Yesterday in the People’s Assembly Subsidies and loans from the state for the homeless
11,000 families currently live in houses of former owners. With yesterday’s approval in parliament, for the homeless now only the housing investment scheme is no longer used; the potential of the free housing market is also being exploited. Homeless citizens, in relation to the priority lists drawn up, local government and the criteria laid down by the Council of Ministers, are directly granted rights, thus shortening the time needed to solve the housing issue for all these groups and for the state itself from the problems connected with new housing investments, as was said. There are over 40,000 homeless families throughout the country who will be helped by the state to finally solve the housing problem. This is made possible by the adoption of the law “on the state contribution for homeless families,” which was passed yesterday by the People’s Assembly. Why did “ZP” keep silent about Kadare?
Our great writer, the genius of letters Ismail Kadare, in his interview, sent others, clearly conveyed the message for Albanians: “The Socialists must not come to power” This time ZP excluded him, did not reply, did not object. The President’s decree is approved Despite the rise in the price of wheat and flour on European and international markets, the democratic government is in favor of maintaining the ceiling price of bread in our country. And precisely to achieve this, yesterday the People’s Assembly approved the decree of the President of the Republic, Mr. Sali Berisha, “On the removal of customs duty on cereals (wheat and wheat flour). Provision has also been made for the real protection of domestic cereal producers. For this reason, this decree expressly states that the removal of these customs taxes on these goods will apply only until 30 June of next year. This law undertakes to solve the better part of the housing problems. With its approval, homeless citizens are given the opportunity, through the subsidy provided by the state (of course, this subsidy will not be equal to the value of a full apartment), combined with a citizen loan from second-level banks, either to build houses and apartment blocks, or to remain as tenants for a relatively long time. So this year it has been made more realistic to help homeless citizens, that is, those who have held this status since December 1992, to get out of their difficult situation. This law replaces the existing law under which the citizen is obliged to wait for the construction carried out for this purpose by the National Housing Agency, opens up other alternatives, namely the purchase of housing together with capital from a group of citizens who can build a building, the purchase of land, or even long-term rental of a house (the latter is excluded from subsidies, which had been interrupted from being granted for what would be). It remains clear that the law is an integral part of implementing the PD program. As such, within the program in the field of the five problems, its approval would help solve the problem in time. Therefore, this law is very important in implementing this program. For criminal cases under investigation or on trial, the new Code of Criminal Procedure enters into force on 1 March 1996 For criminal cases that as of 1 August 1995 have been in the investigation phase or in court proceedings, either at first instance or on appeal, the period for the application of these articles of the new Code of Criminal Procedure was extended until 1 March 1996. This was decided yesterday by the People’s Assembly. Among the reasons presented by the specialists who supported this law for postponing the entry into force of the new Code of Criminal Procedure in this matter was also the fact that there are around 50 people who have committed serious crimes who would benefit from the entry into force of this law if this postponement were not made, deadline. KESH with more investments Yesterday’s decree of the President of the Republic, Mr. Sali Berisha, approved yesterday in Parliament, “On an amendment to the law on excise duties in the country,” gives KESH the opportunity to make investments in order to improve the energy supply in our country. The approval of this decree occurred that the internal financial disbursement for our minimal urgent need for essential secondary investments.
