The enigma of the files is solved
Yesterday afternoon the President of the Republic, Sali Berisha, held a meeting with the parliamentary group of the Democratic Party.
At this meeting, the progress of the reform and the achievement of the declared objectives were discussed. It was agreed with satisfaction that the government’s decisions to create the stock exchange and to grant ownership of the lands of the former state farms constitute two other major and important objectives of the government, based on the program of the Democratic Party.
The draft law for verifying the background of senior state officials and elected officials was also discussed.
President Berisha stressed that with this law, just as with the law on punishing genocide, the Democratic Party is rigorously implementing its program announced before 1992.
Regarding the punishment of crimes committed against the Albanian people by the communist dictatorship and the verification of the backgrounds of personalities, two lines have stood out from the beginning. One line is that of the socialist leadership, which thinks it has judged better than yesterday’s prosecutors, with manipulations and the terrorization of society through the files. In contrast to this line, the PPSH does not present any right as long as it was in power. But immediately after the elections, when it lost power, now in its own name it submitted to parliament the law on opening the files, which was not about those who upheld the dictatorship’s platform and its crimes, but demanded the massive opening of the files with the aim of incriminating today’s democratic society in the past.
Whereas the Democratic Party has from the outset declared a completely clear position and stance on this problem. That is, even before coming to power, it would firmly condemn the communist genocide carried out by the dictatorship and would open the files only for senior politicians. By adhering to this line, the government recently drafted two laws, the law on punishing genocide and the present law, which in this realization: first, separates society from the crimes of the dictatorship, and stops the recycling of crime into its future.
Second, the achievement of true national reconciliation and the definitive closure for a 30-year period of the files for all citizens, except for senior politicians who will be verified in accordance with this law, so that people know whom they place their trust in.
Third, this law eliminates the individual through punishment and also protects the dignity of society as a whole. It puts an end to the dragging of political hatred and the use of the past to stain the future, freeing Albanian political life from obsessions and unfounded suspicions.

In the announcement sent by the chairman of the Karl Johanes Seber Foundation to Ibrahim Rugova, it says: “The reason the prize is being awarded to you this year is your work against ethnic discrimination in the region.”

The Albanian President Sali Berisha, as a typical figure of human hope for peace, freedom and civic dignity, has only clearly marked the major reforms in the upward path of our nation toward progress and the reason of democratic constructive space, and in the shaping of the democratic process that is moving our world today. His program of building a modern human time, in which man moves with dignity toward the goal that is in the process of being realized. Every day he has brought Albanian society the presentation of movement, developmental dynamism in the service of social emancipation, welfare and civic understanding.

If Velesa began his political race in the 1970s to leave the post of President of Poland, in the years 1995 it may also be accepted that he completed his mission.
But the Albanian President Sali Berisha is a new alternative in the making, who has sought and is realizing for his country political stability, integration into Europe and into Euro-Atlantic structures, welfare and equality for the citizens of his state.
Berisha is a phenomenon of the democratic present and future, and only the leaders of the PS who keep Marx in their program and invoke Enver in every speech belong to a phenomenon of the past. Which the Albanians do not want to be repeated, neither today nor tomorrow.

The Hungarian Ambassador presented the credentials
Yesterday, the President of the Republic, Mr. Sali Berisha, received the extraordinary and plenipotentiary ambassador of the Republic of Hungary, Istvan Bognar, who presented his credentials.
Mr. Bognar confirmed to President Berisha that Hungary’s Gencz will soon make a visit to Albania.
The Minister of Foreign Affairs, Alfred Serreqi, also took part in the ceremony for the presentation of credentials.
The ambassador was accompanied by diplomats from the Hungarian embassy in Tirana.
Minister of Defence in Germany
The second days of Minister of Defence Sait Zhuli’s visit to Germany were packed with work meetings, talks, visits to units and training centres of the German army.
In order to gain experience on key aspects of the training of military personnel for the different structures of the German army, and on the ways of providing assistance to the Albanian army, our delegation led by the minister visited the Artillery School in Idar-Oberstein, where it became acquainted with its structure, the way artillery officers and non-commissioned officers are trained, the new types of equipment and assistance for the Albanian army, etc.
At the Internal Leadership Center in Koblenz, the delegation familiarized itself with several areas of its work and was informed in detail about aspects of the content and educational activity, about the introduction of this basic philosophy by personnel in the German army, etc.

Mazowiecki is regarded on the Polish political scene as a classic politician. The Polish press treated Mazowiecki’s compromise proposal in the commission drafting the Constitution for State-Church relations, where the commission had reached a deadlock after many debates, as his historic achievement.
The formula of state neutrality proposed by Mazowiecki has this content: “The state in the Republic of Poland deals impartially with issues of religious beliefs, worldview and philosophy, guaranteeing their realization in public life.”

Question: The People’s Assembly put the law on the work program and the agenda, which includes “On the screening of the background of senior officials and other persons related to national defense and security” or “a matter of special importance.” What does this draft law of the People’s Assembly provide for?
Answer: It is and stage on the agenda of the law on the files, and then its approval, which will be done very soon, is a continuation of the law on genocide which was approved recently by this Parliament.
So this law undoubtedly constitutes another step in the implementation of the PD’s electoral program, a program which we presented to the people in 1992. In it we committed ourselves precisely to these laws, which would heal Albanian society through democratic law.
From the outset I want to say that the purpose of the explanations surrounding these laws of the PD, as also expressed in its program, is not at all to bring about revenge, nor to open the massive security files, but on the contrary, our aim is that the communist genocide which destroyed the most progressive values most deeply. So, in our view, the law on genocide is based on a great historical truth. Albania, unfortunately, is known as a country where communism left tragic consequences and in which thousands and thousands of political prisoners, intellectuals, talented people were disappeared and unjustly killed for a humanitarian ideal, offering a peaceful alternative to the Albanian people, who undoubtedly wish to close the wounds of the past and build toward the future.
This law is in full conformity with the principles of human rights, that is, with those principles for which we fought, for which the student uprising rose, and the Albanian people in December 1990. It is in full conformity with the European principles of the Helsinki Charter, the Paris Charter.
In this regard this law undoubtedly completes the legal framework of Albanian policy, which aims necessarily to move toward the development of democratic life in Albania.
Question: After the great uproar they made over the “delay” in preparing and bringing this law to Parliament, now that the law has been presented in Parliament to be put on the agenda, MPs from the SP again made noise and debates in order not to have it examined and approved. How do you explain this stance of the SP toward this law?

Question: Mr. Minister; Recently the government has passed in Parliament the law that will also grant ownership to employees of the former state farms. What criteria does this law establish?
Answer: In response to the above question it is worth clarifying that this government proposal was made for the consolidation of private property in Albania and in implementation of the electoral program of PDSH for the preparations and of 22 March June, as well as the statement of the President of the Republic, Mr. Sali Berisha in Divjakë of Lushnjë, a few days ago the Government passed to Parliament the draft law whereby the lands taken for use by the employees of the former state farms are to be transferred into private ownership free of charge. The adoption of this measure is within the framework of the efforts that the Government continues to make for the establishment of private property in all sectors of the country where this is possible. Likewise, the Government takes this step because it also takes into account those strata that have worked for many years on these lands, meaning that from the moment these lands began to be used, which is now considered as having been done.
