President Karamanlis, at his residence, expressed to Meksi his regard for his Albanian counterpart, President Berisha. President Karamanlis, who received Mr. Aleksander Meksi at his residence and, after receiving President Berisha’s greetings, expressed his regard to Mr. Meksi for his Albanian counterpart. At this meeting, too, Prime Minister Meksi expressed to the Greek President the Albanian government’s readiness for greater cooperation between the two neighboring countries. Problems relating to the crisis in the region and the tense situation in Bosnia were also discussed. Prime Minister Meksi asked that the Kosovo issue receive greater attention from the great powers, “they must exert pressure so that this problem is resolved peacefully as soon as possible,” he said, because “the spread of the conflict in this region is extensive [?]”

-The protection of corruption by the senior leadership of the PS is proof of its involvement in crime- -The statements of the PS Presidency and its General Council are shameful acts in defense of crime- -PS campaigns in the districts—funeral ceremonies for communist thieves and robbers in Albania- The headquarters of the Enverist bandits of the PS, who have stained their hands with the red corruption that has brought misery to Albania, after receiving a blow from the Albanian State Audit and after being accused by the Italian justice system of being international thieves, are continuing, like a badly wounded beast, to defend themselves with the motto: “Let us defend corruption, closing ranks around the Party, with comrade Fatos at the head.” This is a slogan familiar to the brigade of Albanian Enverists throughout the 50 years of their dictatorship. So far, one thing has drawn attention amid the public attack on corruption among PS leaders by all honest people in Albania and by the State Audit. While increasingly shocking facts are brought forward every day, testifying to Nano’s links with crime, the ruined buffoons of the old men give enthusiastic speeches about democratic socialism and the overthrow of the government. The senior leadership of the PS, being involved in crime, is compelled to behave ferociously and irrationally on today’s political stage. The logic of guilt, and the latest crime awaiting its corrupt leaders, has led them to take to the road for small rallies, their heads weighed down by whiskey or champagne bought with money stolen from the people. In reality, the shameless act by which PS leaders are defending themselves is having the opposite effect to what Nano and his companions imagine. Albanians have always been alert [?] and have never placed themselves on the side of thieves, criminals or the deceased [?] Nano and his jesters, in order to make as many people as possible accomplices, and in this particular case, ordinary people. It seems rather paradoxical that the PS leaders have chosen to be professional thieves themselves, while seeking to make ordinary people accomplices. This is the painful scheme behind Nano’s small rallies. In addition to the calls, weeping, sobbing and cold sweats that have overcome PS leaders, dozens of statements have also poured out from this Presidency and the General Governing Council in defense of the exposed corruption. This has led the PS Presidency and General Council to commit the most shameful act that can… …if an article does not … [part illegible at the top edge]. So far, one thing has drawn attention away from honest people in Albania and every day showing Nano’s ties to crime, the clowns on the communist podiums, with Enver’s song on their lips, in front of crowds of… …in front of the crowds of… the people. In reality, the act of defending the statements of this leadership and the General Governing Council in defense of the corruption that has been exposed has led the leadership and the General Council of the PS to commit the most shameful act that could… (Continued on page 4)

IN DEFENSE OF MILOSEVIÇ At the rally organized on Saturday in Berat by some PS leaders, Mr. Dokleviç also spoke. This gentleman expressed the people’s concern about the danger threatening them from democracy, which, according to him, would bring revanchism and so on into power. The PS Laborist leaders have for some time been flattering the theme of revanchism, using it as a bogeyman to frighten ordinary people. It is the same position exploited by the dictator Hoxha, who brandished the bogeyman of the threat of imperialism and social-imperialism, of the danger of right-wing deviation, and so on. But this time Mr. Dokleviç presents us with a new variation on this theme. According to him, this kind of revanchism, among other things, is also expressed in “the killing of our boys at the border.” Mr. Dokleviç seems to forget that thousands and thousands of boys and girls from Albania were killed at the border by the dictatorship solely because they had (Continued on page 2)

-SOON: the Austrian-Albanian agreement in the field of defense will be signed- At the invitation of the Federal Minister of Defense of the Republic of Austria, Dr. Werner Fasslabend, a high-level military delegation of the Republic of Albania, headed by the Minister of Defense, Mr. Safet Zhulali, made an official visit to Austria on 12–15 May 1993. During his visit to Austria, the Albanian Minister of Defense and the delegation he headed held official talks with his Austrian counterpart, Dr. Fasslabend, and senior military officials of the Austrian Ministry of Defense. The bilateral official talks focused mainly on issues of cooperation and its development between Austria and Albania in the field of defense, and on international issues of mutual interest. The two ministers and the delegations accompanying them spoke in particular about the opportunities available for developing bilateral cooperation in the field of defense and the assistance Austria could provide in the process of reforming the Albanian army. In this context, it was agreed that a comprehensive agreement in the field of defense would be signed soon. The agreement between Austria and Albania would include the provision of equipment and Austrian assistance for the needs of the Albanian army, the training of its new officers at Austrian military schools, the dispatch of Austrian military lecturers to Albania, and support for the restructuring of Albanian military schools and the military academy, etc. To achieve this goal, it was agreed that within this year, in a short time, the countries would exchange… [?] (Continued on page 4)

They say a wounded beast is very dangerous. Finding himself in a difficult position, the socialist leader Nano has worked hard to find a way to save himself. He has devised various forms of defense. He has analyzed and judged that the best way to achieve his aim is to devise and apply scenarios with destabilizing effects. The demand for the government’s resignation was part of this aim, presented as his personal initiative, but given a collective socialist guise precisely through the solidarity of the conservatives Baci, Brokaj, Dokle, Zeneli, etc. Not so long ago, this was how that version of the solution sounded. Then Nano put himself and his comrades on the side of crime and hotbeds of unrest. And he continues to threaten Kuçove. Someone wants and says that in Kuçove, regarding the events… [partly illegible] … Nano, Brokaj, Zeneli, Pellumbi and the others are behind this attack. For several days in a row, “ZP” wrote about the events in Kuçove. But through fabrications, misinterpretations and exaggerations, it did nothing other than expose the instructions of its bosses: we will put on the spectacle, you will give it publicity, but change who is credited with it. Various residents of Kuçove met us in the street and said indignantly: why do you let those people at “ZP” deceive us so badly? You should perhaps have come earlier. Facing them, I felt that a new branch had been added to our profession as journalists: that of refutation. On the holy day of 8 May 1993, the Municipality of Kuçove sent a letter to the Public Order Department informing it of a meeting that Fatos Nano would hold with the residents of Kuçove in the town’s cinema, which he wanted to use, and requesting that… … the Public Order Department take measures to ensure the meeting proceeded normally. Meanwhile, the district council was distributing leaflets. Knowing that both the municipality and the district council are dominated by socialists, I naturally wondered when the chairmen of the district council and the municipality had acquired the right to conduct party activity in their capacity as district officials. I put this question to the relevant officials with whom I spoke. Their answers turned out to be justified as an obligation to prepare a meeting between the constituency’s MP and his electorate. On the other hand, the Kuçove PS executive committee was going around the villages, informing people door to door that Fatos Nano would hold a rally in the town square the next day. Note, reader, how a contradiction is created—the mother of discord. An MP’s meeting with his electorate is officially requested; illegally, as Communists know how to act, the aim is to prepare a rally, for which permission could easily have been sought. The purpose of this course of action was to bring the people into confrontation with the police, knowing precisely that the latter would be determined to enforce the law. Nano acts like a true master. He arrives accompanied by four other MPs, private police, and the chairmen of the PS branches in Fier, Patos, Berat and elsewhere. They all take their places on the platform. So, was this a meeting with the electorate? We emphasize this not because the presence of the other MPs, the escort, and the PS leaders from the neighboring district on the platform matters in itself, but because this fact exposes their true aim: an unlawful rally and the continuation of Nano’s efforts to obtain socialist support. According to witnesses, the meeting proceeded normally, except for two minor incidents, which were handled by the intervention of the public-order forces. The end of the rally coincided with the gathering of the people who had been notified about the rally. Faced with the prospect of an illegal rally and the obligation to safeguard the MP’s duty and honor, measures were taken to control the crowd (which claimed it had been notified about a rally). (Continued on page 2) How did the contradiction arise? How was the law violated? How were people deceived?

“The condemnation of Nano’s corruption”—this was the agenda of the DP assembly of the Durrës branch, held on 15 May at the Palace of Culture. In addition to the assembly members, MPs, local government officials, representatives of the Independent Trade Union, etc., also took part, as did Mr. Dylber Vrioni, a member of the DP Governing Council. The opening address was delivered by the branch secretary, Mr. E. Dakoli. In the report presented to the assembly by the branch chairman, Mr. Edmir Kapidani, the successes and difficulties in the Durrës district during this period of transition were highlighted. The fight against corruption is inherent in a democratic, law-based state. One thing is clear: the PS leaders inherited political and economic corruption from the “parents” of the PK and PP. The fight against corruption will significantly determine the further progress of democracy in Albania. This moment is a test of the strength, ability, commitment and determination of the government of Mr. Meksi and the Albanian justice authorities. When everything has been established and documented, how can the arrogance, even the stance, of the PS conservatives be explained? The answer is clear: by defending F. Nano, they are defending themselves; they are defending the 50-year crime; they are defending “the Father.” The red commissars are moving everywhere, spreading rumors and creating discord and dissatisfaction. Honest socialists must never fall for this. They must distance themselves from their gangrenous leader. Only in this way can they save their honor and show that they have been renewed. At the end, Mr. Kapidani urged the audience to raise public awareness in every setting against the communist corruption of Nano and other Nanos, and to support the democratic government. Discussion followed. Here are some of the ideas raised in the discussions. Under no circumstances should there be a coalition government with a corrupt and immoral party. Nano’s departure from the ranks of the PS would not harm it; on the contrary, it would strengthen it. The day before yesterday, in the hall of the “Ali Kelmendi” Palace of Culture in Tirana, Mr. Kastriot Muça held a press conference on behalf of the Governing Council of the Confederation of Trade Unions of Albania for PS veterans, former instructors of the Professional Unions, 5–6 women and girls recently admitted to the ranks of PS, as well as a small group of journalists. At the beginning of the press conference, “Ali and Sh: The rapid changes in Albania during this period are naturally accompanied by economic and financial problems. Economic reform is difficult and takes time to carry out… Everyone has the right to ask that this reform be carried out with as little pain as possible. And according to Comrade Muça, this reform can be carried out easily with PS-style rallies and veterans’ press conferences where the government is insulted, while the Enverists shriek with fascist political hysteria!!! Mr. Muça went on to mention the number of workers currently receiving assistance and those who are unemployed, without offering any new solution, despite calling himself a politician.
