Gentlemen social-communists, before you scream yourselves hoarse in ecstasy for human rights, sign these four universities! On 4.11.1993 the family of Tanas Zonja submitted to the notary office the certification of 20 years of internment, issued by V. S. Rreshen e Kurb. Certificate issued under no. 445, dated 24.11.1992 and signed by the Chairman of the People's Council of the Executive Committee of Kukës, Rakipi, certifying that the Tanas family had served the sentence of political internment from 1949-1990 in the town of Shijak, in the village of Zejmen, in the town of Kurbin, etc., in the town of Tirana, the town of Elbasan and elsewhere. She requested compensation. In September of this year, the Property Return and Compensation Commission included her for payment. But later, for reasons that were not stated, the payment was suspended. Strange as it may seem, because of this family an entire bureaucratic odyssey was dragged out with telegrams, certificates, counter-certificates, official letters, questions and answers. It was requested that another certificate be sent, with a fresh seal, even though the first had been issued by the official authorities and contained all the legal elements. Meanwhile the family wandered from one institutional door to another. This case raises a sharp question: should a citizen who has suffered political punishments have to go again through an administrative ordeal in order to obtain a right recognized by law? Should the very person who was a victim of the previous regime face suspicion, delays and distrust? If there are institutions whose duty it is to protect human rights, then they must begin by respecting these concrete cases.
