Speech by the President of the Republic Sali Berisha at the meeting of the National Council of the PD The Democratic Party fulfilled major and historic objectives of its program during these months First of all, I want to greet you and I have the pleasure to confirm that the period from the last meeting of the committee of the National Council until now was a period of serious efforts and indisputable achievements of the objectives set out in the program of the Democratic Party. As a result of intensive work, coordination and understanding among the teams and groups, the experts and the leaders of the ministries, the Government and parliament, these months saw Albania's integration into Europe, multilateral development, its reforms at bilateral and international multilateral pace, and reforms in the legislative, economic and institutional spheres that recorded very important developments, also at a completely new level. Thus, from the analysis of political, economic, legislative and institutional developments during these last months in Albania, it can be confirmed that this period was characterized not only by a significant acceleration of the reform pace, but also by major and historic achievements for Albania such as: the accreditation of our official delegation to the Council of Europe, my visit to the USA, the intensification of friendly relations with a series of countries, Albania's membership in recent days in the Central European Initiative, the settlement of the external debt, the land use law, the entry into force of the new Penal Code and Criminal Procedure Code, the law punishing communist genocide, the declaration of enterprises for mass privatization, the approval of the law on the privatization of energy, the completion of the laws on the privatization of telecommunications, mines, and the law on free zones. Thus, I can state before you with conviction that during the meeting during these five months in the political, financial, legislative and property spheres the country is completely different. The Democratic Party fulfilled major and historic objectives of its program during these months. Let me refer you to the facts, In the political sphere My visit to the USA was successful, the meetings with President Clinton, Secretary of State Christopher, Secretary Perry, the Treasury Secretary, with senators, congressmen and distinguished personalities from American politics and business, and the meeting with our diaspora in the USA were truly of historic importance in the friendly relations between our two countries. The reforms in Albania, the policy pursued by Albania, the Kosovo issue and political, economic and military cooperation between our two countries have had and will continue to have the strongest support and will see continuous growth from President Clinton, the American government, congressmen, senators and other American institutions. US aid for the building of the rule of law, the development of market economy in Albania will increase and this constitutes a major historic achievement for Albania and the Albanian nation. In the cooperation between Albania and the USA there have been and will be important developments. Relations with the USA are a major priority in the program of the Democratic Party. During these months Albania developed intense international activity with a series of countries in Europe, Asia, Latin America and the region and signed dozens of economic, financial, cultural, military agreements and decisions. All this in function of creating a new legal framework of cooperation and environment with these countries. During these months Albania has intensified multilateral cooperation. It has established close ties and cooperation with the NATO headquarters. Within the framework of the Partnership for Peace it has developed and taken part in a series of important military activities. For the first time our country has a vice president of the UN Assembly. Only two days ago Albania was admitted to the Initiative of Central European Countries, which constitutes an important achievement in our efforts for the integration of the country into Europe. Albania's membership in this organization constitutes a consolidation of our country's international position and expresses the appreciation of the member countries of this initiative for Albania's achievements in building the state of law and the market economy. On this occasion I want to thank all these friendly countries for the support they gave Albania in joining this important international organization. Albania has recorded historic achievements in the country's integration into Europe, the Euro-Atlantic institutions Ladies and gentlemen, The Kosovo problem has gained new dimensions. In the United Nations, the second resolution on human rights in Kosovo was adopted. This issue has the important support of the USA, other major European countries and the European Union. The new values I have two other very important official visits. On October 12 I will be on an official visit to the headquarters of the European Commission where I will meet and hold talks with the President of this Commission Mr. Jhak Santer and Commissioner Van der Bruk. The intensification of inter-institutional cooperation of the European Union, and the process of Albania's integration into Europe, the great commitment of the European Union to rebuilding Albanian infrastructure and to erasing Albania, damaged by the embargo, European Union projects for the reconstruction of the region, the association agreement between Albania and the European Union, the crisis in the region and the Kosovo issue, these will be the problems I will discuss with my interlocutors. Meanwhile on the 13th, I will go for a three-day official visit to Italy, at the invitation of President Scalfaro. I look forward with special pleasure to this visit to this friendly country and main donor of aid to Albania. Relations between our two countries are very good. Italy has not only given Albania extraordinarily large aid in this difficult period, but it has strongly supported Albania in all cooperation

The Embassy of the European Commission refutes it Referring to the article published in the newspaper “Koha jonë” on 7 October 1995, according to which during a visit by Messrs. Majko Lakrori and Shkelqim Cani, deputies of the Socialist Party, to the Embassy of the European Commission, talks allegedly took place which were considered “a distancing of the European Union against the Democratic Party”, the Ambassador of the European Commission, Mr. Elio Germano, finds it necessary to clarify that he did not meet Messrs. Lakrori and Cani, that the statements attributed to them do not represent the official position of the European Commission and of its Representative in Albania. The Embassy of the European Commission confirms its readiness to meet any personality whom political work requires, who would wish to discuss the Commission's position on the situation and democratic development of the country.

In his speech, Mr. Shehu also underlined the major importance, in the current stage of political developments, of identifying, reconsolidating, recreating or creating from scratch our small structures everywhere. “This,” Mr. Shehu stressed, “does not mean at all that we have started the election campaign; this is normal work for any party in any democratic country, aimed at strengthening our party structures in order to better conduct the first elections.” Meanwhile, Prime Minister Aleksander Meksi, taking the floor at this meeting, underlined the great importance of face-to-face work with people. He said that the rapprochement of supporters and other admirers of the PD is also very important. Mr. Meksi also dwelt on the importance, at these moments, of knowing the real electoral situation, the resonance of surveys carried out by the party or by specialized institutions outside it. This, he said, helps us organize our work better in a concrete way. Member of the PD Presidency Mr. Vili Minarolli, in his speech at this meeting, emphasized that the time has come for the sections of the PD to tie, as a very important democratic knot, the placing of victory in the upcoming elections. He focused specifically on the problems of reorganizing the section, on the issue of its dialogue with the people, as well as on placing this basic structure in a more demanding position toward the local administration. The chairman of the PD for the district of Tropoja, Mr. Xhevdet Mehmeti, after addressing the good results of the work of the PD sections in this district, dwelt on some shortcomings that exist in coordinating the work between the central structures and those at the base within the executive power. It is by no means a coincidence that all those far-left newspapers (surviving, dependent or independent), which never miss an occasion to publish any propaganda news against Albania, “forget” to publish the news that would delight every Albanian. Those newspapers which rushed to take and publish anti-Albanian pamphlets by Nikola Gejxhi these days cannot find even five lines of space to publish the news that Albania becomes a member of the Initiative of Central European Countries in 1996. Thus, not a single page was published about this important achievement of Albania in the newspapers “ZP”, “Ko”, “Populli Po” and “Dita Informacion”. Further comments are unnecessary.
