It is not enough to say that the law on punishing genocide caused turmoil in the ranks of those who today lead the PS. Albanians saw how former communist rulers crowded the parliamentary rostrum; they saw how black, as if by some reflection of the State, Cramoz Ruçi, directly responsible for so many crimes committed from above and known by the PP, was brought in as interior minister at the head of the most criminal organ history has known. They all came out there to let out their final cries; some to bare their teeth and feign outrage, others to play the role of the persecuted angel. Albanians were able to follow the final tragicomic spectacle of former communist officials on a political platform. They once again saw the criminals and political clones who had caused a country and a people harm through deeds and words, come out and show that they are exactly the same as they have always been.
Former PP deputies, former ministers, deputy prime ministers and former fiery propagandists of the class struggle stood up in the left wing of Parliament to show people that they were against the punishment of genocide. No one remembered when Ruçi, former organizer of the so-called volunteer gangs of Enver in Tepelenë and minister of State Security, went to the rostrum to declare that he would remain a convinced criminal even after 16 years; no one remembered when Ylli Bufi, who when he was prime minister declared that Albania had only 6 days of bread left, took the floor in Parliament to 'convince' Albanians that the law punishing genocide was meant to divert attention from the 'failures' of the Democratic Party and the misery in which the country lives; no one remembered when clowns like Dokle spread around and declared that this law was genocide against the opposition. All these beings did nothing other than, in their performance, put the seal on the approval of that law. They came out to condemn themselves in the most undeniable way.
The law approved in Parliament was not only late but perhaps also far too mild for beings like them. The laws for former communist leaders should have been prepared differently by the government in order to drag before them those with eyes bound by barbed wire and mangled on the border until the middle of '94; they should have been shown to the relatives of those burned alive in the food warehouses; they should have been shown to Shkodra and 2 Prilli and to the parents of the February '91 victims. Then perhaps Ruçi and the others would no longer have had the day to appear in the Albanian Parliament and dare to speak of 'human rights violations' and 'genocide' merely because for everything they did they spent six years out of government. Well, this is little for those who even today speak of Marxism, defend E. Hoxha and demand the legal return of communist crime. Dokle took the courage, just as he did at the PS press conference, to stand up in Parliament and consider legitimate the genocide carried out for 50 years, even though shortly before he had shown the pages of the PS program where the communist regime is condemned.
'This is genocide against the opposition' - so said the current leaders of the PS about the law condemning genocide. Former leaders of the PP yesterday blamed those who condemned genocide, not those who had carried it out.
'The fiercest attack against democracy' - writes the poor 'ZP' (the old and fervent defender of democracy), which commented that the law punishing genocide seeks to deprive 'an entire group of politicians' of the right to be elected. What did they not say? But is it the fault of democracy if the opposition grouping consists of perpetrators of communist genocide and former PP officials and functionaries?! They are people who, shouting that nothing links them to the PP, now come out one by one against a law that condemns only the genocide committed by the PP and its former leaders.
A whole series of 'purposes' the victims tried to uncover regarding the genocide law, from the Lushnjë issue to the American bases around the world, but none of them managed to 'discover' the true purpose of this law. Well, the purpose of that law, sent to Parliament at the request of hundreds of thousands of Albanians, is to ensure that the criminals and filth who destroyed an entire country and an entire people physically and psychologically cannot have the chance to repeat their act, and so it will be, even if all those people declare that they will not recognize this law. No one is harmed by the law against the criminal; the law is enforced by the rule of law.
President Berisha to Visit Italy Soon
At the invitation of Italian President Scalfaro
From 13 to 15 October 1995, at the invitation of the President of the Italian Republic, Oscar Luigi Scalfaro, President of the Republic Sali Berisha will pay a visit to Italy.
During this visit, President Berisha will meet President Scalfaro, Prime Minister Dini and prominent figures from Italian political and public life. He will also visit the Arbëresh and will have meetings with Italian business circles.
Bilateral relations and the expansion of friendly cooperation between the two countries, encouragement of Italian investments in Albania and the situation in the region will be the main topics addressed by President Berisha during this visit.

Based on Council of Ministers Decision No. 469, dated 14.8.1995, on the proposal of the Ministry of Defense, Mr. Luan Lazimi, until now general inspector at the Ministry of Defense, is appointed Deputy Minister of Defense. During these three years, Mr. Luan Lazimi has led and worked with dedication and perseverance in the general inspection service.
Mr. Luan Lazimi was born on 3.1.1949, completed his studies with very good results at the Mechanical Faculty at the university in the mathematics branch, carried out various duties in education and, most recently, served as general inspector at the Ministry of Defense. He knows and uses the English language.

In recent days, extremist leaders at the helm of the PS, in press conferences, public meetings, leaflets, Parliament and newspapers, irresponsibly fabricating claims, have stated that during President Berisha's meetings in Washington issues such as the case of former Prime Minister Nano, convicted of corruption and document forgery, cases of human rights violations, or that of former judge Brozi, were raised. They even go so far in these fabrications as to claim that the White House expressed a positive assessment of the top communist leadership of the years '90-'92, etc. I. Regarding this, the spokesperson of the President of the Republic emphasized that:
Neither at the White House nor at any meeting with American officials was any discussion raised or held, as claimed, about former Prime Minister Nano, nor about human rights violations or other prohibited acts.
These meetings did not discuss former judge Brozi, but assistance was requested for consolidating the legal independence of the justice system, and this assistance was promised by the U.S. government.
It is also ridiculous to claim that the White House expressed a positive assessment of the red nomenklatura that governed Albania until the elections of 22 March, a nomenklatura directly responsible for the massacres of February and 2 April, for terror, burnings and exoduses. To declare that the USA, the country of democracy, can praise the organizers of the final act of communist genocide in Europe means assuming not only the role of the one who devalues, but that of a shameless liar.
The U.S. government, the Senate and the Congress of the United States condemned the terror and violence exercised by the Albanian government in February and April 1991.
During this visit, in several meetings with prominent figures of the American Senate and Congress, among them other government officials, they repeatedly and openly expressed their serious concern for the future of democracy in Albania if the former communists (socialists) win, whose concepts and ideas for the development of democracy are considered unacceptable and anachronistic.

New funds approved
The Council of Ministers approved the use of its reserve fund for the following destinations:
- 120 million leks to cover the damage recently caused by rainfall for the restructuring and construction of damaged roads,
drainage channels, bridges, as well as other damage to water-distribution systems, electricity, etc.
- 1.5 million leks were approved for the completion of the archaeology building in Apolonia.
- 1 million leks were approved for completing the reconstruction of the electricity network for the dormitory of the Faculty of Medicine in Tirana.
- 3 million leks for funds for the reconstruction of the "Asllan Rusi" sports palace in Tirana, where the Balkan boxing championship will be held in November

Although only a few days have passed since the difficult situation caused by the heavy rains of recent days, accompanied by strong winds in several districts of the country, the situation is fully under control.
The measures were immediate and effective - said Mr. Njazi Kosovrasti, Secretary of State for Local Government at the Ministry of the Interior. In implementation of the relevant government decision, the local government bodies, also assisted by the law enforcement forces, have identified the damage caused, which is considerable.
In the agricultural sector alone there are about 15,000 ha of planted land flooded, says the Minister of Agriculture and Food, Hasan Halili, in an operational meeting of the specially established Central Headquarters for the situation created.
Thus in Lezhe 4,000 ha of agricultural land have been flooded, in Lushnje 3,000 ha, in Kurbin 4,500 ha, in Elbasan 1,800 ha, etc. Almost all seasonal crops have been damaged; for example, in the district of Lezhe around 900 ha of maize have been damaged, 375 ha of melons, 150 ha of alfalfa, etc. In the district of Kukës the damage reaches 5 million, in the district of Kurbin up to 7.2 million leks, in Mirditë 3.2 million, etc.
The headquarters has caused significant damage also to the pumping stations and their main collectors, drainage canals, high-water channels, etc.
According to studies, the torrential rains have also affected high- and low-voltage lines, both overhead and cable-based, says the Minister of Mining and Energy, Mr. Abdyl Xhaja.
The Nderlyse hydroelectric plant in the Dukagjin area of the Shkodër district, which supplies energy to the villages of Shalë, Shosh, Pult, etc., has been severely affected.
The collapse of several 110 kV high-voltage pylons has caused power supply to be restored only partially in the entire Lekbibaj area and in some areas of the damaged districts, but thanks to the rapid measures taken by the first-aid teams, the power supply has been restored, though piece by piece.
The destroyed pylons have especially affected several chromium, copper and coal mines, where the most serious situation is in the coal mine of Gërdoc in the Durrës district. Flooding has reached its highest level.
A considerable amount of chromium excavated in the yards in front of the processing plants has also been soaked by the rain.
A clear picture is also given by the Deputy Minister of Construction, Mr. Arben Maniku, regarding the damage in the construction sector such as bridges, houses and water supply systems.

Russia, halfway through the reform process. Albania, Romania and Bulgaria have made great progress: “These are proposals from the Director of the OECD Centre for Economic Cooperation with Transition, Mr. Salvatore Zecchini, one of the leading Western officials who follows closely the reform process in the Central and Eastern European countries, which according to him “have advanced a great deal, although risks still exist”.
However, Mr. Zecchini, in his interview to the French news agency AFP, draws attention to a slowdown in the reform processes in some countries, which in good part followed the fall of the Berlin Wall.
Many Western analysts and politicians have reached the same conclusion. This is mainly about those countries where former communists remain in power and whose political-economic maneuvers, according to Mr. Zecchini, have always had the effect of “discouraging international investors, instead of encouraging and mobilizing private investment”.
As for the important reforms for the economies of transition countries, Mr. Zecchini evaluates: “continuing efforts to create global conditions for the development of private enterprises by favoring the transfer of active public funds to the private sector”.
Referring to official sources in Albania, up to now, through government decisions and parliamentary laws, around 70% of national wealth has been privatized. More than 5,000 small and medium-sized enterprises, as well as hydroelectric plants and many other facilities, have been privatized. Meanwhile, the mass privatization of large enterprises has begun in cooperation with a World Bank team.
The fast privatization reform of the Albanian economy has been opposed by far-left propaganda, which aims to block the privatization process, a process which, according to reformers, stands against the return of communism to Albania.
“The reformers,” Zecchini stressed, “are working hard over a short period in order to achieve results faster.”
Precisely the process of transforming the centralized and devastated Albanian economy into a market economy has been and is, for the democratic government, a demanding and rapid process expected to be completed within a short time, as also defined in the PD electoral program.

At the invitation of the Democratic Party, these days a delegation of the board of directors of the "Konrad Adenauer" foundation, headed by Mr. GERD LANGGUTH, chairman of the board, visited our country. Within the framework of the activities of this well-known German foundation with Albania, which has very broad activity in around 100 countries of the world, after the opening of the Foundation's contact office in Albania on Friday, in the premises of the Congress Palace in Tirana, a seminar was held in cooperation with PDSH.
The proceedings of this seminar were attended by the Secretary-General of PD, Mr. Tritan Shehu, the chairman of the "Konrad Adenauer" foundation G. Langguth, the vice-chairman of PDSH Hysein Bostina as well as Messrs. Brock, Kolpiu and Bierett.
The seminar, which started around nine o'clock, was opened by Mr. Gerd Langguth, who stressed in his speech the importance of this seminar for understanding the situation in PD and Albania, so that German experience and, specifically, the experience of the CDU, with which this foundation is associated, may be brought closer with the aim of ensuring the victory of PD and democracy in the upcoming elections in Albania.
Then Mr. Engjell Hoxhbegasi, vice-chairman of PDSH, took the floor and greeted on behalf of PD the "Konrad Adenauer" foundation and personally its executive director Mr. Langguth, Mr. Russlor, responsible for Southeast Europe, Mr. Bossen, head of the central regional office in Sofia, as well as Messrs. Brock and Bierett.
The "Konrad Adenauer" foundation - Mr. Hysenbegasi stressed - is the largest German foundation, established in 1956. It is built on democratic principles and is naturally intellectually and politically linked to the CDU, with which it has long-term cooperation in the EUCD (European Christian Democratic Union).
