The World Bank has strongly helped the development of reforms in Albania
The current head of the World Bank, James Wolfensohn, also scheduled a two-day visit to Albania in his work travel itinerary.
Naturally, for Albanians the visit of the head of this important international financial institution is highly welcome. Because they now know the World Bank as the humane institution that uses its authority and capital, among other things, to help and contribute to the development of underdeveloped countries. When Europe emerged devastated from the Second World War and needed rebuilding of its ruined economy, it was the World Bank, together with its sister institution the IMF, that both perhaps first set themselves the task of rebuilding Europe. The high principles with which these two great world institutions were created and operated did not allow them to change and into the shell of narrow European interests. Although for the benefit of Europe, these two world bodies could not be prevented from turning their attention and providing immediate help to other areas of the world that urgently needed assistance, such as Latin America, Asia, Africa, the Middle East, and it will not be long before the financing of development projects in these areas becomes one of the main directions of the World Bank’s work. The morality and humaneness of the people who direct and work in the World Bank are embodied in their lofty aim and noble mission to open markets and develop and strengthen economies in order to improve living standards and raise the well-being of humankind everywhere in the world where there is poverty and a low level of development. This is the highest human mission of all the structures of the World Bank: of the IBRD, IDA, IFC, (Continued on page 3)

In the continuation of the many visits he made to our country, the Austrian delegation headed by the Speaker of the Austrian Parliament, Dr. Fischer, on Saturday made a visit to the district of Shkodër. His visit and the delegation he led were welcomed and of great significance, since Shkodër as a city inherits long-standing relations with the European ally. In fact, Dr. Fischer also mentioned this in his speech in parliament, saying that the ties with Albania are old and traditionally exchange-based. In the period after the beginning of democracy, Shkodër developed them. The clearest evidence of this is a series of indicators of the “ties of [Continued on page 2)

It is a survey carried out by professional groups set up at the Sociology-Philology faculty that measures the political pulse of Albanians.
The survey was conducted on scientific bases, following point by point the rules applied by specialized organizations as regards the number of respondents, their geography, age and sex. The political questions of the survey provide a great and important answer concerning the fate. Even after the ‘96 elections Albania will continue to be governed by right-wing forces, the most powerful representative of which is undoubtedly the PD. It is 58% of Albanians who express confidence in the victory of the parties of the right spectrum in the upcoming elections, while only 23% think that the left-wing parties will win. This result becomes even clearer if one looks at the other opinions of the Albanian electorate, thus 65% of people consider the domestic policy of the democratic government successful and 75% value the achievements in foreign policy. On 29 June of this year, in assessing developments in Albania, the European parliamentarians voted unanimously for the country’s full membership in the Council of Europe. While of the 90% of Albanians who value this membership, considering it an aid to the progress of democracy in Albania, the country that has first requested membership in NATO (among former communist countries) and the only one that, from Eastern Europe, has the closest ties with the most powerful military organization on the globe. 70% of those questioned see this link as the most important factor preventing the spread of the conflict from the former Yugoslavia into our country. Another tangible point for people: order. Four years ago, it can be said that Albania was one of the least secure countries in terms of public order and peace. Even today many people rightly call for further strengthening of order, but 60% assess the achievements so far positively. 50.57% of Albanians in town and countryside live much better or better than 3-4 years ago, a fact confirmed by 70% of unemployed persons. Facts have also been found that show that 82% of Albanians are optimistic about the future. These are the results that make people have much more confidence in the politicians of the PD, in those who have the legitimate right to take credit for the above results. That is why 53% of respondents trust the politicians of the PD, while the politicians of the PS, still followed today by the shadow of the past, have only 18% credibility. That is why 58% of Albanians declare that they will vote again for the parties of the right spectrum. Until the elections, even the 18% of Albanians who have not decided who they will vote for will have to choose between the two camps. The PD is determined to fully implement its program, while the PS must also be determined to continue its current policy of destructiveness. The coming months will make clear where this part of the electorate that is still undecided will go. After this result Ruçi has reason to protest that a group of sociology specialists, simply because they wanted to conduct a study, dared to expose what the former interior minister had prepared with his old “specialists” of the kind Ruçi will also have the chance to complain because other specialized organizations paid to do so will continue to carry out surveys, the results of which will always expose Ruçi. If you do not want it, reality does not depend on the wishes and dreams of the leaders of the PS. The study carried out by the opinion polling groups of the sociology-philology faculty of the University of Tirana The group tested people’s opinions on 13 different questions, mainly of a political nature. The survey was conducted in 18 cities and 83 communes throughout Albania. In total, approximately 1,020 adults were interviewed. From the preliminary processing of the data, several significant indicators emerged, as follows: 1. Around 65% of those surveyed consider the government’s domestic policy successful. 2. Over 90% of those surveyed think that Albania’s entry into the Council of Europe will help advance democracy and well-being in our country. 3. About 70% of those tested consider the link with NATO and the USA a factor preventing the spread of the conflict from the former Yugoslavia. 4. Around 75% of those asked think that there have been achievements in the country’s foreign policy. 5. Over 82% of those surveyed say they are optimistic about the future. 6. About 75% of those asked say that they live much better or better than 3-4 years ago. 7. Regarding the establishment of order, those who think there have been achievements make up about 60% of those surveyed. 8. Among unemployed people in towns and villages, about 70% say they live much better or better than 3 or 4 years ago. 9. Over 76% of those asked declared that they will take part in the upcoming vote, around 6% will not take part in the vote. Around 17% will decide later. 10. In response to the question of which party’s politicians are the most trusted, around 53% of those surveyed favored those of the PD, 18% those of the PS, 3.5% those of the PR, 2.4% those of the PADS, 2.2% those of the PAD, etc. Around 9% did not state an opinion. 11. In response to the question of which side will win the majority of votes in the upcoming elections, around 58% of those surveyed think that the parties of the right spectrum will win, while 23% are of the opinion that the parties of the left spectrum will win and around 18% express no opinion. 12.
