Corruption in the “Palace” of justice. Lezhe V. Kadriu accuses the Lezhe registrar of theft and forgery. Dr. D. has in no case accused Mr. Lezho[?], but has filed a complaint about the state mortgage office, where basic irregularities persist. (Missing note) The judge's name, which, according to the old voice in the Lezhe mortgage office, with two years of work as a secretary, was the latest sign that justice in the palace was in the Lezhe “palace of justice”. For a long time! The main group supported this in the courts; officials of the “palace” were clearly directing matters with arbitrary decisions. Even when officials with authority are involved in secret bribes, it becomes openly clear that the public interest is nothing more than a cover for personal wealth. This was also the case of V. Kadriu from the village of Pllanë, who, after filing the documents in due order at the mortgage office for the registration of a plot of land inherited from the family, encountered a series of administrative obstacles. Later he accuses the registrar of the disappearance of the submitted documents and of falsifying the records. In his complaint, he says the registrar asked him for money in exchange for speeding up the procedure, while his case was delayed without reason. V. PROVOCATION and REVENGE against the miners’ Union In the dragging out of workers’ problems, the loss of employment is exposed more and more each day by the decline of power and consensual democracy. Mine workers are speaking out loudly about this. In fact, the Secretary General of the Miners’ Union, M. Muka, sees it as nothing more than a ministerial direction that has targeted this delicate sector of the economy. On 17 May a meeting was held with the workers of the Kurbnesh mine and representatives of the administration, where delays and unpaid wages were discussed. The “Palace”[?] of this union, it was said, is being used as a political shield to strike at independent trade unionists. In the statement issued by the union it is said that the “rise in unemployment” and the “lack of measures to restore order in the Kurbnesh mines” have caused deep dissatisfaction. According to them, local leaders are using state resources to obstruct free trade-union organization. The trade-union center accuses the official union and representatives of the PS of interfering in the miners’ affairs and exerting pressure on the organizers. Memorandum of understanding and cooperation between Albania and Turkey MEMORANDUM OF UNDERSTANDING AND COOPERATION BETWEEN THE MINISTRY OF CONSTRUCTION OF ALBANIA AND THAT OF TURKEY On Saturday at the Ministry of Construction and Urbanism in Tirana, the Minister of Construction and Urbanism, Prof. Dr. Fejzi Kic[?], and the Minister of Construction and Housing, Prr[?], signed the memorandum of understanding and cooperation. This is to strengthen relations of friendship and cooperation in all fields of construction. The two ministers described the good relations between the two countries and assessed that they create favorable conditions for intensifying cooperation in the field of construction. During its stay in Albania, the Turkish delegation held talks with construction forums and stayed in Tirana. The Turkish delegation visited the Turkish houses in Balkiz in Elbasan. Regarding the reaction of the chairman of the independent association and the independent union of press workers concerning the arrest, parliamentary police said it was informed that Mr. Kosta[?] has been imprisoned for six months on the sole grounds that he published an issue with a number of freedoms in October, in which the events that occurred in Albanian lands are judged and denounced, together with the photographs and reports submitted by non-governmental organizations. The latest statements by Mr. Koso[?], in which it was said that, based on the criminalization of journalists, freedom is restricted as one of the fundamental freedoms that must be guaranteed by the rule of law.
