NANO IN CRISIS REFUSES TO FACE JUSTICE - The era of F.Nano, an era of scandals and corruption - F.Nano, founder of communist darkness in Albanian democracy. - It is time for honest socialists to seek themselves. Fatos Nano, chairman of the Albanian Socialist Party. A former senior research associate at the Institute of Marxist-Leninist Studies. Former deputy prime minister in charge of economic reform in the A.Çarçani government, prime minister of R.Alia’s Presidential Council, the former prime minister during the brief period that went down in the history of the Balkans after the manipulated elections of 31 March 1991, a deputy of the PP and later the PS, a minister for a few days in the government of stability, and, since 13 June, at the national university. Decorated by the Hoxha-Alia duo, F.Nano encouraged Enver’s volunteers’ Nazi-style uprising, brought army-citizen relations to an extreme level of tension by attempting a coup, and planned and carried out the mass exodus of 4-5-6 March 1991, when thousands of Albanian families were shrouded in mourning. Appointed by the old communist political class, Nano faithfully continued along the paths of Çarçani, Hoxha, Alia. Hoxha, Alia. When the Italian government granted Albania 3 billion lire in emergency survival aid, F.Nano, in consultation with R.Alia, squandered that aid, taking 9 million US dollars from the people’s mouths and putting it in their own pockets. The procedures are simple. Nano deceives the Italian government, which, at their request, selects “Levante Compani,” a dubious firm bearing the Hajdin Sejdia brand. Nano has no facts with which to refute anything; on the contrary, the facts show that Nano, without his government’s approval, promotes speculator firms! Now, after only two years of concealed corruption, Nano “justifies” the aid scandal by saying he violated the constitution for the good of the people! Nano’s absurdity knows no bounds. In its 50 years of existence, this party had three chairmen: the dictators Hoxha-Alia-Nano. As can be seen, F. Nano’s political career advanced rapidly precisely in the first months of the transition. Political logic allows one to assert that Nano could not have advanced in this way without the full blessing of his boss R.Alia and political observer N-Hoxha. Immediately after taking over as head of the PS, the reformist wing of the party, with S.Dede and others, and the choice as a colleague of work of the chief police officer of 2 April, G.Ruçi, together with the chief editor of “ZP” at the time and the 31 March candidate for president, Namik Dokle. So much for personnel policy! As a reformer, Nano entered the history of Albania and the Balkans as the second Balkan prime minister, after Slobodan Milosheviç, to sign the closure of ... ... knows no bounds. Berisha–Rugova meeting On Tuesday morning, the President of the Republic, Sali Berisha, received the Kosovar delegation led by its chairman, Ibrahim Rugova. Mr Berisha and Mr Rugova welcomed President Clinton’s decision to adopt a tougher stance toward the Serbs of Bosnia and Serbia, which was a decisive factor in securing agreement on the Vance–Owen plan from the third party in the conflict, in Athens. They expressed the view that the signing of this plan would be followed by its prompt implementation in practice, which could bring the Bosnian crisis to an end. NATO, with its troops, will play a major role. As has been emphasized before, this Alliance is today the only factor that can guarantee peace, stability and security in Eastern Europe. With the Bosnian question entering the path toward resolution, Messrs Berisha and Rugova hope that the international community will focus its attention on the unresolved issues in the former Yugoslavia. The crisis of this former Federation cannot be resolved without resolving the question that marked its beginning and the disintegration of Yugoslavia: Kosovo. The pressure measures that compelled the Serbian leaders to accept a peace plan they had previously called unacceptable should be used to achieve the same effect when the Kosovo question is put on the agenda of the negotiations. They welcomed the position of the co-chairmen of the Peace Conference on the former Yugoslavia, who clearly recognize the continuing problems that must be resolved in Serbia and Montenegro. They also expressed the conviction that recognition of the former Yugoslav Republic of Macedonia by the international community constitutes a fundamental contribution to ensuring stability and peace in the region. However, the interlocutors stressed that this state’s respect for the status and rights of the Albanian community in Macedonia, in accordance with the Helsinki Charter and other CSCE documents, will be very important for consolidating peace and stability and building a democratic society. - A careless mistake that scores a fatal own goal - This is the document published yesterday on the front page of “ZP”. It contains two very serious blunders that send the ball into our mill, not that of Fatos Nano and his few loyal followers in the PS leadership. This may be the result of the rush to publish it as soon as it arrived, in the belief that the straw had been found, in order to save Fatos Nano’s honor and his seat. The first glaring error is logical. In that document, the director, Vigan Saliasi, on behalf of the Ministry of Health, asks the firm “Levante Compani” to honor the agreement of 1991 in full, through its complete implementation. For the sake of transparency, and naturally also to demonstrate this firm’s lack of reliability and seriousness, it should be said that even now, two years later, it has supplied only 50% of the planned quantity, meaning that approximately another 1.5 billion lire, or $1.2 million, remains outstanding. Under the agreement, the entire quantity or the whole fund was to have been delivered by autumn 1992. Although “Levante Co” was making no move—or perhaps considered this matter closed—our Ministry of Health, concerned about the shortages and urgent needs of our hospitals, especially for antibiotics and analgesics, has sent letters to “Levante Co,” the Ministry of Foreign Affairs and the Italian Embassy in Tirana. It has also contacted our embassy in Rome and raised the issue at the G-24 meeting in Tirana. But to this day, “Levante Co” continues to turn a deaf ear and refuses to pay what it owes us.
