NANO in crisis DOES NOT ACCEPT BEING PILED UP WITH JUSTICE Fano’s time, a time of scandals and corruption -F. Nano calls communists Albanian democrats. It is time for honest socialists to look within themselves. Representatives of the parliamentary investigative commission into the activities of former President Ramiz Alia and the communist government, and therefore also the Nano government, have brought before justice and judgment all of Fatos Nano’s activities, starting with the period before his rise to power with the creation of “ZP” by the Lana River and continuing up to the days of his rule. It is thus learned that, “In addition to aid of 46,991,516 old lek that they received from the people, Nano and his government also took 16 thousand tons of flour declared as Italian aid. These aid shipments were handled in violation of the law, without respecting the decisions of the Council of Ministers, and not only that, but the operations involving them have not gone through any state control.” It is also learned that Nano allegedly distributed villas and apartments unfairly. The former prime minister himself is said to have received a villa in Bllok. This is unheard of. And this man has taken upon himself the task of leading the Albanian opposition. The case of a so-called political elite with a dark past, an unclear present and a wholly unacceptable future is currently becoming the symbol of a perverse politics. It is time for honest socialists to look within themselves. At a time when democratic Albania is trying to build the institutions of the rule of law, former communists are trying to bring back the old spirit of demagoguery and political deceit. Fatos Nano has no moral right to seek the trust of Albanians again.

DEMOCRACY CONTAINS RESPECT FOR WHAT WE ALL DECIDE Akili P. Pashko: I was asked what honors a nation. I was answered: A strong and developed state. We are asked: Why is so much said in democracy about the decision of the majority? Why should we respect it? It is known that democracy does not consider man as a number, but as a being who thinks and decides. Nevertheless, in a free society, citizens must have a common rule for living together. That rule is respect for the decision made by the majority, but always within the framework of the law and human rights. Respecting the decision of the majority is not a sign of weakness, but of civic culture. It does not exclude different opinions; on the contrary, it protects them by bringing them into the democratic game. The minority has the right to oppose, persuade, compete, but not to destroy the common rule. (continued on page 4)

Berisha - Rugova meeting On Tuesday morning, the President of the Republic, Sali Berisha, received the delegation of the Democratic League of Kosovo, headed by Dr. Ibrahim Rugova. The talks addressed the situation in Kosovo and developments in the former Yugoslavia. President Berisha stressed that the crisis of the former Yugoslav federation cannot achieve a lasting solution without a just solution to the Kosovo issue. Dr. Ibrahim Rugova appreciated Albania's stance and called for further international support for the rights of Albanians in Kosovo. The parties emphasized the need for a peaceful solution and respect for human rights. ATSH
