Gehrer: “If the country were to take the opposite direction, it would be a step backward, back to where you were”

Question: Mrs. Gehrer, you are known as a friend of Albania; you have held the post of deputy minister in the state of Vorarlberg. The reader is interested in knowing your responses and those of your colleagues in Vorarlberg to helping Albania?
Answer: After the communist system fell in Albania, the Council of Europe issued a notice (it was September 1991) saying that many Albanian schools needed desks, tables, etc. I read this appeal in the newspaper then. After that, in the state of Vorarlberg we began collecting desks that we wanted to use, but they were in very good condition. We noticed that we had more of these desks than we needed, and they were in very good condition.
At that time I sent two of my collaborators to Albania for urgent contact with the Ministry of Education.
I came to Albania myself in May 1992, and this small action turned into a very large one.
A close friendly cooperation with the Ministry of Education began, within which we also renovated a hospital in Burrel.
Question: As Federal Minister of Education, do you think your visit opens up a broader field of cooperation. What are the future projects between our countries in the fields of education, culture and science?
Answer: This action will continue further for aid to Albanian schools. I will prepare to create a broad partnership between Albanian and Austrian schools, the training of Albanian teachers, support for the German language, the construction of a vocational school, etc.
I have created a special position in Albania for an adviser, who has been working in Albania for 4 weeks.
In the field of culture we have sent our experts to Korçë for the renovation of icons, frescoes, paintings, etc., and a cooperation with the Opera Theater in Tirana. Our famous director will stage "Don Juan" and it will be subsidized by us.
Question: What views would you like to express about the progress of educational reform in our country?
Answer: The development of the state depends greatly on economic development, because Albania above all needs investment in the economy so that goods can be produced and exported.
The goal is for this economic development to happen as quickly as possible, so that the people will be satisfied.
The democratic development of the country takes time, because 40 years of totalitarian rule have left many negative traces, and it takes time for all those negative values of the previous period to be eliminated.

Women - a determining factor in democratic developments

Albania at the threshold of the year 2000, among other things, cannot be conceived without a real appreciation and equality for women.
Women, realizing that they are not only the beautiful half, but also the wise half of society, have stepped over false myths, broken taboos and cast aside fear in search of a new profile. Aware that in a society undergoing reform the role and worth of each person are determined only by values, they have unhesitatingly begun to define their position, competing only through intellectual potential.
Meanwhile, having been the most affected part of the totalitarian past, they became at the same time the other half of society, true carriers of the destructive ideology and real supporters of the democratic processes.
With the sole desire to harmonize as best as possible the drive for development with the democratic aspiration, free of ideology and complexes, in political life and especially in that of women, the creation of the LDGSH naturally emerged.
The LDGSH, as part of the Democratic Party, mobilized around itself the Albanian woman who suffered prison and internment in the communist hell, took in as its own the protagonists of December '90, and placed the intellectual thought of women at the foundation of its daily activity. This is the LDGSH.
During these years, clear and unwavering thought has contributed to the building of the rule of law and to strengthening Albanian democracy.
These are the reasons why at every moment it has enjoyed the full support of the PD, the Democratic Government and President Berisha. It was precisely President Berisha who strongly called in March 1995 for women to be present in all party and state structures. A woman can be a good mother, wife and worthy citizen only if she is given the chance to fulfill her duties without the burden of obstacles toward her beloved.
Women know how to value and bear responsibility just as men do, while being just as successful as they are.
Today's woman minister, deputy minister, head of important scientific institutions, the woman scientist and poet speaks humanly about her freedom and her abilities.
The LDGSH, which in spring and summer of this year its structures voted to move toward its Assembly with the sole aim of making the fullest use of its capabilities for leading Albania as quickly and as well as possible toward the West.
It comes to this Assembly convinced that the path of national development is never strengthened by emptiness, convinced that the time calls for work, honesty and intellectualism.
Best wishes for the work of the democratic women's assembly for the tomorrow of Albanian democracy.
A 10 percent increase in salaries in the budget sector and in pensions

The People's Assembly, meeting in plenary session, examined and approved several amendments to the law "On the state budget for 1995". These amendments to the law, approved yesterday by an absolute majority of votes, made it possible that starting from October of this year the salaries of the budget sector and pensions would undergo an average increase of 10 percent. The impact on the state budget to cover this wage and pension increase was estimated at around 1 billion lek.
Socialist deputies tried to politicize this increase in wages and pensions by using a typical communist demagoguery. In their discussions, full of speculation, they demanded cuts in budget expenditures, without taking into account at all what is contained in this law, which aims to regulate these budget expenditures, such as those for per diems, telephone costs, the purchase of vehicles, etc., which has created conditions for effective use

Dealing with politics is certainly not easy, and it is especially difficult for those who are used to seeing politics only as a kind of depravity, and who only see politics like that in the faces of the complicated games played in the offices of the state security. That is the level of those who make politics in the PS today. Convinced of the success of such a policy, the leaders of the PS have started playing with polls they prepare in their offices and then sell to public opinion as truth, thus becoming simply ridiculous in front of people. The annoying method of these polls was inadvertently revealed yesterday by "ZP". "ZP" writes quite clearly: “During these 4 sessions at the PS headquarters and in the editorial office of "ZP", many people of all ages and professions have come.
They have expressed their enthusiasm, have spoken of the safe victories of the PS. They express their confidence in the PS and at the same time guarantee their support.” This, then, is the simple way in which the PS makes its polls. But through naivety, the same article in "ZP" also crudely reveals the purpose of this “subtle” political move. "When the PD even in Tirana does not get more than 12% of the votes, then how can it get in other areas..." The truth is that the PS wants to raise this opinion through such moves, but unfortunately for them they are far too crude.
"PD panic..." titles the article in "ZP". It seems that in the PS the dreams they see at night they present as truths in the morning, and then in the evening they believe them themselves. As said above, these polls are concocted to influence public opinion and precisely so that people think what "ZP" writes, that “when the PD even in Tirana does not get more than 12%...”, but unable to influence opinion, such craziness in the PS ends up being believed by them and by people themselves as the result of their own assessments. It is not known where the writer of "ZP" discovered the “panic”, since not only has the PD grown greatly as a result of organizing this poll. It is true that to deal with such results would be realistic, and it would be terrible to take seriously the other declarations of the PS leaders that it would win in Shkodër, as it would be terrible to take seriously any absurd declaration that the PS would also win in Kavajë or Korçë, Elbasan, etc. But no one can seriously take the dreams of the PS leaders.
The PS would do well to reflect on its position in these times, on the internal slanders and the games from outside, and then after '96 it can begin to think seriously about taking power. But if it continues to keep at its head the people it has today, if it continues to follow the principles it follows today, if it continues to legitimize genocide and the class struggle, if it continues to think that upon coming to power it will turn back everything that has been done, then it should be convinced that even after 2002 it will not come near power. Albania and the democratic world are fed up with communism, and it will take not 4 but not even 40 years for them to forget what it means to bring communists back to power. No one will allow such mistakes to happen in Albania. The leaders of the PS must be convinced of this.

Question: - As has been made known, the PD has declared that the election campaign has started. Please, Mr. Shehu, can you tell us what the position of PDSH is regarding this issue?
Answer: - First of all, I stress that the PD is determined to carry out the development of reforms in Albania. For the development of reforms in the institutions, the PD is maximally committed to the fullest possible integration of Albania into Europe and the democratic European and international structures.
By fighting and working in this way, we are undoubtedly implementing the PD's electoral program, which we announced in 1992.
This is our main objective, this is our main task.
In other words, we declare that we are constructive, that we are building Albania, and that we are continuing in this way; we are not focused concretely on these issues, but are continually continuing along this path.
Regarding the call by the PS for a new election campaign, I want to underline one fact. The PS dreamed of the election campaign on 23 March 1992 and even tried to realize such a thing through a campaign of slander and deception. So it has pursued a destructive, anti-reform policy with a tendency toward blockade.
Even these recent calls of theirs are nothing more than an expression of the malicious desire of the leadership of the PS
