Undoubtedly, after the television program “Corruption in the Face of the Law” on 3 May and the two-minute big apple of a quarrel in Parliament, it was expected that candidate Nano would lead his chosen team with intelligence and imagination, knowing how to defend himself and the PS, placed in an extremely difficult position by his name and deeds. But he proved to be very weak both at defending and attacking. Apparently, the unexpected avalanche of facts robbed him of his composure, balance, self-confidence and ability to manoeuvre. ...Farudin Hoxha and Shkelqim Cani knew how to defend themselves much better than he did; at least they had refreshed their memories well and rummaged through drawers and files to find some document with which to shore up the shaky foundations of their alibis. But even the documents they had unearthed were like a straw that a person in danger of drowning tries to clutch at. The Socialist team was routed when faced with the State Audit Service team, because it based its defence strategy solely on words, naive alibis and laughable declarations of innocence and honesty, whereas the other side had built its offensive strategy on a host of irrefutable facts and documents. Fatos Nano and his companions disappointed and disillusioned even their most fanatical supporters. And it could not have happened otherwise, since their only weapon was lies—the alibi. FIRST ALIBI: None of them knew or favoured Hajdin Sejdine But are the denials concerning Sejdine and “Iliria Holding” by Farudin Hoxha, Fatos Nano and Shkelqim Cani sincere and credible? —CLINTON DECLARES— On 6 May, President Clinton described the Bosnian Serbs’ call for a referendum on peace as a clear delaying tactic and urged Washington’s allies to take “tougher measures” to convince the Serbs that they were heading down an “expensive road.” The international community must not allow the Serbs “to continue their brutal attacks against innocent civilians,” nor allow them “to impede progress towards peace,” Clinton said. He added that the time had come for the world community to take decisive action. Clinton addressed the Washington conference of the Export-Import Bank, saying that the action by the Bosnian Serbs’ special assembly amounted to a “de facto rejection” of the Vance-Owen peace plan and a “repudiation” of the plan’s approval by Radovan Karaxhiç, the leader of the Bosnian Serbs. This action, Clinton said, “is a profound disappointment to all of us who seek a rapid and peaceful resolution to such a brutal conflict.” Clinton said that the Serbs were seeking to delay a “reality” accepted by the whole world: “peace can come only through good-faith negotiations that lead to a peace plan acceptable to all parties.”

Where did all those crimes go? Where did the people’s wealth go? Their aim was to put on a democratic veneer and then govern and cover up the crimes and thefts. That is why they insisted so aggressively on winning the past elections. That is why they sought a coalition, so they could keep their former spider’s web intact. We did not agree to a coalition, as we had promised the people that we would not reconcile with their crimes and corruption, that we would uncover everything to the end and bring them before the law. It is precisely for these reasons that the political struggle has intensified. The opposition is destructive. The leaders of the Socialist Party not only held Albania back for 50 years, but even now they are rushing around all corners of Europe shouting that a dictatorship is being established in Albania. This is not fair play. There is democracy in Albania, in accordance with all its principles. We have not, unfortunately, been fortunate in our history, but nevertheless Albania has opened up and entered its path of change. The situation in the Balkans is difficult. The war in Bosnia and Herzegovina is a reality. The problem of Kosovo must be resolved as soon as possible. We say that Albanians are a factor for stability and that the crisis in the Balkans must not deepen. RD CORRESPONDENT, KORÇE Albania, that regime. So, Albania is a country that has seriously embarked on democracy. Nevertheless, we have the capacity to move faster, because Albania is a stable country and Albanians are willing to work. Democracy means freedom; democracy means the individual's free initiative to work and acquire wealth. A new mentality for the economy must now be created: the mentality of free initiative, of free work, without continuing to wait for the government to solve everything. Events in Albania are moving very quickly. The latest events are marked by a phenomenon called communist corruption.

Judging on the basis of the documentation presented by Mr. Blerim Cela, the crime of corruption, theft and abuse of office, and the knowing violation of legislation and the Constitution are so clear and tangible that Fatos Nano himself and his collaborators in corruption are not as tangible. Remember the shock suffered by all those deceived and misled by the PPSH’s ideological propaganda about the “legendary” figure of the tyrant Enver Hoxha when they read or heard about his monstrous crimes. Remember the impression this red-jungle savagery made on the members of his own party. But also remember the savagery and sick passion, bordering on animality, of the Enverists in defending this disgraceful, fraternal-style governance. More or less the same is the effect of the corruption—amounting to a crime against the people—of the Alia-Nano-Hoxha trio. The exposure of the evidence of the crime of embezzling millions belonging to the people has created a state of shock and psychological and moral confusion in the camp of PS sympathizers and members. This is felt especially within the leadership of this party and its parliamentary group. The head of the communist dictatorship, Enver Hoxha, carried out corruption on the basis of crime legalized and protected by power. By contrast, the post-Enverists are building corruption on the basis of the experience and practices of classical, illegal, age-old mafia, as in the Middle Ages with Karli. Conditions change, and methods of crime change too. For this purpose, the communists have been and remain “dialectical and innovative” in their society ...

They should reconsider their position toward the group of the extreme left, “Nano-Co,” whose corruption in this affair has lowered—and will lower even further—the little reputation it still has among its sympathizers, because the people have long understood their gangster-like actions in stealing the aid that came to us from various European countries and the world. Nine million dollars’ worth of aid was embezzled. Half the aid allocated by the Italian people. And the “honorable” Nano calls the facts fabrications and pseudo-accusations with political aims. When there are no counterfacts, there are only endless words, laden with threats, shouts, and whistles, creating the image of a drowning man trying to hurry by clinging to a straw. In our case, this is merely an imagined image with no hope of escape. All that savagery, thuggery, and arrogance in rejecting the facts that point to genuine corruption by some Socialist deputies, in order to defend their idol Fatos Nano, brings to mind the insane passions of the Enverist leaders Alia-Nano and their pack, defending Enver. Who are the ardent defenders who, with blind illogic, “defend” the purity and honesty of their leader Nano? They are precisely those who, together with Fatos Nano, discredited the PS. They give it the characteristics of the PPSH and turn it into a Bolshevik-style party; they are the ones who leave honest and balanced socialists in the shadows, those who think seriously about the progress of reforms

democratic. And these are Ruci, Islami, Zeneli, Legisi, Hajdaraga, Ulgini, Meta. These are PS’s rotten teeth, trying to bite you but not daring, because they feel their teeth are now powerless. They are teeth that the Socialist dentists themselves must pull out to prevent possible infections. Under ordinary circumstances, they are normal, even humane. But under certain circumstances, when their leader’s hypnotic formula is put into action in the form of an order, their appearance is distorted; they become different beings, typical of the red jungle. At the end of Mr. Blerim Cela’s interpellation, exactly such a thing happened. Before our eyes a vivid surrealist tableau, à la Dali, took shape. Imagine an aged, exhausted beast, with only its prey remaining; it has no strength to attack because its muscles are powerless, but it only bares its teeth, roars, and stares at you with savage eyes and tears ... These are Ruci, Islami, Zeneli, Legisi, Hajdaraga, Ulgini, Meta, and others

who think they can impose themselves and frighten you. That is how Fatos Nano seemed to me, but in a surrealist guise. I saw the gritted, fallen and rotten teeth, barely showing white, in the form of Lëngit, Ulqinit, somewhere beneath a table; the reddened eyes, aged almost to the point of fading, I saw in the form of a deranged Gramoz Ruci. I sensed the howling in the form of Kastriot Islami’s whistle. This monster, with an enormous belly stuffed with the products of corruption, was trying to impose fear on us and convince us that he was still powerful. But inwardly, he was aware that his downfall had just begun and that his inevitable end was approaching. And yet Fatos Nano, who until yesterday did not accuse the “monist regime,” today publicly insists that he has no connection whatsoever with a monist-style family. The State Control Commission linked Nano and Co to corruption and gave its authoritative verdict, supported by facts and convincing documents. It also substantiates the violations of the law and identifies unconstitutional actions by “Nano-Co.” Now it is the justice authorities’ turn to do their duty responsibly and consistently enforce the law. And, yes, do not let the eel wriggle off its tail to escape the trap; it must be put in a cage. MENTOR SHEHU
