Also taking part was Mr. Mrush Mati, Head of the Organization Department of PDSH. The meeting was opened by the Chairman of the PD Branch of Durrës, Mr. Ferdinand Xhaferi, who in his speech outlined the main points on which the party’s work strategy in this district will rest until the next elections. Among them, he described as the most important the resolution of the city’s and the countryside’s essential economic problems, such as employment, electricity supply, city cleaning, maintenance of public order, restoration of water, and the prosecutor’s office, land distribution and title deeds, distribution of cooperative property, supply of drinking water, village roads, rehabilitation of telephone lines, and other social issues linked to education, health care. Mr. Xhaferi then dwelled on the work this presidency has done over the last ten days to identify these highly vital problems and find the best possible ways of resolving them in due course and with full effectiveness. Continuing this meeting, Mr. Tritan Shehu took the floor. The General Secretary of PDSH, who, after congratulating on behalf of the party the new Chairman and Presidium of the PD Branch of Durrës, stressed that the elections in all the branches of PDSH in the districts ended successfully and the objectives were achieved very well. Thus, he continued, the fundamental tasks set by the National Council and the Extraordinary Conference of PDSH were fulfilled, preparing the latter for the turbulent developments up to the next elections, precisely that membership in this phase of structuring, consolidation and improvement of the leading levels of PDSH, bringing women and girls closer, bringing in young people in general, raising the quality level, we must know how to make use of now, because the time remaining until the elections of ’96 is not large to prepare for them, but it is enough for us to know how to make use of it. This is extremely important for all of you here to understand, because you are the ones who will politically lead Durrës, this democratic district, where it means a great deal, where we will win in the elections of 1996, if you know how to work to transform the program of the PD, the PD alternative of the people below. Undoubtedly, your work is extremely important for several reasons: first, because you are the ones who will direct the district of Durrës; second, because you are the ones who will choose the people with whom you will work, the people who will cooperate with you. American congressman Gilman at the Presidency

Yesterday at noon President Berisha had a meeting with American congressman Benjamin Gilman, Chairman of the Committee on International Relations of the House of Representatives in the U.S. Congress. President Berisha thanked him for the support that Congress and the American administration have given to democracy in Albania. The President then briefed Congressman Gilman in detail on the progress of reform in all political, economic, institutional, and legislative fields. A special place in the meeting was devoted to Albania’s relations with neighboring countries as well as the situation in the region. The Beard of Marx or the enverism of the PS MUJO BUÇPAPAJ Albanians more than any other people in the world are victims of tolerating Marx, whose theory was applied in Albania in the most hideous form of Enverism. The decision to revive it is above all a preventive action against an epidemic, which according to the PS’s tendency to gain ground, and then space for… The fact that Marx has been removed from the PS program has become the object of rumors, now recently also within this party, means that many in this party think they should not have K. Marx over their heads. With the efforts to build a truly social-democratic alternative. As it seems, this intellectual group is clear that acceptance or rejection of Marx is a decision with decisive consequences for Albanian socialism, reformers, who would surely prefer to be reformers of the giants of European social democracy and not ideologues of class war or seizure of power by violence. In truth, the political program of the PS over these 3–4 years has been a program of oscillations with loyal shifts in relation to the state-democratic order that came to power after 22 March 1992, but the concept of power inspired by the ideology of class struggle, which has appeared in slogans such as “We won with blood, with blood we will defend it.” “We’ll throw you into the cafés and drag you along,” the cries “For the night of Saint Bartholomew” have been accompanied by the PS’s “revolutionary action” and its activists. By trusting Marx’s theory, the PS has trusted the Marxist concept, keeping the so-called “revolutionary situation” alive for four years straight; therefore every three months of the PD government’s mandate, starting from 22 March 1992 onward, it has repeated demands to take over the government. The Marxist practicality of the socialist alternative has always taught Marx’s theory in order to prepare the masses of its sympathizers and systematically educate them with social and artificial tension; that is why the entire propaganda of the PS and its allies has been propaganda to prepare the masses against the government, against the democratic state. It has consisted of warnings about the country’s isolation, the outbreak of war, unceasing corruption, massive unemployment, crushing foreign debts, no prospects, and democratic failure, about a world of crime and a state handed over to the mafia. These slogans, coming from one of their newspapers, have consequences for democratic developments, but they could have been even greater if they had shaken hopes and their democratic state. But Albanians have believed in the values of democracy and not in the demagoguery of the PS leaders. Therefore, when we denounce Marx in the PS program, we do so with the understanding that this is ultimately a question of denouncing the developments taking place in our country. Albania has not yet reached standards of democratic consolidation and the rule of law such that it can ignore the poisonous lure of Marx’s theses in the PS program. All the more so because this country has not yet healed the open wounds left by enverism and because the Marxists within the PS constitute a powerful and arrogant clan that openly seeks democracy. The Marxists of the PS in fact do not accept political pluralism, which according to their alternative is always only a “formally deceptive bourgeois class thing.” That is why, from time to time, hardened extremists release statements unacceptable to democratic opinion. The more the enverist class line in the PS is denounced, the sooner the thinking of those PS members who are against Marx will prevail; this means that democracy is being freed from the chains of enverism.

Zef Brozi accuses “RD”, his collaborators refute their chairman

Zef Brozi accuses “RD”, his collaborators refute their chairman Chief judge Zef Brozi’s press conference began with accusations against “RD” and ended with threats to denounce this newspaper to the prosecutor’s office. For the journalists present, this press conference was strange and entirely unusual in his speech. Although he denounced the newspaper “RD” for the “evil intentions” carried by its article of 31 August entitled “Close the madhouse for people with pashpen proves Judge Brozi’s participation in the communist genocide” and solemnly declared 3 or 4 times (as if he had elementary pupils in front of him) that “I as a judge have never issued political decisions,” a little further on Brozi admitted that he considered Ilir Muka guilty only because he “scribbled Marx’s slogans.” In any case, the press conference was staged in a communist-Enverist style. Also in the hall were journalists who praised Brozi, while several of Zef’s collaborators one after another came to the podium to highlight the merits of their chairman. But even this press conference did not escape the absurdities that led to the self-denunciations of its authors. While Zef Brozi defended his collaborators against the accusations of RD that they were supposedly collaborators of the state security, in the end he invited the two characters to perform the role he had predetermined for them. And they refuted one another, clarifying their participation: they had not simply been collaborators of the state security, as the newspaper insulted them, but exemplary officers of that body who had “implemented the laws of that time correctly” and “had received praise from Comrade Ramiz Alia himself, who, as Zef’s collaborators claimed, had supposedly been a reformer because he “knew how to draw into the security organs and through them the latent gentlemen” (!) At the end of the conference, Zef Brozi thanked his two collaborators, once again telling journalists that “RD” was spreading lies about these capable specialists who, even as security officers, had worked devotedly for the regime. “These are my arms,” concludes the Chief Judge of Cassation, “which can fight their way toward Europe, which asks Zef Brozi before deciding on Albania:” (Here Zefi did not hide his modesty). Brozi file - The Muka case The Security Service was served not only as a spy but also as an executor of decisions In yesterday’s conference Brozi insisted on opening his file, declaring that when he was not a collaborator of the Security Service, but Brozi forgot that his file is the Muka case. With his cynicism, the ungrateful persecutor Brozi says that he did not issue sentences for political crimes at a time when, by the decision signed by him on 28 February 1989, Ilir Muka was confined indefinitely to the madhouse simply because he spoke against the “main leadership.” In a medical report (published in facsimile in “RD”) Muka is described as “not socially dangerous”; Brozi himself, in his decision, emphasizes that “this defendant is not socially dangerous.” Then why does Brozi order his confinement in the madhouse? It is understood, for the sole reason that Muka spoke against the “main leader.” Brozi orders “RD” to stop being “macabre” for using “an inappropriate word to be thrown against Brozi.” But is there anything more macabre than sentencing an irresponsible person because he changed Marx’s slogans and insulted the “main leader”? Brozi’s macabre act is compounded by his current lack of shame. According to Brozi, “RD is making appeals to mental patients to throw themselves into the street.” “RD” does not call anyone to commit crimes; it only denounces crimes committed by others. Finally, knowing that the psychiatric hospital of Elbasan is represented, Brozi tries to support his decision—there is no birth in Elbasan but in Tirana. For this, Brozi can read once again his categorical decision, can read the testimonial letter of Hardin Shyti for the psychiatric hospital of Elbasan, who refers precisely to Brozi’s decision regarding Muka, can also check the other hospital documents that prove that Muka suffered Brozi’s decision in Elbasan since, from a game and a trial, in his medical report (from Muka to Elbasan he stressed that he “was calm” and did not “present social danger”) here you are, Mr. Brozi, your deed and your file. The state security is not served only with spying or by accepting as guides those who today keep around you, security is also served by carrying out decisions of theirs against the “enemies” of the “main leader” as you have done. Mr. Arbnori received the American congressmen Yesterday afternoon the Chairman of the Presidency of the People’s Assembly, Pjeter Arbnori, received the delegation of American congressmen headed by the chairman of the commission on international relations, Benjamin Gilman, announces the Press and Information Office of the People’s Assembly. After thanking the guests for the interest of the American government toward our region and in particular for Albania, Mr. Arbnori once again expressed the view that the United States played and play a primary role in the protection of human rights in the world. Regarding the crisis in the Balkans, Arbnori stressed that for Albanians this war is a sacrifice, and that there is a solution to the crisis in the former Yugoslavia only with a solution to the Kosovo issue. For this, Mr. Arbnori said, any sanctions without a solution to the Kosovo problem will not bring peace in the Balkans. On his part, Congressman Gilman expressed the support that the United States has given and will give to Albania, as well as the services to link it in Washington during President Berisha’s visit. The meeting was also attended by members of the delegation and Senator Shelby. They also discussed the relationship of bilateral relations with the neighbors to better emphasize the role that Albania is playing as a factor of peace and stability in the region. ATSH

Continuing his visit in Greece on 1.II of the program, Minister Serreqi had meetings and held talks with the President of the Republic, Mr. Stefanopoulos, with the Speaker of the Greek Parliament, Mr. Oklamanos; he was also received by the chairman of the New Democracy party, Mr. Evert. At the meeting with the Greek President, Mr. Stefanopoulos, the Albanian foreign minister conveyed the greetings of the President of the Republic of Albania, Mr. Sali Berisha, and informed him about the readiness of the Albanian side for Mr. Stefanopoulos’s expected visit, as the first visit by a Greek president to Albania.
