At present, the Ministry of Finance, supported also by international organizations, will provide the necessary assistance for the expansion of the private sector with the aim of better direction and management of these enterprises, in accordance with the economic conditions of the market. "Albania, Vrioni said, is moving toward a market economy. For a state that seeks to enter fully into the market economy, the private sector is the one that concentrates a country's economic resources." To support this policy, the government is seeking by all means to create structures that can be made available to the private sector so that it can strengthen more and more. A new standard, new technologies, the ministry divides its department of legislation and public companies will come to play the role of guide and adviser for all these private enterprises, which need this help in the first steps of their activity. In the field of post-privatization, assistance to these enterprises takes on particular importance for us, Mr. Vrioni added. For this, an aid will also be provided by the loans received by our country. A German loan for the investment sector in the amount of 10 million ECU, intended for the medium and small private sector. A foundation created for Albanian-German cooperation, called the foundation for the support of small and medium-sized enterprises, together with the Albanian-American fund of 25 million dollars. The World Bank will approve an 8 million dollar loan, which will become effective in the first months of next year, precisely to assist small and medium-sized enterprises. The state is selling the shares it holds in enterprises. This is being done in several rounds, the minister Vrioni said. For this reason the legal framework is complete; the second part of the securities will also be issued, with a maturity until 1988. A further package (around 25 enterprises) for privatization will be announced within the week. With the creation of the first private shareholder enterprises, the development of agencies related to the stock market is also nearing completion, and this will be done within the month. All measures will be appointed to prepare the capital center, for the registration of shares in Albania, the Minister of Finance emphasized. Implementation of the law will begin, updating the securities law, which provides the methods, modalities, legal deadlines and legal procedures for selling shares. Gradually it will lead to the creation of institutions that will deal in an organized way with the sale of shares, namely the stock exchange. And in this direction, according to Mr. Vrioni, work is being done with foreign partners for the implementation of the best international standards. Changes in the leadership of the newspaper "RD"

Mr. Lazer Stani appointed editor-in-chief Yesterday, in the presence of the newspaper staff of "Rilindja Demokratike", the Secretary General of the Democratic Party, Prof. Dr. Tritan Shehu, presented the changes in the leadership of "RD". Mr. Shehu introduced the new editor-in-chief of "Rilindja Demokratike", Mr. Lazer Stani, until now the responsible editor of this newspaper. Acknowledging the good work and contribution of Mr. Lorenc Ligori as editor-in-chief of the newspaper, Mr. Tritan Shehu wished Mr. Ligori success in his new role. On this occasion, Mr. Shehu thanked the role played by the newspaper "RD" as the spokesperson of the Democratic Party and expressed confidence that in the future too the newspaper would play an important role in consolidating democracy and would continue to improve in all aspects. Prof. Dr. Tritan Shehu then dwelt on several concrete tasks that the newspaper will face during this period, tasks which, as he pointed out, require at once political commitment and a high level of professionalism. The newspaper's editor-in-chief, Mr. Lazer Stani, thanking them for the trust, promised that together with the entire team of journalists he would be maximally committed to raising the professional standard of "RD" so that the newspaper can fulfill the important tasks it currently has and will have in the future. The court today is completely independent from politics

Interview with the President of the Tirana Court, Mr. Qazim Gjonaj Question: Mr. President, what has changed in the work of the Tirana Court? First of all, I must say that in essence the work of the Court is the same, because it cannot change with the appointment of the person to the post of President of the Court. The Court acts on the basis of the laws and the code framework as well as other laws that define the manner and powers of the court in resolving the various disputes brought before it. In this sense, independence is the same, from one period to another. Trials are also held, cases are heard, one party leaves satisfied, some dissatisfied with the solution and outcome. Some appeal on the basis of the decision rendered, some do not. Someone is accused and after the trial is acquitted, while in between innocence is presumed. However, there have been changes, indeed very important ones. Let me mention a few indicators. With the entry into force of the new codes, such as the Civil Code, the Penal Code and the Code of Penal Procedure, a new legal basis has been created with which freedoms and rights are now guaranteed. So our Court, relying on these new contemporary laws, has mainly changed from the previous codes, maintaining a different stance from its past, not only toward the legal definitions of criminal acts, but especially toward their authors. What is most important and essential in these changes is the fact that the court today is completely independent from politics. No one has the right to interfere in the work of the Court or in the resolution of the cases it handles, and no one should prejudge by politicizing judicial decisions. I declare that in no case and for no issue has any judge been interfered with by any political person or institution. This is an indicator that speaks of the realization of the independence of the judiciary in the democratic system. This was also served by the procedure adopted whereby all criminal cases, when their authors have committed crimes, are judged by three professional judges. This is a very important change that guarantees the correct delivery of justice, avoids various influences, and is an indicator of the trend toward court independence. The propaganda carried out by some political group, alleging the violation of the independence of the courts, is intentional and in no way corresponds to reality. The attacks and insults made in some newspapers by various individuals, journalists and politicians reflect their own distorted conscience and vainly try to smear justice, driven by specific personal and careerist interests. In fact, this year alone, in around 25% of the persons accused by the prosecution, that is, by the state, the Court has granted acquittal or has dismissed the case for lack of complaint, as an indicator of the court’s independence. PD, a serious political force

We started with a small group of 30 to 40 people, we continued until that group brought about the growth of the CDU to what it is today. He further added that in order to expand the ranks of the party and to be successful in Albanian politics, the foundation, Protestant as well, in the beginning the parties were organized on religious bases and were later merged, making people see themselves, one another as Germans, without such distinctions." Further in his speech he added that economic strengthening has been very important in the country because economic growth and strengthening also help its social role, which is important for a political party, because it secures support from unions and the broad mass of people. "We did not fight only for power but also to defend some ideals and the family: freedom and pluralism, the freedom of the family and the opening of Germany to the world, cooperation with the whole world," he further added. The other CDU representative, Mr. Piruet Elvero, in his speech among other things said that to give lines in Shqupern and see people have the desire to work, but also the economy, to see the desire for economic progress. As for the Albanian Democratic Party, he said that given the number of its members, I think it is a large response, which shows that it is a serious force. In his speech he explained how consensus appears, which pushes a person to engage in a political force. He enriched this discourse with examples drawn from the USA and Europe, which are truly democratic countries. What is essential, he said, is the realization of a program that has competition and properly informs people about the aims of a party; the solutions must emerge as program changes in the name of the party and the candidates. During these two days of the seminar organized by the "Konrad Adenauer" foundation, which enabled it to be held with funds and a development project from a force such as the CDU, which is more progressive in Europe There were five points that constituted the exclusivity of this communication: the organization of parties, communication with the public and the media, the conduct of surveys within the base and the listening of messages from the grassroots, as well as the organization of the electoral campaign, each of which is an important aspect of the life of a democratic political force. The dictatorship condemned again

A survey by a group of sociologists on opinions about the communist genocide carried out in Albania showed what has become of its protagonists, and how in the same numbers they have appeared in favor of condemning the dictatorship. Earlier, parliaments and the houses [?], with the approval of the law on genocide, opened the way to its condemnation. According to the survey, 78% of those interviewed condemn the communist genocide. In almost the same numbers with which Albanians overthrew the dictatorship, they now express themselves in favor of condemning communist genocide, because perhaps the fallen dictatorship and its offspring continue to live together with society and with the far-right and far-left parties (to be imposed). The main thing seemed to be the PPSh. Today there are the red servants of yesterday and hybrid civilian and military cadres of the former regime. Its star will continue to reap the fruits of prosperity. It is enough to respect human rights and help them give lessons about democracy. But 65% of those surveyed support the law that removes from the political scene the most drastic part of the servants of the dictatorship, for whom this law can be nothing other than anti-democratic, because it cleans politics of the children of the past. Albanians are increasingly inclined toward the victories of democracy, which place the criminals of the communist dictatorship alongside those who condemn them for their crimes, while at the same time declaring the PPSh innocent, which, as the mistress of PP [??], led the Albanians toward participation and international solidarity. A more understanding attitude seems to be emerging even there. Perhaps those who continue to absorb typical phrases of socialism are doing so. Therefore 63% of those surveyed call for the condemnation of the expansionist aims of the dictatorship. "In the name of tolerance, we are called to denounce those who, with a totalitarian ideology," emphasizes epistemologist Karl Popper in one of his philosophical theses on politics. At first the tolerant should oppose with reasonable arguments the forces or groups that before them advocate intolerance, but if these do not achieve their aim, they have the right to suppress them." When in Germany the communist leader of the GDR asked Chancellor Kohl, with plea, to judge his political activity, Kohl declared that there would be no mercy for those who helped consolidate the dictatorship in the GDR. And today all the communist leaders of the GDR, who carried out genocide against their own people, have been brought before German justice. While in Germany the former communist leaders of the GDR show remorse for their activities during the years of the dictatorship, in Albania, where the guilt of the dictatorship was unparalleled in its ferocity, its leaders and offspring have still not shown the slightest remorse. Three former spies in the old mission
