The changes in the structure of the Government are the result of changes in the structure of the economy and the demand for a continuous improvement in the life of Prime Minister Aleksandër Meksi in Parliament...
Prime Minister Aleksandër Meksi declared that the principled goal of the current government and of the future one, after the implementation of the deep reform in the public administration, will be to cut by 15 percent the employees paid from the state budget. This will create annual savings in state budget expenditures of at least 1 billion lek.
Prime Minister Meksi made this statement in the People's Assembly, in his speech during the plenary session on the occasion of the discussion of the political program of the Council of Ministers and the new government cabinet.
Prime Minister Aleksandër Meksi said that the coalition government until June 1996 will carry out transformations in its structure as a result of the necessary changes in the country's economic structures and of the continuing demands for greater professionalism and success in government.
According to him, the reduction in the number of ministries and their orientation according to the main functions, into ministries of economic development and social affairs, alongside the classic ministries of public order, defense, justice, foreign affairs, etc., as well as the changes in the structure of the government, are adjustments to the market economy structure and will be carried out in such a way as to affect operational structures as little as possible. From the merging or amalgamation of ministries and institutes, fewer ministries will be created, but stronger and more capable ones in following the reform in the market economy.
In the new government, the Ministry of Trade and Tourism, the Ministry of Labor, Emigration and Social Welfare will be created, and the Ministry of Economic Protection will be abolished. Likewise, the Ministry of Education will be merged with that of Culture, Youth and Sports, while health and the environment will be placed in a single ministry.
The Prime Minister said that the experience so far in democratic governance, especially in building the system of laws and administration, has been such that ministers of previous governments have often played the role of coordinators of the implementation of the reform, while executive tasks have been carried out by the bureaucratic apparatus of the ministries. He added that this role will continue to be strengthened, but the ministries will be smaller and with fewer links.

The latter are even more necessary, because at the current rate of entry of the new workforce into the labor market, with economic growth of 6-7 percent, I would need no less than 20 years for a gradual easing of unemployment. Thus, despite the satisfactory pace of economic growth in the last four years, unemployment is capable of rising already in the short term, that is, in the next 2-3 years.
This explains the need to continue economic reform at a high pace in the coming years. This would also require achieving a high level of growth, at least 8-10 percent per year, in order to ensure faster employment rates. This requires not only increasing investment, but also directing it toward sectors and activities that need more labor than capital.
These criteria have been considered in an overall way by the new government in drafting its program, so that it presents general and harmonized solutions to economic objectives with social ones.

The PD and its allies have every right to be optimistic because the government is being built with a new team, with a new mentality and with a clearer approach to reform. However, the results remain the main test.
