PS alternative - imprisonment of PD members
The deputy chairman of the PS, head of its parliamentary group, Namik Dokle, has announced in the People’s Assembly the PS alternative: if we come to power, we will imprison members of the DPA. Once again the strategy of crime and violence, of psychological and physical terror, has been unveiled. The calls of Zvarrë, for Natie of Saint Bartholomew, etc., have been finalized with Namik Dokle’s call: we will imprison the members of the DPA. The criminalized clan that leads the PS has not only experience for such declarations but also a tradition in practical implementation. The PS has never distanced itself from the execution of the Skuraj massacre, from the criminal PPSH of Hoxha and Alia. The PS has not condemned the fatal decision of the former political bureau of the PPSH, to change the mal with PSSH. The PS platform is based on the theory of crime, of class struggle, on Marx’s theory. Its leaders have stated that they are convinced Marxists, that they cannot be anti-communists. The people who today make such calls are the ones who planned, organized and led the platform of crime in the dark year 1991. It was Fatos Nano and his associates who at the time misused humanitarian aid for profiteering purposes. Former Prime Minister Nano played with the aid of the hungry people. It was they, Nano, Ruçi and associates, who planned the crime at Shkolla e Bashkuar in Tirana, the macabre massacre of Shkodra. It was they who brought crime into the streets. They killed innocent people, they killed people who asked for Freedom and Democracy, they killed in the name of the past, they killed in the name of the continuity of crime. They are the ones who killed mothers’ sons at the border while hypocritically declaring the change of the constitution. They are the ones who burned and plundered Albania, who killed people through terror for 6 days of bread. They are the ones who brought bloodied tanks into the streets of Albania, those who were ready to sacrifice students and miners in hunger strikes, they are the ones who today declare that, if they come to power, they will “imprison the members of the DPA.” It is the voice of crime, the echo of murderous whispers, that threatens democrats with prison. Nano, Ruçi, Dokle try to orchestrate the criminal clique at the head of the Socialist Party. They have called into the leadership structures of the PS all the former secret police, people whose only profession is crime. Deeply sunk in an insoluble crisis, forced to silence every liberal voice within the PS, abandoned by the membership with Euro-socialist convictions, denounced for their lack of alternatives, they spoke in parliament, with their true voice, speaking of prisons and new crimes. Dokle spoke, Nano, Ruçi, Pellumbi spoke, together they threatened, challenged, menaced the lawful order. The criminalized PS group must know well that in Albania the time of crime, the time of terror and violence, is ending once and for all. The democrats cannot be imprisoned by the criminal clan of the PS, which must answer before the law, before justice. The dossier of their crimes has still not been revealed in the full scope of its truth. Albanians cannot be frightened by threatening climates, by the cries of the agony of the Enverists. It is their political end, it is time for the Albanian political scene to be cleared of the refuse of yesterday, of the atavisms of the dictatorship, of its defenders.

Mr. President, can you tell us something about your impressions of the meeting you held with Albanian-Americans in New York? - It was a very important meeting, because here were most of the most prominent people of the Albanian diaspora in the United States, whose very gathering at this dinner marks a great progress for Albania and for Albanians. I am very happy that here were the most prominent personalities not only of the Albanian diaspora, but of the United States as a whole, such as the famous director Sten Dragoti, the great artist Xhejms Belushi, but also other distinguished personalities who are established and work in the most prestigious institutions and financial circles of the United States of America. Also present were distinguished men in American politics who have made a valuable contribution to the electoral media, have sensitized American public opinion and have created a friendship with Albania, where the two main parties in the USA, both the Republican Party and the Democratic Party of the USA, are involved. I say that this meeting, in the course of a series of meetings, was one of those that left the deepest impression on me. - Mr. President, you spoke about the historical role played by the Albanian-American committee, but for the future what role do you foresee for the Albanian-American committee as far as developments in Albania are concerned? - The Albanian diaspora in the United States has historically played a role in support of the Albanian cause. It and the Albanians of America have played an equally important role in the overthrow of the communist dictatorship. Condemning the violent gestures of Ruka and Agastra in Parliament, on behalf of the Democratic Party, I declare the following: The attack that the Socialist Party is carrying out today, an attack completely outside democratic norms and principles, is being carried out in a situation gripped by failure, by a complete lack of alternative, by the complete abandonment of the Socialist Party by the international democratic political forces, by the diaspora, which has turned this into an open field of threats. The attack reached its peak yesterday with Dokle’s statement in Parliament, when he said that if the Socialist Party came to power it would arrest members of the Democratic Party, as well as with the punches by Ruka and Agastra, who struck at the force of law in Parliament. Behind the recent parliamentary acts and statements by Ruka and Agastra, behind Dokle’s statements about arresting PD members, the Democratic Party declares that stands behind those who carried out the Shkodra massacre, the Skuraj massacre, those who stole and plundered the aid of the Albanian people, those who seek to blacken Albanian democracy before international public opinion. This is the moment to tell the political adventurers, the offspring of Hoxhaism, of the former secret police, that the members and supporters of the Democratic Party are determined to continue, just as they overthrew the dictatorship, along the path of democracy and the rule of law. The threatening atmosphere and incidents that the PS leadership will create cannot stop democratic developments but will only turn into a quick boomerang for those who want to awaken fear and panic among citizens, destabilization. The Democratic Party calls on all its members and supporters, and the Albanian people as a whole, to remain calm, to respect the law, to trust democracy and the rule of law. Provocateurs of destabilization

The leaders of the PS, who have been bewildered by the rapid developments of the PS, who have lost the threatening tone, have launched an unprecedented campaign to create an artificial state of tension. This strategy of tension and provocations without any reason or need is also helped by the artificial methods of Nano from Benga. He seems to be giving courage and sending into attack the dirty “vocabulary” of Dokle with “phalanxes”. In Nano’s incomprehensible message this profession for the fate of President Berisha, and he insists that in between “the rule of law will catch up with him.” The dream in the sun about the so-called victory, and the complex of the lost chair force Nano to shout from Benga in the language of threats. After that, this language is repeated like parrots by Pellumbi, Ruçi and Dokle. Thus the eternal deputy chairman of the PS, Pellumbi, mocks: “We ask that the law-enforcement forces do their duty and we call on them to do so. Do not force us to make this call, the people who turn the lesson” (ZP 24.10.1995). Pellumbi, apparently, does not like order to be kept by the law-enforcement forces, but intends to call on the “people” (understood according to Pellumbi’s concept: people who may also be paid) to confront the law-enforcement forces. Give up these calls for civil confrontation, Mr. Pellumbi, because in a rule-of-law state everything is defined by law and is not commanded by your emotions. But the threats of PS individuals are not enough. Here are also the declarations of the parliamentary group of the PS (ZP 26.10.1995) continuing threats against the institution of the President of the Republic, to whom it is alluded that he is trying not to guarantee the constitutional rights of the opposition. After this absurd allusion and fabrication comes the threat from the PS leaders: “...if the President and the note [of S.M.] tries to do the opposite, the people have the undeniable right to defend their constitutional rights.” This means that the PS leaders are trying to create a conflict between the “people” (meaning their own supporters) and the institutions of the president. Naturally, the leaders of the PS will never achieve this goal, because they forget that the President is in his office constitutionally, they forget that he came to that duty with the free vote of the people, and not with the strategy of calls from the “skulls” as the leaders of the PS are trying to regain their lost chairs. Gentlemen leaders of the PS, do not artificially escalate the situation! Do not provoke unrest, because the rule of law is standing and it is not difficult for it to establish and show the provocateurs of the disruption of the stability that prevails in Albania their place.

Dokle’s dreams, seen while sleeping, reading double with Ruçi about prisons and blood, will only disturb his sleep. We have no doubt that Dokle and others dream of locking all democrats in prisons, as they once did to their own flag, but today in Albania prisons are for criminals and the criminals are those who until yesterday were at the end of their power, they bloodied the streets of Albania, they are those who, when Albanians were threatened for their daily bread, stole the aid, they are those who, at the height of Albanians’ poverty, organized “dollars”, sent them around the world and used them for their orgies. As for the PD members, comrade Namik should know that people who did not fear the tanks of E. Alia do not fear today the cries of the Dokles of the PS. The Austrian Parliament president Fischer arrived in our country
Eight million dollars for the rehabilitation of the hydroelectric plants on the Drin River
Yesterday afternoon arrived in our country according to the Austrian parliamentarians headed by the president of this parliament, Dr. Heinz Fischer. At Rinas Airport, the Austrian guest and the delegation he leads were welcomed by the chairman of the People’s Assembly, Mr. Pjeter Arbnori. At the Prime Minister’s Office the delegation was received by Deputy Prime Minister Z. Dylber Vrioni who, together with the director of the Austrian rehabilitation section, signed the agreement for the stabilization of the hydroelectric plants on the Drin River. In this agreement, in which the European Bank for Reconstruction and Development and Japan take part, the Austrian side contributes eight million dollars. Mr. Vrioni said that, on the technical side, the longevity of the five largest hydroelectric plants will be achieved, ensuring the extension of the lifespan of these hydroelectric plants and guaranteeing electricity supply for a longer period.

In the meeting held yesterday at the Presidium of the People’s Assembly between the chairman, Pjeter Arbnori and his Austrian counterpart dr. Heinz Fischer, issues of economic, social and institutional reform in Albania were discussed. Mr. Arbnori spoke to his Austrian guest about the successes of the Albanian reform in the economic and monetary field, but also about the difficulties facing the reform. We can speak of successes in these four years, but we must also speak of the great problems in Albania, said Mr. Arbnori. One of the reasons explaining the difficulties of the reform is the situation the country faced after the collapse of the communist regime and the eclipse of democracy in the March 1992 elections, he stressed. We have a very difficult reform; although we have passed through the harshest dictatorship of all former communist countries, it spared not only people, but also families, cultural values and values of conscience. We have to start everything from zero, said Mr. Arbnori. He added that with the establishment of democracy, Albania has made an extraordinary change in these four years. We did not bring this change, democracy brought this change, he stressed. An important place in Mr. Arbnori’s presentation was also occupied by the institutional reform in which the country is involved, based on the experience of the most advanced countries in Europe. We have set up the parliament, which is the supreme organ of the country. From it also derive other powers such as the cassation court, the constitutional court and the prosecutor’s office, which are independent, said Mr. Arbnori.
