A vague declaration and fundamental cooperation
The Republicans and the Social Democrats (the signatories of the declaration) did not find themselves opposed to the decisions of the National Council of the Democratic Party. This does not mean that they have no reservations about these decisions. As different as their positions have been on the country's current problems and on these decisions, so too are their reservations. The conclusion of yesterday's joint declaration is that the overthrow of communism, the democratization of the country, and its Western orientation can be achieved only through a strong, united, and organized opposition. Considering this conclusion common to the entire opposition, Albanians on the right know clearly that following it on separate paths is as difficult as it is harmful. According to the declaration, the Republicans and Social Democrats point out that the opposition coalition should be shaped not as a mechanical gathering of party chairmen, but as a political alliance based on a common platform. Only on this basis can a genuine opposition coordination be created in Parliament, in local government, in the media, and in public life. This declaration comes at a time when the debate on restructuring the opposition has become sharper, while assessments of the activity of the Democratic Party and the decisions of its highest forums continue to be at the center of political discussions. The declaration emphasizes that pluralism requires political competition, but not self-destructive fragmentation. Therefore, dialogue among opposition forces and greater openness to public opinion are called for. It concludes by expressing the conviction that such cooperation would serve political stability and the national interest.

The President of the European Investment Bank, Sir Brian Unwin, and the President of the EBRD, Mr. Jacques de Larosiere, declared yesterday in Tirana that the creation of a 30 million dollar fund for the development of business and private enterprise in Albania is being prepared. The fund will be financed by the EBRD, the European Investment Bank, and the Albanian government. Sir Brian Unwin, who is in Albania for a two-day visit, met with the President of the Republic, the Prime Minister, and the heads of economic institutions. According to statements made after the meetings, this fund aims to support small and medium-sized enterprises, as well as new private initiatives that need medium- and long-term credit. The President of the EBRD praised the economic reforms undertaken by the Albanian government and stressed that the international community is satisfied with their progress. He also underlined the importance of macroeconomic stability and improvements in banking infrastructure in order to attract further investment.
