An important step in renewing legislation
As had been announced, our country is going through the transitional period of establishing a state based on the rule of law, and consequently it is necessary to issue laws and normative acts that regulate the activity of the various state bodies. This is dictated not only by the needs of the country’s democratic development, but also by the progress of social and economic reforms. For this reason, it is required that our legislation be adapted to new developments and contemporary standards.
Under these conditions, one of the most important acts of this period is the drafting and adoption of the new Criminal Code. It aims to significantly improve the system of criminal liability, strengthen the protection of human rights and freedoms, and more clearly define criminal offences and the corresponding sanctions. Likewise, the new code reflects the profound political and economic changes our country has undergone in recent years.
Compared with the previous legislation, this draft presents a more modern spirit and is closer to the legislation of democratic countries. It eliminates outdated ideological concepts and introduces new principles related to the rule of law, the individualization of punishment, and the guarantee of fairer procedures.
This reform process is closely linked to the need to fight crime, protect public and private property, and create a safer climate for the country’s social and economic life.

75th anniversary of the National Congress of Lushnjë
We are now only twenty-four hours away from commemorating a marked event in the history of Albania and of our nation: the 75th anniversary of the Congress of Lushnjë. As is known, on 21 January 1920, representatives from all regions of the country gathered in the city of Lushnjë to decide the fate of Albania at one of the most difficult moments in its history.
The Congress of Lushnjë became a turning point for the Albanian state. It laid the foundations of a national government, reaffirmed the country’s independence, and firmly opposed plans to partition Albania. In those difficult international circumstances, when foreign powers sought to call the existence of the Albanian state into question, this congress gave the country a new direction and strengthened national unity.
The decisions of this congress have entered our history as acts of particular political and national importance. Through them, the will of the Albanian people to live free and independent on their own lands was affirmed.
Today, 75 years later, this event is commemorated with special honor as one of the highest moments in the formation of the Albanian state.

Co-ownership and its establishment
A.IMONA[?]
All citizens’ complaints concerning property and co-ownership issues have been increasing. In many cases the competent authorities have encountered problems related to the determination of boundaries, the registration of properties and the rights arising from co-ownership.
For this reason, specialists in the field stress the need for the correct implementation of the law and administrative procedures, in order to avoid conflicts and guarantee legal certainty for citizens.
