Question: Mr. Broka, you chaired
the PD delegation at the 11th Congress of
European People’s Parties.
What were the key points that marked
this congress?
Answer: The congress had as its main
purpose the preparation of an international conference on the unification of Europe,
a conference that will be held in 1996.
The congress chose the path toward
integration into the EC, toward a united Europe.
Its main motto was
“Liberated Europe made by democratic and socialist parties have
no moral right to take it
with them; that right belongs only to
democratic parties.”
Question: Was the choice of Madrid
for the holding of this congress
also linked to the current Spanish
electoral political context?
Answer: I think so.
In Spain the socialist elections
are currently living through the crisis of
holding power, and the holding of the proceedings
of this congress in Madrid sought to
show Europe that socialism must
receive a big “no”
in Spain as in Greece, where it is in
power. This was openly visible when political figures such as Jacques Santer, Wilfried
Martens or Klaus Kinkel addressed the chairman of the Spanish People’s Party with “Mr.
Prime Minister”, clearly implying
his undisputed victory in the
elections.
Question: Albanian social-communists,
grouping PS, PSD, and
others in their election campaign,
are trumpeting the victory
of socialism in Eastern Europe and, as their preferred green light,
how would you comment on this?
Answer: And Albania,
like Europe, has been and will be made by
democratic parties. And within this
framework, the social-communists have no
moral right to take it
from them. Socialism has won in two or
three Eastern countries, this is true, but
compared with those two or
three countries, Albanian communism was
far harsher and one cannot compare
them at all with the Eastern countries, given the failure of the Albanian communists.
Europe also supports, as in this
congress, the holding of power by
democrats. These two phrases that I
mentioned are highly significant regarding
the claims of the Albanian social-
communists to take power. To add to this, one can say that
present-day Albania tests itself as
part of the laboratory of Western Europe
and not of Eastern Europe, because when we
promised our electorate “We will make
Albania like all of Europe”
we had in mind Western Europe.
Question: This congress gave you
political support and the main leaders of the EUCD.
Did they open up any possibility on their part for support of
democratic parties in personal campaigns?
Answer: All personalities of the EPP and EUCD
declared their full support
for democratic parties in the countries
of the former communist camp, so that in no way
should they go over to the socialists or former
communists in power.

“If Albania were to be pushed
again into a planned economy,
if dictatorship were to be established again,
or if the old communist recipes were
pulled out of the drawers, then I
would not be in favor of this aid
continuing.”
“In Albania there are
a remarkable
set of positive developments, if one compares
life and the country’s structures
with 1992,” said the German minister
for Economic Cooperation Karl
Dieter Shpranger, in a visit to
the Deutsche Welle radio in Cologne,
reports Deutsche Welle in
its Albanian-language program.
During the visit he made to this
radio, Mr. Shpranger spoke about
Germany’s cooperation with
developing countries.
When asked about the political
and economic developments in Albania after a
visit he made in October of this
year to that country, Mr. Shpranger
said:
I do not think that in just a few
years, naturally also with the help of the
World Bank and the International
Monetary Fund, such an
economic rise can be achieved.
He expressed his satisfaction with
the fact that the Germans, with 240
million marks approved as aid for Albania,
had been able to make an important contribution
to the reformist policy of President Berisha
and his government.
Mr. Shpranger said he
hopes that Albania will continue its course,
which is unavoidable. “The people have
been shown patience and the politicians
must have it,” he stressed.
Mr. Shpranger assessed that “there
is no better alternative than the
reformist policy pursued so far”.
Mr. Shpranger made German aid
conditional on the Albanian government’s
steps to improve the living standard of the Albanian people. He stressed that “if Albania were to be pushed
after all back into a planned
economy, if dictatorship were to be
reimposed, or if the old recipes of
communism were taken out of the drawers, then I
would not be in favor of this aid
continuing”.
As for the question of
Kosovo, in the plans for former
Yugoslavia, he expressed the view
that “Germany is in favor of a form of autonomy for
Kosovo”.

The Albanian PS, after 54
years of being one and the same with
the “most discredited”, after
attempts to “lose”
its existence in the political life of
the country, asked to go and
represent itself, as a kind of
Albania and a broader Europe.
But its adventure has come
to an end.
The shocking statements of
some personalities from
international politics, who consider
the return of the PS to power a
catastrophe, were only a strong
slap for the leaders of the PS,
but the strongest slaps they are
receiving every day from the European left,
which they declare they belong to. Despite
continuous efforts to put one foot
into left-wing activities in Europe,
the Albanian socialists remain outside the door.
After Berlin and Lisbon, Moscow too.
In the former center of
communism, where the Socialist International
is holding its work, the PS leaders
again failed to get even a foot in.
Their request merely to be present
(without any status) was completely
ignored, thus giving them another
“renewal” and another
hard slap.
Nothing is by chance.
European politics is
careful when speaking about parties
that practice political violence.
It is more than attentive to the strength
of parties that seek to become part of these political giants.
Within them are drawn the projects
for the new century, and from a political carcass
nothing is expected,
except a sure servant of evil.
The Albanian socialists could
not be one and the same in the Socialist International as well
as in the demonstrations of
extremists for the Bolshevik Revolution.
They are too far apart in time, in space,
in life, in concepts from one another.
THE EUROPEAN LEFT CANNOT
ACCEPT THEM:
- who call themselves socialists
- whose leaders keep criminals in office
- who have a program that
is not close to that of the European PS
- who have no internal party democracy
- who eliminate
reformers and
intellectuals
- who still have not condemned
the past
- who have risen again
against international bodies such as NATO and
who fight the West.
Therefore today, as
unacceptable in the countries of
the unacceptable and for the
European left, the head
of the Albanian socialists has no choice but
to look on with desire and pleasure,
and to continue stubbornly their path of
“continue until failure”

PAD violated the statute in the name of the cult of its three-person leadership: Ceka, Imami, Zogaj
Yesterday afternoon, in the city of
Durrës, the General Secretary of
PDSH, Mr. Tritan Shehu, met with
hundreds of members and supporters of
PAD. Present were a member of the
Presidency of PDSH, Mr. Ylli Vejsiu,
as well as the Head of the PDSH Branch
in Durrës, Mr. Ferdinand Xhaferi.
At this meeting, first to speak was
Mr. Ferdinand Xhaferi, who explained the reasons for the abandonment of PAD by around two hundred
of its members as a blatant violation
of the internal democracy of this political force
by its main leaders. In addition,
he added that, despite the fact that PD took on the leadership
and governance of the country at the time of the great crisis, now everyone’s life is
a great deal better than four years ago. However, he concluded, today’s gathering proves
that PD, for the time being, is the most progressive political force of
Albanian society, is the bearer,
the embodiment, and the realization of
the ideals of December, unlike

It is learned that the Department of External Relations of PDSH is drafting
the program for the visit of Mr. Fazini, Head of External Relations of PDSI
(Italian Democratic Party of the Left), who is coming to Albania as a guest of
PDSH, where he will stay from 24-25 November 1995 in order to prepare the upcoming visit
of the Secretary General of the Italian PDS, Mr. D’Alema.

jure, but also through the realization of

In a letter that the US
Ambassador, Mr. Joseph Lek,
directs to Mr. Aleksander Frangaj,
editor-in-chief of the newspaper “Koha
Jone”, he states:
“A number of articles in
your newspaper, in recent weeks, have dealt with the activities of
the American Embassy and some
of its employees. Some
of these articles have been tendentious, inaccurate, and highly
misleading. In particular,
the article of 2 November in “Koha
Jone” titled “American Diplomats Dine with
the Opposition” contained many inaccuracies.
It mentioned only one of five members and
served, with many other written pieces,
with falsehoods about this conversation.
As you have been advised in the past, I ask you
and your journalists to verify the articles before
publishing them, by contacting
my public affairs officer, Charles Walsh.
It is the duty of some officials
of this embassy (and, likewise,
of other embassies) to analyze political and
economic issues related to
Albania. It remains perfectly
normal for these diplomats to keep contacts with people of the
political forces. I recommend that you do not allow such meetings to lead you into false and imaginary
speculations, when it comes to the “American opposition”
in Albanian politics.

On the eve of 8 November, the
headquarters of PSSH were lit from
inside with much light. In one of the halls
of this headquarters the tables were laid with
all kinds of drinks,
from champagne to vodka.
The head of the PS has chosen, in honor of
the events, two celebrations with one stone.
On the 54th anniversary of the PKSH
(8 November) and that of the work
in the Socialist International
formed in Bulgaria.
It is said that the enthusiasm among
the party leadership was extraordinary, with great faith
that realism is a powerful
achievement!
