefts. The fantastic figure was confirmed by the “Corte dei Conti” in Italy in a letter from the Italian Ministry of Foreign Affairs dated 1.4.1993. The Albanian people, living through unprecedented crisis, were generously offered emergency aid by the Italian government, but the unscrupulousness[?] of certain people was such that they profited from a people’s poverty. This is just like stealing money from a poor person by taking advantage of their misfortune. But how did Nano respond to the facts and figures? Let us look at his statement in “ZP.” While Blerim Çela presented figures taken from invoices, Nano’s written orders, the facts and, in general, the documents according to which it is verified that 8,433,064,836 lire were obtained from this aid, Nano EDI PALOKA (Continued on page 2)

As is known, during the interpellation held by the chairman of the State Control Commission, I delivered a 27-page report presenting, with documents, figures and facts, the abuses and thefts committed involving the aid that the Italian government granted to Albania. The report also presented the legal violations (a filter[?] concerning the laws of that time) committed by B. DECLARATION OF THE PEOPLE’S ASSEMBLY OF THE REPUBLIC OF ALBANIA We learned with profound indignation of the heinous crime committed by Serbian border forces in the area of Morini in the district of Kukës and Padesh in the district of Tropojë, on 25.4.1993. Without any cause or warning, they fired on 8 unarmed Albanian citizens, who were killed. This criminal and inhuman act by the Serbian forces constitutes a flagrant violation of the established border rules recognized and approved in the CSCE documents. It is also completely contrary to the most elementary human feelings. Such acts by the Serbian side have now been repeated, which bears witness to the savage policy of the Serbian chauvinist government toward the Albanians. The Albanian Parliament vehemently protests these criminal actions and expresses its concern over this policy, which recognizes and respects neither any international law nor any human feeling. The Albanian Parliament, and the entire country, are today politically facing the crucial moment of exposing communist corruption. This is not simply a matter of taking a position on material presented to the deputies by the head of the State Control Service. It is a matter of the entire DP parliamentary group’s position against the corruption and crimes committed during the communist dictatorship. Under these circumstances, it is natural that the discussions and debates in Parliament should be heated. However, while the DP parliamentary group and the Presidium of the Assembly are seen to be calling for procedure to be respected and for discussion to take place with tolerance, the PS parliamentary group is determined to escalate the situation in Parliament, disregarding even Parliament’s rules of procedure and displaying there a new trait: parliamentary thuggery. It is clear that, politically, this is the last weapon left to the socialist-communist leaders, since they have already exhausted all their other tactics. Their aim is to provoke a parliamentary crisis in order to find an alibi to avoid facing the accusations made against the head of the PS. The DP parliamentary group will seek, within the rules of procedure and the framework for the functioning of a democratic parliament, to normalize parliamentary life in a tolerant manner, but it will in no way tolerate acts of thuggery, which are being used by elements of the socialist group as a way to conceal corruption and communist crimes. -The statement by the General Steering Committee of the PSSH is a collection of M-l-style slogans that refers to no facts about the loss of 9 million dollars’ worth of food for Albanian children. -The crisis of thieves cannot be Albania’s crisis. -Defending communist corruption shows that part of the PS leadership is a primitive continuation of the PP. -The fight against corruption is a victory for democracy. -Those with genuine socialist ideals should expose the corruption of the new apparatchiks. This document, in the style of the deceptive propaganda of the “Palace of Dreams,” revealing its authors’ philosophical and political poverty, -The DP has never identified the fight against corruption with the political struggle. -The truth about F. Nano’s corruption cannot be concealed by a statement, nor even by all of E. Hoxha’s volumes of demagoguery. -The DP is for dialogue and understanding, not for tolerance of corruption. -You ignore and misrepresent the facts presented by Z.B. Çela in his report. This demagoguery has been the only path of the CC of the PP(S)SH. Unfortunately, it is your path too. -The fight against corruption only serves to unite the Albanian people.
