Question: The countries of
Eastern and Central Europe, of
which Poland is a part,
regardless of the specific
conditions that will be recognized
for them, are going through the
post-communist period.
What does Poland represent among
these countries?
Answer: I think that Poland,
from the point of view of the
countries of Central and Eastern
Europe, is an important element
of stability in this region of
Europe.
Poland is ahead of these
countries in having carried out the
democratic transformation in
1989, which also influenced the
other countries.
Initially the transformations were
initiated by Solidarności and later,
with the fall of the Berlin Wall,
the transformations continued,
spreading to even greater areas.
From this point of view Poland is
an initiator.
At this moment, however, Poland,
with its stability, contributes to
the stabilization of the situation in
Central and Eastern Europe. It
has stabilized the political and
economic system, among which
freedom and these are
irreversible despite the political
changes taking place in Poland.
Since today we have signed the
EU association agreement, we are
seeking full membership in it, a
path that will continue on these
principles, just as the request for
membership in NATO will also
continue. This is important for
the unity of Europe and stability
in this part of it.
Question: What would be your
comment on the results of the
recent presidential elections in
Poland?
Answer: I am not satisfied with
this result. However, that is the
nature of elections in a democratic
system, unlike those in totalitarian
systems. The result was such,
and we cannot make other
elections, nor can we ignore them.
I think that the election result,
as in the parliamentary elections
of ’93, was directly linked to the
relatively difficult decisions that
certain groups had to take in order
to carry out the transformations,
that is, to the high cost of these
difficulties, and meanwhile the
response that existed in Poland
had its own influence. Third, the
mistakes made by President
Walesa during the time he led, as
well as the fact that the younger
generation does not want to hear
about the past, because among us
it is associated

Question: Mr. Prime Minister,
you stated in parliament in favor
of the approval of the draft law
“For the punishment of the
figure of the high-ranking
political and state official for the
defense of the democratic state.”
In substance, what is the purpose
of this law?
Answer: First I would say that
the wording of the title of this
draft law aims at the substance
because it is clear. The course of
its development should ensure for
Albanians a more democratic,
advanced and deeply rooted
Albania, but above all for the
future, which proceeds with the
consolidation of the state.
At this stage, taking into account
the 50-year past under a
dictatorship and communist terror,
of course every country needs
necessary laws, and it becomes
necessary to pass a law of some
kind.
The law also concerns the
application of punishments and
the person, here for 50 years.
The law clearly determines the
offices in which those who have
worked in sectors related to the
exercise of dictatorship can work,
that is, those who have worked
diligently and with the criminal
political hatred of the communist
system.
The formulations of this law are
not specifically compared with
countries of dictatorship or even
with the position of other
post-communist countries. In
comparison with European
practice, our law is milder and
this is easily understood; if you
look carefully at the articles, it
aims to bring about reconciliation
among Albanians. So it does not
aim at “revenge” as the socialists
say.
As for ZP’s assessments: that
this law is supposedly “without
legs and without a head,” we say,
do you see the logic of this
newspaper? making such
interpretations.
ZP is a newspaper that for 50
years has spread propaganda for
communist terror in the name of
the class struggle.
It has boasted of the deeds of
the dictatorship and its crimes,
and this law touches them.
The law has a head, but it also
has “legs,” and that is precisely
what ZP fears. It looks first at the
legs, because they are what make
the whole body move, the head of
its formulation. But also the fact
that this law remains in force
until 2001 for implementation.
Every law also has its limits, and
the moral purpose of this law is to
help national reconciliation.
Question: The far-left opposition
seems to want this law while
wanting to consolidate the state.
ZP, in one of its articles about
this law, says: “This is a
formulation ‘with legs but no
head,’ how do you explain this
position?”
Answer: The left-wing opposition
does not respond to this precisely
because it aims, more than to
punish,
The key thing is that this law
ensures that politics in Albania is
handled by people with clean
political morals, not implicated in
the dictatorship.

On the way out, the men, members in honor of the Italian guest Pietro
Fassini, director of the foreign commission and member of the
leadership of the Italian Democratic Left Party (PSD), and at the same
time chairman of the Socialist International Committee for Eastern
Europe, Sali Berisha and Naoki B[?]e met with the guests, remaining
from Fassino’s statements and in particular the Democratic Party that
he addressed to the democratic forces and the main opposition.
