Some measures have increased and this will have a positive impact on the energy situation.
The point is that the government must take the necessary actions. Last year electricity imports reached 210 million kWh and we are managing to conclude agreements for larger imports. First of all, we must think about saving energy.
Under the difficult conditions the country is going through, the government is doing everything possible. This is demonstrated by the measures for economic development and for coping with the situation. We are currently working to face the winter burdens and to guarantee the normal functioning of the main sectors.
In the agricultural sector, measures have been taken to supply chemical fertilizers and to secure the food base for livestock. Efforts have been made to support farmers and increase production. Likewise, in the industrial and energy sectors, steps have been taken to improve the situation.
The government is closely following the financial situation and is taking measures to keep the market, prices, and supply of essential goods under control. Work is being done to increase budget revenues and to use funds more rationally. Contacts with international institutions have been strengthened to secure support.
In these conditions, cooperation among all state structures, local government, and citizens is essential. Only through work, discipline, and saving can the difficulties be overcome. The government will continue to take every measure to ease the situation of the population and to create the conditions for more sustainable economic development.

The speakers of the session reported important data concerning the organization and activity of the former security over the years in the efforts to overthrow democracy.
Taking as a starting point Prime Minister Aleksandër Meksi's statement during his speech that some time ago the Ministry of the Interior had begun releasing documents of the former Security and that these reveal that the organ of terror and crime had left schemes that may relate to political events and murders that occurred before and after 31 March 1991, the PD deputy, Mr. Nari Nallbani, from Fieri, asked him specifically whether documents of such content existed or not.
Prime Minister Meksi, answering Deputy Nallbani's question, said: “I think that in the Ministry of the Interior we are finding documents that had existed for a long time hidden and they will help explain many events that occurred in the last 4-5 years. Not only that, but the ministry will deal with releasing some of them. I think the security was in fact organized to continue its activity even after 31 March 1991. There are scenarios, there are written documents about what was to be done. In the last notebook or folder of 1990 there are instructions on how to act with the files, the documents, etc. Valuable documents and equipment have disappeared. There have been attempts to destroy documents. A few days ago some documents were found thrown into the well near Tirana. More important documents were found, as well as registers from the Durrës base, which was one of the largest bases. In all these documents there is important data on political events.”
Regarding the total number of files and records, the Prime Minister stated that from 1944-1991 there may have been around 400,000 files. “Apparently they are preserved, damaged but still existing. We have more documents than have been publicly presented so far. They also contain reports according to the offices of Tirana or the directorates. These documents are very valuable because all the information was concentrated and further processed in the Ministry of the Interior. So every document coming from the base can correspond to, be verified with the central documents of the ministry,” said the prime minister.
To clarify the issue, Deputy Nallbani said that he was referring to the murders and terrorist acts that occurred in 1991 and 1992, but did not receive a direct answer. The Prime Minister continued to clarify by citing the example of a 20 July 1990 meeting between President Alia and Teme Sejko in which he asked for the activation of security in Shkodër. He also made known that such documents exist up to 1987. “The work of the judicial bodies remains to be assessed,” said Mr. Meksi, “as well as that of the commission which holds these documents.”
Deputy Gjovalin Kadeli conveyed to the Prime Minister the concern of the citizens of Shkodër that there are persons sentenced for the events of 2 April who are being released from prison. In his response, the Prime Minister explained that in this event there are persons sentenced from all parties. “If this is a concern for the citizens of Shkodër, we will also analyze it to see who requested their release on the occasion of the amnesty.”

The winter season, accompanied by major disruptions, has its effects on the economy, especially in the countryside. Speaking at the meeting of the PDSH branch executive committee in Durrës, Vice Chairman Tomor Dosti stressed that the Meksi government, according to its program, is carrying out deep reforms, despite the difficulties posed by the transition.
He emphasized that the difficult situation with energy and fuel requires greater discipline in saving and organization. He also pointed out that work at the grassroots must be strengthened by reorganizing the sections and increasing their role in the life of the party.
The meeting also discussed farmers' problems, the supply of inputs, and the need for greater communication with citizens. It was requested that the party structures be closer to the people and explain the reforms undertaken.
