Statement of the PD Parliamentary Group

The following are notified: on 7 March 1991 Payment to the new army of young people Mr. Speaker Honourable deputies On Tuesday, 11 July 1991, an extraordinary parliamentary session on matters of particular importance will be held in the Assembly hall. The Parliamentary Group of the Democratic Party invites its deputies to attend at the appointed time and to appear prepared for the discussion. The agenda includes: - Consideration of the draft decision on payment to the new army of young people; - Discussions on political current affairs; - Procedural approvals as required by the session. A draft law in the People's Assembly

The draft law on declaring the assets of officials and those who have been promoted... as well as some legitimate doubts about the hidden instigators of the offensive attack DURRËR GJINI It is being said that the appearance of government officials before the public, accompanied by a declaration of their assets, those of their relatives up to the second degree, and of officials who have moved "undercover," is an initiative of the Interior Minister of the technical government. That is what the newspaper "Albania" writes, and not without reason. Prime Minister Aleksandër Meksi has clearly stated that the draft law was prepared by American specialists and submitted to Parliament for review. In principle, the draft law is intended to transfer public property from the category of collective assets into private ownership through the mechanism of public scrutiny. In that sense, and beyond any political tendency, it has value and should be supported. But its content, the timing and the manner of its presentation raise some serious questions. Could this initiative perhaps have been used as a tool to create political pressure on certain leaders? Who is encouraging the public debate at a time when the country is facing other, more acute problems? And are there interests behind it that are not visible on the surface? These questions are being raised not only by the opposition, but also by ordinary citizens who view the political spectacle of the day with suspicion. If the goal is transparency, then it must apply to everyone and not be used selectively. The law cannot be either a propaganda weapon or a means of pressure. It must be built on clear standards and implemented with the same rigor for anyone who holds public responsibility. Otherwise, it will remain just another initiative that produces noise, not justice.

The country that seeks Europe.... Albania... 1500 days of freedom EDVIN MOKA[?] From issue to issue, Albania is entering a new stage of its political and economic transformation. The days of freedom are no longer just a metaphor, but also the concrete accounting of a society learning to live with responsibility, with free voting and with a market economy. The 1500 days of freedom are the balance sheet of a difficult journey, marked by sacrifices, clashes, and small and large victories. They represent the exit from isolation, the return toward Europe, and the rebirth of hope among citizens. Albania remains the country that seeks Europe not only as a geographical space, but as a model of the rule of law, civic dignity and democratic institutions. This balance sheet is not closed. It requires more work, more responsibility and more trust in freedom.

Let us stand alongside all anti-communist forces

Speech by PDSH Presidium member Mr. Leka Toto at the extraordinary conference Esteemed delegates, First of all, I would like to greet all participants in this conference and to acknowledge its importance at a significant political moment for the country. Anti-communist forces must be united in defense of pluralism, reforms, and Albania's Western orientation. The Democratic Party has been and remains the bearer of the aspiration for change. In this context, it is the duty of all our structures to preserve unity, strengthen ties with the electorate, and expose every attempt to bring back the practices of the past. We must stand close to every grouping and every individual who supports democracy, the market economy and the rule of law. Anti-communism is not merely a historical position, but a moral and political demand for Albania's future. Only in this way can we guarantee stability, development and integration into Europe.

Paradox

No more, nor did anything change, but it was constituted and extended, like Kosovo's independence and its statehood. This significantly conditioned the process as a whole. Kosovo's separation from the Yugoslav federation and the installation in that part of a Greater-Serb regime led to an escalation of the crisis, which, under the assault of Belgrade's forces against the Albanians, took on tragic dimensions. Faced with this situation, the Albanian political class has been placed before a major historical test. It must demonstrate maturity, moderation and the ability to defend the national interest without falling into the trap of empty rhetoric. In this sense, the paradox lies precisely here: the more the nation needs unity, the more voices of division appear. Parts of the political debate have also been the positions of certain public figures who, instead of helping build consensus, often fuel confusion. Instead of strategic clarity, the public is offered a cacophony of statements that further weighs down the situation. (The article continues on page 7)

The black-ink press denounces the extraordinary conference of the PD

The noise of the angry voices on the front pages of today's "ZP", "RD" and "P. I. S." makes it clear that the extraordinary conference of the PDSH has touched important nerves in our politics. The gloomy leaflets of propaganda, which for years have fed suspicion and denigration, have chosen once again to slander, distort and denounce a completely legitimate and democratic process. The conference was a moment of reflection and reorganization for the Democratic Party. It was held in an open spirit, with debate and differing views, but with a common goal: strengthening the PD as a governing alternative and as a defender of reforms. Those who are shouting against it today are in fact afraid of a stronger PD, one more united and more clearly defined in its political vision. That is why their attacks are nothing more than proof of their own insecurity. Democracy cannot be held hostage by slander. It requires responsibility, argument and respect for the truth.

That is why Mr. Majko speaks with a bit of nervousness

SAMI HILA[?] This is not the first time that Mr. Majko has used an irritated tone when it comes to recent developments in the Democratic Party. Instead of a calm and reasoned analysis, he chooses irony and political jabs, as if these were enough to hide the lack of a convincing alternative. His nervousness seems to stem from the fact that the PD is recovering political ground and reaffirming its ability to organize itself and communicate with the public. This, of course, worries its opponents. But political debate needs clarity, not bitterness. If there are objections, they should be expressed with arguments and not with rhetorical outbursts. In the end, the public knows how to tell the difference between honest criticism and a nervous reaction.
