The survey conducted in groups by the Sociology-Philosophy Department at the Faculty of Social Sciences once again proves the calm strength of the PDSH platform, while the PS and its satellites are thrown to the ground in an electoral uproar, and attacks and denials suitable for democratic development and the highest adaptations of the country.

The survey conducted in groups by the
Sociology-Philosophy Department at the
Faculty of Social Sciences
once again proves the calm strength of the
PDSH platform, while the PS and its satellites
are thrown to the ground in an electoral uproar
and attacks and denials that are
worthy of democratic development and
of the country’s highest adaptations. How
has it responded to the intense commitment
for the full realization of the Program. It is
exactly its construction alternative that has
made people aware of the historical mission
of a political force. It is a moral and honorable
force that is bearing fruit in a broad effort in
which the overwhelming majority of citizens
support PDSH.
PS is engaged in
reforms-President Sali Berisha and the
Democratic Government are deeply
committed to the rule of law,
expanding the free space of individual
liberties,
while the opposition and its electoral
supporters deepen the crisis and the
disappointment caused by the key laws of
the reform in Albania, with the fruits of
freedom having been devoted entirely to the
construction of that system which socialism
had destroyed for 50 years in a row.
Naturally there are still many problems that
need to be solved, but what matters is to
work toward solving them, and PDSH is fully
committed to solving them. That is why 65%
of Albanians rate the government's domestic
policy as successful, and support for its
politicians stands at 53% compared with only
18% for the left-wing politicians of the failing
PS-PSD-PAD triad. The survey results are a
consequence of the justice and the PD
alternative, of its progress.
The Albanian reality after March '92 bears the
name of democratic thought, of the alternative
that transformed Albania from a land of
hunger, from the Somalia of Europe, into a
land of rapid development growth, into the
land of the spectacular lowering of inflation,
into the land of major processes of development.
The Albania of 1995 stands with Albania of
1991 as day stands to night, as construction
to destruction, as progress to regression, as
the new to the past; therefore 82% of people
are optimistic, believe in the PD, believe in
the democrat, in the Democratic Government,
in the leader of the democratic processes
Sali Berisha. Therefore Albania cannot go
backward.

Military cooperation with
Germany will be expanded
President Berisha received Mr. Bernd Wilz
The President of the
Republic received yesterday
afternoon the German
Secretary of State for Defense,
Mr. Bernd Wilz.
President Berisha thanked
the Government of Germany for
its support and assistance in
all fields and expressed himself
very pleased with the fruitful
military cooperation. He
called for its expansion,
including joint maneuvers
within the framework of
Partnership for Peace or bilateral
ones, as well as German support
for Albania’s integration into NATO.
President Berisha
expressed his appreciation for the
commitment of German troops to
the implementation of the Peace
plan in the former Yugoslavia.
He also thanked them for the
position of the German government
on Kosovo.
The Secretary of State for Defense, Mr. Wilz, said that the expansion of military cooperation
between the two countries was a step forward and not a mere formality. It could be
expanded through material assistance and especially through the training of Albanian officers
in Albania and in Germany. Wilz said that a joint German-Albanian unit could be created
within the framework of Partnership for Peace. At the end of the meeting, Mr. Wilz wished
President Berisha success in the upcoming elections and expressed the desire to continue
cooperation in the years ahead.

A mathematician-statistician
specialized in this field at home and abroad,
he carried out the processing of the data
collected by a permanent working group
set up by the lecturer of the Sociology-Philosophy
Department at the Faculty of Social Sciences,
Mr. Aleksander Kocani.
The conclusions of the survey
carried out by this working group are not only
now public to the public, but have also been
placed at the center of the media,
without even escaping gossip and prejudice.
Mr. Ceca, setting aside
the technical side of this survey,
which is less debated, but at the same time a
realization of this kind gave this
interview for RD.
- What do you know as a specialist
about surveys in general and
specifically about those carried out
by Mr. Kocani and his group?
- Put very simply and in very
general terms, statistics has to do with the
handling of a set of data.
As such, a survey, for
whatever problem it may concern, having its
own key stages in information processing,
belongs to the work of the statistician.
As for the survey in question,
it is the first time I have worked with this
working group, but it is not the first time I have
contacted lecturers from this Faculty. What has
characterized this collaboration is simply the
professional side and the entirely scientific
criteria with which the work was carried out.
On the other hand, through more personal
experience with the arrival and bringing of
information in several rural areas, I can say that
I was fortunate to be part of the group that made
it possible to obtain the information. We have
done a truly scientific piece of work.
- This survey has been called a
“ghost.” What was
your comment?
- (Smiles) Mathematics is an exact science and
I have devoted myself to my profession. I do not
believe there is room for ghosts in science,
let alone for a researcher to devote himself to
such things.
In fact anyone who meets Kliti Ceca will notice
his great concern for science and his preoccupation with carrying out scientific projects.
The noise of politics has remained far from him,
all the more so the noise of the press, which is
proof of the greater reliability of this survey.

Panic in the ranks of the PS
Ruçi threatens to fire the journalists of “ZP”
An emergency meeting of the
small leadership of the PS and of the
leadership of Ruci to fire several journalists
of “ZP” are the latest reactions of the PS
after the announcement of the
poll results, which showed a new victory
for the right-wing forces in Albania.
The deputy chairman of the PS, headed by
Ruçi as well, have gathered in the presence
of several other people, precisely to decide
how they will react to this survey, which of
course could not be ignored since it was
carried out by specialists.
Dokle has not been concerned about the results
and the truth they reveal, nor has Ruçi.
Their concern has been how to eliminate the
credibility of this survey. Meanwhile it was
Ruçi himself who still in the leadership had
ordered the journalists of “ZP” to urgently set
out to uncover “some trick” in this survey.
“By any means it must be proved that that
survey is not standing” — the Secretary
General of the PS ordered by telephone from
his office before hanging up on the people
around him.
Pelumbi, who does not know that the initiative
of Ruçi had been proposed, there is no need to
comment on this survey, supported also by
other deputy chairmen of the PS, but Ruçi’s
orders for “ZP” were clear: it had to be proven
that no such survey had been conducted,
otherwise not only would the fraud of the
surveys devised in the PS headquarters come
to light, but it would also damage the already
conscious belief that there will be no change in
the country’s governance after '96 as regards
the political blocs. Thus Ruçi and company
would find it harder to create tension and
artificial clashes among people or to create the
impression that the opposition people are
gathered to show their “love” for the PS.
But Ruçi will remain disappointed by the
journalists of “ZP”.
Apart from the threats against the authors of
yesterday’s poll, Ruçi had not managed to carry
out any of the assigned tasks. Unaware, Ruçi
preferred to blame the journalists for this, and
he even threatened to have them fired.
“They are not even fit to be secretaries,”
Secretary Ruçi said of them. However, it is not
the fault of the activists of “ZP” if the survey is
real and conducted by specialists. Ruçi would
be well advised to look for the fault in himself
and in the others who make PS politics today.

Berisha received Minister Kovalov
President Berisha praised the recently signed relations between the two interior ministers for establishing, on a legal basis,
the relations between our two countries, contributing to the strengthening of friendship and cooperation between our two peoples. President Berisha asked Minister Kovalov to convey his best wishes to President Yeltsin for a speedy recovery.
Minister of Justice Kovalov expressed his satisfaction at the achievement of this agreement, which should encourage cooperation not only between the two relevant ministries, but more broadly as well. Likewise, meetings and agreements at every level give new impetus to cooperation between our two countries.

The names of noble people
like Manol Konomi cannot
be tarnished by “ZP”
"I cannot give a valuation of the
anti-genocide law," has said
the well-known jurist Manol
Konomi, withdrawing from the
judging panel that was to evaluate
the constitutionality of this law,
approved by Parliament. The
respected Konomi recalled that
he had once been Minister of
Justice and for that reason he
considered it appropriate not to
give assessments of this law. A
truly noble gesture by a man who
in 1951 had the courage to
slap the dictatorship in the face
with his honesty.
As Minister of Justice until
1951, Manol Konomi refused to
sign the death sentences of the
innocent, accused of placing a
bomb in the Soviet Embassy.
However, it is precisely this
symbol of honor and courage
who today makes a truly noble
act, indirectly accusing those
who still have their hands stained
with blood and who every day
continue to defend genocide.
Manol Konomi is of course not
included in the anti-genocide law,
just as other Albanian personalities
who knew how to stand up to the
dictatorship, regardless of the posts
they held, are not included. The
clause of the law that excludes
those who, of their own volition,
left the positions they held,
has in mind honest people such as
Manol Konomi; nevertheless, he is
once again carrying out a noble act
against the perpetrators of genocide.
Meanwhile, the charlatans of “ZP”
seek to speculate on this act by
presenting it as a protest against
the anti-genocide law. Not the
militants of “ZP”, the act of Manol
Konomi is an accusation and a
protest against you and your bosses,
who not only did not think of
resigning when they became the
authors of crimes, but today also
have the shamelessness to
continue defending genocide.
So do not soil the name of honest
people like Manol Konomi and
speak calmly!

How much, in a crisis of
howling, can we be made to understand through
the lenses of the school of crime,
if the symbol of the persecutors,
of the experimenters,
of the political experiment
(whole) of the Marxist laboratory
of Albania, is an unforgivable
misfortune.
Within this laboratory,
the infamous former chief of the
Kuk Ruci, but the dirty labors of yesterday
were recently elevated to the status of an
agenda of PS motives,
an analafish joke that fills our mind and that
pseudo-names fabricated over the years of the
laboratory are a reality that should be taken
seriously by the grandmother of Albania, who
has no doubt that the name of the school of
"escalated socialism" is Albanian. Meanwhile,
outside political matters, groups of various
people, who calm the economic and
psychological hardships of politics, have made
clear that the publication of yesterday of the
alphabet, of villages and of the roads, and of
the slop is filled to the brim by the black-ink
press known as "ZP"...
The publication of these serious polls,

Albanians never clearly distinguish the color of
these cloaks; they have seen them emerge like
flowers under the black smoke of the
destructions, burnings and rapes of the cursed
year '91, with the mournful gloom of blood shed
at the border, in battle, resulting with chosen
leaders, after the masquerades of our writers
and April's pain, and what did not appear one
beautiful, freshly shaved morning, with a load
of democratic hats, with our miserable garlands
named "political security of the future" etc., etc.
Then, in order to prove that the fairy-tale and
lily-white morality, which the wolf may feel for
its child under an old nobleman’s curse, is not
fanciful, they have proclaimed that the lovely
shadow is not for the snow-white socialists,
who in the name of flock happiness are ready
to swallow skulls, break bones and lay down

International chamber music festival in Tirana
These days at the International Center
of Culture the International Festival
of Chamber Music is taking place.
This festival brings together
European chamber-music orchestras from France, Italy, Croatia
and the host country Albania, which
will be represented by a chamber
orchestra by composer Skol Kono,
and will conclude with a concert of Albanian music.
A central theme is the musical values
and contemporary level of the works performed, as well as the high professional mastery
of the musicians in performance, with which the capital’s music-loving public is delighted.
It also has the special importance of exchanging
experiences and interpretive values between the orchestras and musicians of the participating
countries; this is also achieved through the discussions
held at the Academy of Arts among the participating groups regarding the values and trends
of their music.
A special merit for
the organization of this chamber music festival belongs to composer
Skol Kono, president of the chamber music association. He is an assistant
professor of music at the Academy of Arts, and a composition student of Cesk
Zadeja at the Prague Conservatory. The contribution to the festival’s development through sponsorship comes from the Ministry of Education, the Municipality of Tirana, Soros, and several embassies
accredited in Tirana, while in the coming days [??] and domestic institutions have been welcomed.
