In the meetings of the chairman of the Democratic Party, Mr. Eduard Selami, held on 23 May in the villages of Draj-Reç and Gjur-Reç, in his speech, among other things, he left this message to the residents of these two villages and of the commune of Reç:
It is admirable the great support that Reç and the Albanian peasantry are giving to democracy and reform in Albania.
This support stems from your respect for freedom, your love for Albania, your contempt for deception, your disdain for the bitter past.
Your support is trust in the PD program, which freed the Albanian peasant from the cooperative, turned peasants into masters of their land and their home, and established a certain protection for all poor rural areas.
We have not promised and we do not promise miracles, but what we do promise we carry out.
In two years we managed to detach the country from alms and humanitarian aid, to stop the waves of burnings and terrible destruction.
We liberalized prices and this has been a little interest for the peasants.
As you said, today many alternative parties are appearing. But the PD is already proven and I am convinced that the PD will be for you the safest and only alternative.
You rightly ask us to be here every day and in this desire. We are giving you this opportunity in the elections when you will vote for the PD candidate, Mr. Aqif, for chairman of your commune.
We are convinced that you, the people of Reç, wise, brave and patriotic, will vote for the PD, for democracy, for your present and future. We assure you that in the coming years we will have even greater results.
On Monday, 23 May 1994, the Chairman of the Democratic Party, Mr. Eduard Selami, the Minister of Defense, Mr. Safet Zhulali, and the Minister of Labor and Social Welfare, Mr. Dashamir Shehi, accompanied by the chairman of the district council, Mr. Mentor Bunguri, the chairman of the PD branch in Dibër, Mr. Shefqim Hoxha, and other officials of the local government and the PD, held two meetings with the residents of the villages of Draj-Reç and Gjur-Reç in the context of the campaign for the election of the chairman of the commune of Reç and the presentation of the PD candidate, Mr. Aqif Lala. The seriousness of the meetings, the correctness of Mr. Eduard Selami’s speech, the solution of some of the most urgent needs, the optimistic atmosphere and the strengthening of confidence in the PD program have made possible the expansion of the ranks of the sections’ group in Reç with new members. Within just two weeks, 70 members have been admitted. At the last meeting of the chairman of the Democratic Party with the residents of Gjur-Reç, 10 people expressed their desire to join, such as Xhavit Leka, Zahide Leka, Jonuz Mesi, Riza Toshi, Agron Lala, Astrit Lala, Izmit Toshi, Salman Toshi, and Mexhit Lala. Thus the total number in the last two weeks reaches 80 new admissions.

Yesterday “Zeri i popullit”, which for all the absurd protection it gave to Nano, is being called the voice of Fatos Nano, in a sudden and paradoxical move published on its eighth page the statement of lawyer Perparim Sanxhaku:
“As regards the civil lawsuit, I would ask the prosecution office and the district court, since they know the direct beneficiary of the amount of 72,337,000 lek, which is Xh. Perniola, since they are appointed to defend the interests of the state and those above them to carry out their duty, they are not forbidden, but on the contrary may file a lawsuit and request that Xhuzeppe Perniole return to us the amount unlawfully obtained.”
Here we are dealing with a major turn both by lawyer Sanxhaku and by Z.P., and we congratulate them. The possibilities are, first, that the lawyer was prompted by civic conscience and, seeing his client sunk up to his neck in crimes but lacking the courage to attack and abandon him openly, is indirectly blaming him by asking the court to remove the civil suit from Fatos Nano and charge it to his Italian partner, Xh. Perniola, as the direct beneficiary.
The second hypothesis is that lawyer Sanxhaku has been bought by the PD. This will certainly be handled by the Socialist Party secret police commission headed by Mr. Gramoz Ruçi. But the fact that his statement is published in Fatos’s newspaper has a very ominous meaning. It shows that Sanxhaku’s accusation against Nano, unprecedented in the history of such trials, may also be a secret decision of the current socialist leadership, which apparently has decided to replace Nano soon and is alarmed by the fact that the helmsman may gather the whole ship. According to this latest analysis, Nano was not sold out by “Sanxhaku and ZP” but by the socialist leadership itself or more specifically by those who are fighting to take his chair. Therefore, in these circumstances the Ruçi commission will raise its hands empty or put its fingers in its mouth. But another commission is working in this direction and it seems that the one on the distortions of the Socialist Party has proposed that lawyer Sanxhaku and ZP be decorated with the Fatos Nano order.

Lawyer Sanxhaku, who has taken it upon himself to defend Nano, in the courtroom on the first day did nothing other than reread what he had read before. Even on appeal, after speaking about the “procedural violations”, he spent minutes in a row mentioning figures from one of the contracts signed between the Italian Ministry of Foreign Affairs and Levante Co. Sanxhaku, among the people, presented these as an argument that the aid had arrived in Albania in full and amounted to 19.2 billion lire. But Sanxhaku did not explain one thing: that these contracts, made in Italy between persons who are today under criminal investigation by the Italian justice system for this same case, do not show the goods that arrived in Albania but the goods that were supposed to arrive and in fact did not arrive. In the contracts, Levante and the written effort show that the fund. Precisely to hide the fact that the aid did not arrive in full, Levante Co. needed statements from the Albanian side only to confirm that “the goods arrived”, without any other quantitative or qualitative data. Even the “Corte dei Conti”, which Sanxhaku mentions in the verifications, started precisely from these contracts. And in the end, Nano’s own defense has used as a defensive argument regarding the accusation that the concerns about the aid were not conveyed, the fact that Alia spoke to De Michelis about the problem of the aid’s arrival, to which he replied that 70% supposedly had arrived very much. Now Sanxhaku declares that 20 billion arrived out of 19.2 billion; whom to believe, Alia who complained that the aid had not arrived or Sanxhaku? Both arguments were used by the latter.
With regard to the list of goods, Sanxhaku surprisingly declared that it is no different. I do not know how one can make such statements, since such a fact is very well documented with the two lists, the one from Korbeci and the one sent by Levante Co by fax (which is the list of goods that were to arrive). These documents have been published several times as facsimiles and in the newspaper, but if Sanxhaku needs them, we will republish them.
Also interesting was the reasoning that would prove Nano innocent even of the falsifications. For one of them (since the other was not even mentioned), lawyer Sanxhaku justified himself by the presence of “two other numbers” at the meeting of the presidium of the Council of Ministers. So the presence of these two ministers gave Nano the right to sign his decision as an act of the Council of Ministers.
Regarding the expert report, Sanxhaku said that the price bulletin obtained from Albanian experts was not valid because it changes the price and the goods in Albania had arrived in different months. Agreed! But perhaps these prices from one month to the next moved by two or three times like the prices of Levante Co.? Such reasoning is somewhat difficult for any economic logic.
These “convincing” evidence and lawyer Sanxhaku at the same time his client got the latest acquittal. However, this process had something new, a very important request from Sanxhaku, unpublished with the admission of guilt: “We ask you, Levante Co.”

Nikollaq Ndini Filipi was born on 10.6.1956 in Libofshë. He completed higher studies at the Kamëz Higher Agricultural Institute, at the Faculty of Veterinary Medicine in 1981. After finishing his studies, Nikollaq worked at NB Çlirim, Libofshë Sector, as a veterinarian until 1992. From 1992 onward he has been performing the duties of veterinary service inspector at the commune.

Reçi of the commune of Reçit in the district of Dibër in the year 1954.
He comes from a respected patriotic family. He completed secondary vocational education as a medical assistant. After finishing school, he worked as a medical assistant in Reç and in recent years until 1990 as an accountant in the cooperative of Reçit.
In 1965, when the communist regime destroyed the mosque of Zall Reçit, Aqifi, although still young, outraged by the barbarity exercised against religious faith by the ruling regime, removed the flag with the star of the PPSH, placed on the mosque ruins, and put it in the WC.
This courageous act brought him consequences that punished him even in the future.
With the beginnings of the democratic movement in the district of Dibër, Aqif Lala became one of the most active democrats, not only in the Reç area for the establishment of the PD sections, but also in the PD branch of Dibër for its consolidation and the promotion of the program of the Democratic Party, both in the village of Dokrres on 31 March, on 22 March ’92, and in the local elections. Although he was one of the most hardworking and meritorious democrats in the political activity of the PD in the district of Dibër, Aqif Lala did not ask for anything, but continued to work honestly with dedication for the problems of the PD.
His fellow villagers find in him honesty and the will to work, fair judgment of problems, and above all commitment to the ideals of democracy and the program of the Democratic Party of Albania.

On 29 May the peasants of Zall-Herr will go before the ballot boxes to choose the chairman of their commune. On 26 July ’92, too, the majority of voters had chosen the PD candidate. In the program of this party, the people understood the clear and secure alternative for governing in the face of democratic processes. And now, only about two years have passed and the promises of the PD are tangible even in Zall-Herr. During these two years, the chairman of the PD in this commune has been Mr. Gezim Lila, who was elected by the peasants of Zall Herr and also village elder, and now his fellow villagers and the whole commune have the chance to vote for him as chairman of the commune as well.
Gezim Lila was born on 24.7.1957 in Zall-Herr. He completed agricultural-profile education in his village and since 1985 has worked at the Auto-Tractors combine as an electrical specialist. Being the village elder, naturally the changes in this area have reflected Gezim’s work as well. Private free initiative has opened the way to many private activities in this area, which has significantly increased the peasants’ income.
Zall-Herr is now known for the production of planks, where several such workshops have been opened. In the center of the area, work is under way on a plant for the fractionation of inert materials, which are found there in the river bed passing through the middle of the area. This plant, being built by an Italian company, will make it possible to supply the whole region with the considerable workforce available there, and it will also solve the problem of supplying other materials for future construction.
It is worth recalling all the achievements of this area: the peasants had never known motor roads and now construction has begun on the Pinar-Mallme-Qinam road. With state funds, the transformer for the irrigation pumps in the village of Pinar was put into operation, the transformer for voltage regulation in the villages of Priske Vogel and Zgafran was installed, repairs were made to the ambulances that had been left in a miserable state, and they were completed with doctors and nurses without the repair of the canal

The trigger for this article is the interview of a young man from Kavaja on TV on the occasion of the victory of 22 March. Among other things, he said: There was a time (we are talking about the first democratic movements) when a certain Zyly, former deputy minister of internal affairs, grabbed us, threw us into prison and tortured us by taking off our shoes and socks and hitting us directly on the flesh.
The words of this young man from Kavaja reveal only the tip of the iceberg.
But who was Comrade Zylo and what deeds did he do? We explain below: Zylyftar Mahmutaj (Aranitas)
first completed the pedagogical institute, then the party school.
It was the years 1964-65 when he was inspector of education in the Mallakastër area (today district). We were young teachers and the first contact we had with him was this: “If you do not act as I tell you, I will crack salt on your head. A two-headed viper will poison you.” Witnesses are teachers of my age from that time in the locality of Fratar. His motto was to insult, to offend and to humiliate.
Time passed and Zylua was climbing the steps of his career. First secretary of the district party committee in Fier, then in Berat, again in Fier as secretary of the party committee in the branch of internal affairs, and his peak (deputy minister of internal affairs) and as anti how? What did he call it?!
It was the middle of 1982. Zylua, together with Koli Xhuxho (this former secretary of the party committee in the Ballsh area) began a deep investigation against the honorable and simple people of Mallakastra. Their plan
