Total failure

The 7th electoral campaign of the Socialist Party Editorial The Socialist Party’s 7th election campaign has begun. The extremist leaders who run the Socialist Party have come out hoping to spread slander and deceit, in a campaign of nihilism against the achievements of democracy, in a campaign to denigrate state institutions and personalities. The preformed socialists of the Socialist Party, sunk deep in its crisis of hope, its crisis of alternatives and of mature figures, seriously tainted by the past, seem to have found the solution: electoral slander and deceit. They have begun promising hundreds of thousands of people emigration to the USA, spreading lies that the EU and the USA do not want the Democratic Party, shouting themselves hoarse as defenders of “new” political figures with “little” criminal past, and “bristling” at the rule of law, trying to challenge it. Their crowd, from which not even a single kind word about current democratic developments has ever been heard, resembles a pack of wild beasts, hungry but old and with fallen teeth. Pëllumbi, Ruçi, Doko, helped also by their colleagues in the Socialist Party’s satellite parties, to be fair have had a bad start. Thrown out of the hall as criminals in Rrogozhina, abandoned (in the presence of several dozen veteran cadres) and protected from the capital, alone in their adventure in Pogradec, Vlorë, Devoll, throughout Albania, they resemble a relic of the past that has somehow ended up among us in today’s society. In the society of clown Dokle’s jokes, we were pleased with the kuisani in Tirana where the glorious closets of the past were forgotten; the professor of Marxism remembered in Rrogozhina that the law of genocide applies to his own past; Lakrori’s crusts were ruined when he got tangled up with false statements; Ruçi, although close to the days when he was not left aside, while the wounded Majko sought rehabilitation. And what is their common thread? None of the Socialist Party leaders offered any alternative. One said congress, another said “not Meksi’s government,” another said “a general phrase.” This is because together they offer only one alternative: the anti-DP alternative. All of them, the mistaken ones trading one another, against the genocide law to protect themselves, to escape their criminal past. All against the true interests of Albania, which declare that the return of former communists to power is a step backward for Albania. Their eyes have been blinded by the force of truth, and they have insulted senators, congressmen, ministers, party leaders, foundation heads, etc. All of them live behind the mask of the past. So Berisha is the target for their frustrated leader Fatos Nano. They talk about tanks, they seek to make the people rise up “Josine halle.” They speak of demanding “dragging the skull-stars by force,” “St. Bartholomew’s Night.” They speak only the language they know: that of violence and the former state security. They speak according to the teachings of Marxism. But, just as the end of the July-August adventure was, just as the present start is, so too will be the final battle of their seventh electoral campaign. Failure has followed them and will continue to follow them.

The President of the Republic, Sali Berisha, left for an official visit to Brussels

Yesterday at midday, the President of the Republic, Sali Berisha, left for an official visit to Brussels. At NATO headquarters, President Berisha will meet with Secretary General Willy Claes and the ambassadors of the Atlantic Alliance. Mr. Berisha will have a meeting with the President of the European Commission, Jacques Santer. He will also meet with the Commissioner for Foreign Affairs, Hans van den Broek. During this visit, President Berisha will also meet with the Prime Minister of Belgium, Mr. Dehaene. Seeing President Berisha off at Rinas Airport were the Chairman of the Presidium of the People’s Assembly, Pjetër Arbnori, members of the government, MPs, etc.

We have enough accusations against genocide from all over Albania

Interview with Mr. Uran Kostreci, member of the presidency of the National Forum of Albanian Intellectuals for the denunciation of communist genocide, given to our editor Dukaqin Hata Shefqet Peçi has been cornered We believe that the struggle against genocide is temporary, but necessary, of some politicians compromised by the crime of the Dictatorship; we believe Albania needs it. The newspaper “ZP” is the most ridiculous newspaper in Albania. The phraseology of Ruçi and co. is intended to keep that small compromised caste alive through injections, a caste that is inseparably linked to Ruçi and remains his only electoral base. Question: Mr. Kostreci, the public denunciation of the crimes of communism was brought to justice and the main protagonist was Shefqet Peçi, against whom a monstrous crime weighs... Answer: The National Forum of Albanian Intellectuals for the denunciation of genocide, the leadership of the forum of which I am one of the members, has, during all these days since the forum was founded, had on its table many accusations gathered from all over Albania. But since we want to verify the accusations more carefully, which will be sent to the Prosecutor’s Office, we have had to check them, and among the files we had to look into is also the one prepared by the residents of the village of Buzëmadh in Kukës. That is why a week ago I went myself to Buzëmadh, spent a night there and met eyewitnesses of that massacre and the relatives of the victims. There I learned that partisans of Brigade V, under the command of Shefqet Peçi, shot 21 villagers from Buzëmadh without trial. The night before the massacre, the partisans of that brigade feasted, drank and slept in the homes of the villagers. The next day, on 26 September 1944, on Shefqet Peçi’s orders, they took all the men of the village aged 16 and over, supposedly for a meeting. These men, residents of Buzëmadh, were taken to the place called “Kroi i Bardhë.” There they selected 21 men from among them, tied them up two by two, and after taking the money from their pockets (to see the money and valuables they had with them), they shot them without any reason, simply because they were (Continues on page 2)

Shefqet Peçi arrested

As reported by the district prosecutor’s office, last night, on 10 October 1995, pursuant to Article 243 of the Code of Criminal Procedure and other provisions of the Penal Code, for crimes against humanity, it decided to initiate criminal proceedings against Shefqet Peçi. The charge is the commission of crimes against humanity in wartime, as provided for by Articles 74 and 75 of the Penal Code of the Republic of Albania. This notice states that on 14 December 1993, the branch of the association of former prisoners and politically persecuted persons of the Kukës district filed a criminal complaint against the citizen Shefqet Peçi. He is accused of having, as commander of the Fifth Brigade, caused the Lumë massacre in the Kukës district during the months of September and October 1944, by ordering the shooting of the civilian population of that area, even without being prompted by military necessity. Taking into account the latest amendments to the law on the fight against crimes against humanity, and in support of the relevant legal provisions, the Tirana Court of First Instance, on the basis of the request of the Tirana district prosecutor, ordered the imprisonment of Shefqet Peçi for crimes against humanity and war crimes as provided for by Articles 74 and 75 of the Penal Code. I am impressed by the economic progress

Representatives of the Democratic Party parliamentary group, Messrs. Tomorr Dosti, Pjetrka Minga and Pjetër Popa, held a lunch meeting yesterday with the delegation of the Swedish Parliament, led by the Deputy Speaker of Parliament, Mr. Anders Bjorck. At this meeting, the Deputy Chairman of the Democratic Party of Albania, Mr. Tomorr Dosti, informed the Swedish parliamentarians of the major achievements that have taken place in Albania over these three years of democracy, both in the legislative sphere and in the political and economic spheres. Albania, said Mr. Dosti, endured for nearly 50 years the cruelest dictatorship known to humanity, as well as total isolation. The communist regime of dictator Enver Hoxha was specific and unprecedented. In addition to the total destruction of the economy through absurd centralization and collectivization, said Dosti, the communist regime caused enormous destruction in the fields of education and culture. After the fall of the dictatorship, said Mr. Dosti, we set to work on bringing the economy out of agony, on integrating Albania into European and international structures, and on building from scratch the democratic institutions of a state governed by law, and as it (Continues on page 4)

The Socialist Party violates the law on political parties

The chairman of the Socialist Party of Sarandë “denounces”: EDI PALOKA There is a law on political parties which, among other things, clearly states that the organization of political parties in state institutions and enterprises is prohibited, but as in many other cases, the leaders of the Socialist Party seem to have violated this law as well. It is the chairman of the Socialist Party of Sarandë, Astrit Llanaj, who has “denounced” this fact unintentionally. In a routine protest statement (the Socialist Party protests about everything) over the dismissal of two doctors in Sarandë, the chairman of the Socialist Party of Sarandë, Llanaj, writes to the director of the district health service, Z. Petraq Kaçi. He says that the two doctors were dismissed for political reasons, because “Vojsava Vasili was the chairwoman of the district’s Socialist Women,” and “Tefta Xhani” was the chairwoman of the Socialist Party organization for the institution. Thus, comrade Astrit, while trying to protest the “violation” that had allegedly been committed against the two doctors (who were dismissed after being removed from work for a full two weeks without consulting the responsible persons), inadvertently reveals a blatant violation of the law by the Socialist Party. In contradiction with the law on political parties, the Socialist Party continues to be organized just as it was in the days when it was the PPSH, through cells and grassroots organizations set up in state institutions and enterprises. It is now being proven every day that, alongside its legal and visible activity, the Socialist Party also carries out hidden and unlawful activity. The latest fact confirming such activity, the distribution of illegal leaflets, again comes from Sarandë. The leadership of the Socialist Party tried to deny that the persons involved in this activity (leaflets) were old Sigurimi collaborators and members of the Socialist Party; even comrade Astrit himself was forced to withdraw from the party, provoking the reaction of other Socialist Party militants in Sarandë. But now it is precisely this chairman who is uncovering another, even greater, violation by the Socialist Party, a violation that is evidently spread throughout Albania. Surely the leadership of the Socialist Party will have to issue a rebuttal on this point as well. They will say that this action was carried out without their knowledge and perhaps will ask the party branch and comrade Astrit Llanaj to be more careful, then give instructions to the others to act even more cautiously. In any case, however much they try to hide such illegal activities as distributing leaflets, fabricating and spreading false news in order to create incidents, organizing unlawful gatherings, and even organizing terrorist acts, these are directed by former Sigurimi men whose strings are tied to the head of the Socialist Party. Until now they have been caught and quickly discredited, but very soon the strings linking them to the head of the Socialist Party will be exposed, and then the latter will have to answer before the law, just as they must answer now for violating the law on the organization of parties. Highest-ranking American military officer, General John Shalikashvili

Today in Tirana As part of the development and elevation to the highest level of relations between Albania and the USA, at the invitation of our Minister of Defence of the Republic of Albania, Safet Zhulali, the highest-ranking American military officer, Chairman of the Joint Chiefs of Staff of the USA, General John Shalikashvili, is visiting Albania on 12 and 13 October. This visit is the most important visit by a senior American military official after that of Defense Secretary William Perry last year. American General Shalikashvili will take part on 12 October in the closing ceremony of the joint Albanian-American exercise “Peaceful [?]”. During his visit, the chief military adviser to President Clinton will also have meetings and talks with the Minister of Defence, with senior military officers and leaders, and with high state authorities. General John Shalikashvili became the thirteenth Chairman of the Joint Chiefs of Staff of the USA in the Department of Defense. He was appointed to this post by President Clinton on 25 October 1993 and serves as the President’s chief military adviser, as well as adviser to the Secretary of Defense and the US National Security Council. Before being appointed to this post, he served as Supreme Allied Commander Europe, at the same time as commander of the American forces in Europe. He was born on 27 August 1936 in Warsaw, Poland, and graduated from Bradley University in mechanical engineering and holds a master’s degree in international affairs. He completed his military studies at the Command and Staff College of the Armed Forces, as well as at the Army War College of the US Army. He is married and has one son. Over the years he has held various command and staff posts in Alaska, the USA, Germany, Vietnam and Korea. Here are some of the main posts: After completing the Army War College, he was assigned to Vicenza, Italy, as Assistant Chief of Staff; in 1981, after returning from Germany, he was appointed Chief of Military Policy in the office of the Deputy Chief of Staff. After becoming a brigadier general, he was Deputy Director for Strategy, Plans and Policy; as a major general, he served in the Headquarters of the Ground Forces as Assistant Chief of Staff for Plans and Operations. He was promoted to lieutenant general, returned to Germany as Deputy Commander in Chief of the US Ground Forces and the Seventh Army. In 1991 he returned to Washington as Assistant to the Chairman of the Joint Chiefs of Staff. Later General Shalikashvili was elected Supreme Commander of Allied Forces in Europe and in October 1993 was assigned the duty of Chairman of the Joint Chiefs of Staff of the USA.
