The first to greet the signing of this contract and to take the floor was the organizer of the participation, the Vatra branch for Michigan, Mr. Zef Buçaj, who among other things said that today’s act is a powerful and unique moment for the new relations between the homeland and the Albanian diaspora. “What attracts us is the idea of creating a permanent and institutionalized mechanism, and not the creation of a temporary commitment that may disappear over time. In this way the aid will be organized and sustainable,” he said. On the part of the President of the Republic, Mr. Berisha, this contribution by the Albanian expatriate community was praised as a noble act of great significance for the life of the Albanian press and for strengthening the ties between the nation inside and outside its borders. “I see this as an example of understanding and civic responsibility. A free press is a guarantee of pluralism and democracy,” he said. He added that such an initiative further strengthens the belief that Albanians wherever they are are ready to contribute to the development of the country and the preservation of national identity. At the end, the contract was signed and the participants expressed their conviction that this will only be the first initiative of a broader cooperation between the diaspora and the institutions of the Albanian state.

To believe that the Marxist leadership of the PS wants the constitution is like believing that crocodiles fly The truth about the Constitution A coalition of anti-communist waves, social-democratic individualists, who have affirmed this identity from time to time, but it has always been under the majority of Chairman Nano and the Chair of the Committee on Laws, Spartak Ngjela, that whatever the results of the opposition were, he singled out their proposals. Representatives of the press, invited to the meeting with the President of the Republic, and the presentation of the resolution with 35 signatures of deputies from the social-democratic opposition, which called for overcoming the constitutional deadlock through an inter-party and national political pact, showed that the alternative of cooperation exists, but is not accepted by the old center of decision-making. It is precisely in this context that the refusal to enter into a serious dialogue for a constitutional text supported by the overwhelming majority of political forces should be seen. When it is said that the goal is the constitution, but every concrete action aims to block it, then we are dealing with political hypocrisy. The constitutional crisis has not come from a lack of ideas or projects, but from a lack of political will to accept a new institutional order that deprives the Marxist leadership of the PS of the privilege of conflictual control. We have often heard that the constitution should be made by consensus. But every time the moment of responsibility has approached, new alibis have been raised, tensions have been stirred up, and formulas have been used that delay the process indefinitely. It is hard to believe that a party which considers the state as an instrument of domination and not as an order of freedoms can be the promoter of a democratic constitution. That is why to believe that the Marxist leadership of the PS wants the constitution is like believing that crocodiles fly. Within this framework, responsibility remains with the forces that truly want the rule of law and democratic stability. The solution cannot come from rhetoric, but from a readiness for honest compromise, for a text that guarantees the separation of powers, fundamental freedoms, and the normal functioning of institutions. Only thus can the repetition of artificial crises that hinder political life and the country's integration be avoided.

ANSWER: As long as these political forces display totalitarian or personally political concepts, I think they will not have a positive effect under today’s conditions. I am convinced that the process of democratization and parliamentarism cannot move forward with unclear experiments. QUESTION: There have been different comments about your stance toward the PS. Can you clarify it for us? ANSWER: For us it is completely clear that we are against any coalition and alliance with the PS. We believe that its political profile and practice are not suitable for such a partnership and that our alternative is the strengthening of the right center and of democratic institutions. QUESTION: And on the property issue, how do you see the situation? ANSWER: This is a fundamental issue, directly linked to the rule of law and to restoring citizens’ trust. We think the solutions must be clear, fair, and in line with European standards. QUESTION: What is your message to the electorate? ANSWER: Albanian citizens must trust that the path of reforms and the market economy is irreversible. We will defend pluralism, freedom, and the rule of law.

Yesterday in the People's Assembly

The two-year program of parliamentary work was approved, as well as the President’s decree to abolish duties and charges for kerosene, liquefied gas, etc. The People's Assembly began yesterday’s session by examining the draft law to amend article 58, paragraph 5, of the law “On Public Procurement,” as well as its two-year work program. The deputies discussed legislative priorities, matters related to the economy, administrative reform, and improving the legal basis for parliamentary activity. After the debates, the session approved the work program, determining that in the coming period laws of importance for the country’s economic and social life will be considered. It then examined the President’s decree to abolish certain obligations for kerosene, liquefied gas, etc., as a measure intended to ease supplies and costs for citizens. Subsequently, the deputies presented different opinions on the implementation of existing laws and on the need to increase parliamentary oversight of the administration. (continued on page 4)
