On the proceedings of the first day of the UN, 54 heads of state greeted one another, and everyone expressed determination for understanding and cooperation. First to be greeted were Boutros Boutros-Ghali, and the President of the USA, Bill Clinton.
Meanwhile, the presidents of the participating states are holding bilateral and multilateral meetings with various representatives of the Palace of Nations. Thus President Berisha met with US President Bill Clinton. He greeted the path of reforms in Albania and President Berisha's role in their success.
Clinton again confirmed the full support of the American government for Albania and for the extension of crises in the region. President Berisha thanked President Clinton for the support and the assurance of continuity on the path of democracy and development.
As was underlined before Austria in your integration into Europe, the Council declared President Klestil at the meeting with President Berisha.
We are following your improvement with pleasure, he continued.
The good balance of relations between Slovenia and Azerbaijan was the object of the meeting between President Berisha and President Milan Kučan.
The extraordinary interest of the press in the four-way meeting between Albania and Turkey, Bulgaria and Macedonia, organized in the presence of the EU Commissioner for External Relations, Van Den Broek.
It is the $1 billion project for the transregional transport Tirana-Shkup-Sofia-Istanbul, for telecommunications and infrastructure, which brought Berisha, Demirel, Zhelev and Andonov to the table.
In the joint press statement, alongside the determination to implement this project that will connect the Adriatic with the Black Sea, the four leaders signed an understanding for a stabilized region.
They valued the commitment of the USA and the EU, repeatedly expressed for this project and for stability in the Balkan region.

The presidents of Albania, Turkey, Bulgaria and the acting President of Macedonia met on Sunday in New York to decide on the plan for building a superhighway in the Balkans.
The plan envisages the construction of a superhighway that will link Albania, Turkey, Bulgaria and Macedonia. This idea has been proposed for some time, but the four leaders concluded that the time has come to work on this project and to raise the funds for its construction. They said that the implementation of the project will take about 4 years and will cost around one billion dollars. Turkish President Süleyman Demirel told reporters that “The United Nations”, the European Union and the World Bank have expressed interest in helping with it.
Mr. Demirel added that “The highway will be the symbol of a united Europe and will also serve the principles of the Charter of the United Nations.
This is the road to unity with the construction of the highway and the trade of our region; we are serving the aims of the United Nations by giving and working together, by tolerating one another and by preparing something that will serve the welfare of our peoples, so to speak.
The Turkish President said that Greece and Romania would be welcomed in this project, but neither of these two countries is part of the current plan.
Mr. President, what can you tell us about yesterday's four-way meeting?
— I can say that the joint declaration we signed is the crowning achievement of numerous efforts at all levels, from experts up to heads of state, made during these three years to make concrete the east-west project linking Durrës with Istanbul through Skopje, Sofia and Burgas, as well as the great interest of the International Community shown in this project. The fact that the signing of the declaration today took place in the presence of the EU Commissioner for External Relations, Mr. Van Den Broek, shows better than anything that the European Union is interested in and will deeply support this project. The east-west corridor, without the secure support of President Clinton and his administration, which has also allocated a fund for the study of this route in conformity with the rights in a [??].
In any case, considering this very important and I am convinced that it will make a quality contribution to economic cooperation and the integrative links of our countries. The project, east-west, brings our countries closer to one another and brings the region as a whole closer to Europe. Western, as a vital project for several states, also concerns the rights and freedoms and the interest of international financial institutions. I am convinced that the World Bank, the European Investment Bank and other international financial institutions will engage and have expressed their desire to engage in the realization of this project, which will undoubtedly have a positive impact on all regional cooperation relations.
— Mr. President, you also held a number of meetings yesterday during the day, can you tell us a little about the meetings, mainly the bilateral ones?
— During the working morning, as well as between sessions, I met and talked with many of the heads of state; I had a very cordial conversation with President Clinton, who once again expressed his appreciation for the progress of reforms in Albania, for the policy pursued by Albania in the region, as well as the determination of the United States to support all of Albania's efforts in consolidating the state, rights and the market economy. Likewise, with the President I expressed my great appreciation for the contribution of the United States to the progress of reforms in Albania and the solution of problems with the region. In his latest appeal that the plot unleashed, strikingly similar to the main figures of the Shkuri and 2 April massacre, Fatos Nano proudly declares that they are not anti-communists. It is precisely this thesis that his criminalized clan — Ruçi, Pëllumbi, Dokle and a few others — has been articulating for weeks in Albania.
In any case, the people know the truth. No one has ever accepted you as anti-communists. You are the offspring of a system, a set of careerist semi-criminal political elements that, by developing the Albanian people, insulting and increasing terror against the new democratic forces, by killing and ruining Albania. You cannot be anti-communists because you are the monstrous offspring of the secret Albanian political police. On the basis of its crimes you would like to build the force of evil for your mistakes; for democracy is a state based on law, and the law stops you and will finally block the path to such schemes.
You cannot be anti-communists because you are the political writing of Albania. You came to power as disciples of the father and Nexhmije, and before you had even begun the careers you took, you had already stained your hands with the blood of Albanian youth.
You cannot be anti-communists because for you Enver is father. You cannot denounce the decision of the former Political Bureau and the Central Committee of the PPSH, because you would have to rise up against yourselves. Because you, today, are a miniature copy, though no less savage, of those who baptized them.
Not you, true demons of power!
Just as the roads of Shkodër and Tirana blush, as the street labels, in gangster language, the people of Shkodër keep this in mind, so you seek to criminalize the SP and the Albanian opposition, to turn it into the fiefdom of your crime. You cannot be anti-communists because you stole the bread from the hungry Albanian children to build luxury villas, to travel to San Marino, Canada and other places.
You cannot be, not [g]enerated with robbery and this [??] with the fist and iron broom of the Pëllumbi type of the 4th applied against the liberals and intellectuals in your party.
You are offspring who think that you can erase the Marxist end once and for all and wash your hands of the monstrous crime of your written and unwritten sins, which you can then screech about.
You are monsters and beasts with no political future. That is why you devour and begin political forces. You will feel more and more murderous. Every day people are moving away from you, are coming to know you and understand that you do not bring freedom. The hours of truth are approaching. The Socialist Party repeated the 4th plenum of the PPSH. The current leaders, as the liberals announce, abandoned the idea of reforming the party, whose leadership they have usurped. But who is leading the SP today? It is led by Gramoz Ruçi, the former minister of the secret police of Ramiz Alia. At the moment when the dictatorship was drawing its last breath, Gramoz Ruçi, equipped with the qualifications of a laboratory assistant of the dictatorship, was brought onto the Albanian political stage, to the post of Minister of Internal Affairs by Albania's last dictator, Ramiz Alia. Ruçi is known in political circles as a rabid Enverist, a worthy representative of Enver's rallies and volunteers. And Ruçi and his comrades meticulously carried out what was assigned to them. Crime would have been enough to take the life of a young man; Ruçi brought tanks into the streets, trampled Albanians underfoot, and bloodied Albania. His criminal record cannot be covered up by his being in the post of Secretary General of the PPSH.
The Shkodër file has still not had the last word. It will show who ordered, coordinated and carried out one of the most inhumane massacres of the Albanian red clique. It is Gramoz Ruçi, cigarette between his lips, ordering the removal of the mobs from the leadership of the Party. Ruçi is the worthy representative of the SP, who has the structures of the state security, whose tentacles have usurped the party from the sections to the center. Whoever does not receive their approval cannot be in the forums of the Socialist Party. Here are the liberals removed from the leadership of the SP. But Ruçi in today's cabinet comes as the symbol of gangsterism, of despotism; for that reason he is another vice[?] of the political corpse.
Today the SP is led by Servet Pëllumbi, its first deputy chairman. Pëllumbi is declared to be a committed Marxist. Pëllumbi is known as the man who denounced his former students for hostile activity. Pëllumbi is penitent in appearance, spiritual on the one hand, and Progozhine, and the hidden and double criminal links. “We are not anti-Marxists,” says Fatos Nano. Pëllumbi and Marx[in] are companions; he has a voice, he has a heart, he has it in his soul. Since with Marx[in] there is linked in Albania the class struggle, the dictatorship of the proletariat, the genocide against Albanians. Therefore Pëllumbi is nothing more than a toxic remnant in Albanian politics.
Dokle, was called with the whistle of the directed soldier[?] “ZP- Loyal to the Party, loyal to Ramiz Alia, Namik Dokle has as his glorious past the psychological terror he exercised over the new democratic forces that marked the birth of pluralism. Completely failed in his political mission, but for the loyalty shown he was rewarded with the SP lists for Parliament, where he marks his last mission in politics, master of the blow.

But Dokle is also known as the person who, in a letter from the Central Committee, took 400 thousand dollars for ZP and sent 2 or 3 red ones abroad. Dokle is the typical one who orders politics by ear. For that reason too, he, as a type, has a quick end.
Today the SP is led by a political corpse, by the shadows of the past that, by inertia, is proposed as their chiefs in politics. At the very least, they will clean up the Albanian political scene.
Reception on the occasion of the 50th anniversary of the UN
On the occasion of the 50th anniversary of the United Nations, the Minister of Foreign Affairs of the Republic of Albania, Alfred Serreqi, gave a reception yesterday at the Congress Palace in Tirana.
Attending were the Chairman of the Council of Ministers, Aleksandër Meksi, members of the government, deputies, representatives of the presidency, intellectuals from various fields, and other guests.
The accredited diplomatic corps in our country was also present.
Greeting those present, Minister Serreqi said that the 50th anniversary of the UN coincides with the 40th anniversary of Albania's membership. The history of Albania over these last 40 years is reflected mainly in its presentation in this organization. The democratic changes, he added, made Albania truly present in the UN. Emphasizing that after 3.5 years of democratic government, on this very important anniversary we can make a positive assessment of what we have achieved, without losing sight of the essential aspects and the difficulties that await us.
Following the speech of Mr. Alfred Serreqi, which respected the rights of nations, fulfilled all obligations arising from its charter, and respected and developed friendly relations with all countries, regardless of social systems and regimes.
Albania, Minister Serreqi expressed to the ambassadors and those present his respect and welcomed them, and assured them of their personal contribution, that of the governments they represented and of the peoples, with unstinting support not only in bilateral plans, but also in the structures of the UN.
The Albanian government, he continued, is seriously committed to doing everything possible to ensure that our major problem, the national question, is present in all international structures, especially in the UN, for a fair solution with due respect for the obligations arising from its charter, as well as for interstate borders and relations with neighboring peoples.
Thus, he continued, the legal framework has been secured, the paying company has been established and prepared, and several first joint sessions of NATO member countries have been successfully held, and only in the USA have 9 exercises been held.
The head of the delegation, Colonel Psara, after assessing Albania's step forward for its progress, after pointing out the achievements within the framework of the Partnership for Peace program, said that the achievement and realization of this objective serves security and stability in the region.
Thereafter the NATO delegation and the Albanian side continued discussions regarding the admission of journalists to the training and coordination program for the development of the entire process of implementing Partnership for Peace.

A NATO team has arrived for a visit to our country, consisting of Colonel Joseph Psara, representative of the NATO international military staff in Brussels for military matters.
In Albania, Colonel Dimitrios Angelopulos and Mrs. Kirsty Robertson, both from NATO headquarters, as well as Mr. Pierbruno Bianchi of the Supreme Allied Command Europe. The purpose of this visit is to discuss the issues of the Partnership for Peace planning and review program, what has been done so far, as well as the steps in the programs for the step-by-step realization of interoperability objectives.
The NATO team had its first meeting with the Chief of the General Staff of the Army, General Sheme Kosova, who pointed out that Albania, in its goal of joining NATO, has achieved all the objectives of the Partnership for Peace program.
Thus, he continued, the legal framework has been secured, the paying company has been established and prepared, and several joint exercises have been successfully held with NATO member countries, and only in the USA have 9 exercises been held.
