Without guaranteeing these rights, stability in the region cannot be achieved. Precisely for this reason, in the name of this stability and these rights, we are not in favor of its admission to the CSCE as a full member. By this act, we in no way seek to block it; on the contrary, we seek only to give impetus and help our neighbor become a state of equal citizens. Regarding the situation in Kosovo, views were expressed that the situation in this province is extremely grave and tense. Miloshevici is preparing plans to begin ethnic cleansing and its partition. Albanians wherever they are will oppose a massacre by Belgrade in Kosovo. To prevent this and the spread of war in the Balkans, Kosovo must be placed under the supervision of NATO troops. The delegation expressed its full support for the reforms undertaken in Albania, as well as for the policy pursued by Albania to resolve the national question. (ATSH)

—From President Berisha’s meeting with the Turkish Minister of Construction and Public Works— On Friday evening, Turkey’s Minister of Construction and Public Works, Mr. Kombaracabash, was received by the President of the Republic, Sali Berisha. “We follow the changes taking place in your country with joy. As long as there are troubles in the Balkans, the Turkish government and people will stand with you. Friendship grows in new dimensions in difficult times,” the Turkish minister said at the meeting. For his part, President Berisha, after expressing his pleasure at the election of Mr. Bemirel as President of the Republic of Turkey, thanked Mr. Kombaracabash for the comprehensive assistance Turkey has given Albania. The discussion then focused on specific areas and opportunities for cooperation between the two countries, as well as the situation in the region and efforts to stop the war in Bosnia-Herzegovina. Why is the Miners’ Union being attacked by the Socialist Party in its newspaper “Zeri i Popullit”? The Party of Labour (Socialist) cannot accept losing power, because it cannot accept pluralism, one of the fundamental features of democracy today. Everyone knows that this Union, together with all the people and the democratic forces, brought down Nano’s one-party government and, most recently, denounced the Socialist Party’s call for a government crisis and a second parliamentary election. On Saturday, at the Ministry of Construction and Territorial Regulation, Mr. Ilir Manushi and his Turkish counterpart, Kombasrabas[h], signed in principle a memorandum of understanding and cooperation , which consists of concrete assistance to be provided by Turkey in four main areas: road construction and maintenance, housing, water supply and sewerage, and construction materials. To see the situation in the country firsthand and discuss the memorandum in greater detail, a delegation of experts in these fields will come from Turkey. The final agreement will be signed in Turkey, when the Albanian minister returns the visit of his Turkish counterpart. The Turkish delegation left our country on Saturday. (ATSH)
