The next meeting of the National Council of FRPDSH The PD Youth Forum—the PDSH’s most active force PDSH Secretary General Mr. Tritan Shehu takes part Yesterday, under the direction of the chairman of FRPDSH, Mr. Afrim Krasniqi, the meeting of the FRPD National Council was held. PDSH Secretary General Mr. Tritan Shehu took part. The role of FRPD in political developments, the place of young people within the PD structures, its reach and organization, the character of its work and its methods with young people, and the progress of the reform were the main points of the report that opened the meeting. Continuing, Mr. Krasniqi spoke about the importance of the success of the youth conference, which will be held in every branch over the next two months. This is an opportunity for FRPD to demonstrate the strength of its role and organization and to ensure dignified representation throughout all PDSH structures. But to achieve such an objective, the PD structures must, in parallel, regard FRPD as a strong constituent part of the party in the electoral-political struggle. Taking the floor at the meeting, PDSH Secretary General Mr. Tritan Shehu highlighted the political importance of the moment we are going through, emphasizing the great work of the PD and the government over these three years. The Democrats have kept, and are keeping, their promises, and therefore have the right to ask the electorate for a new contract. Shehu spoke highly of young people and their democratic spirit. He stressed that reality has now shown that there is no reason to neglect young people or not to trust them: they not only initiated the democratic processes, but also opened the way and played an important role in their progress. “The FRPD conferences in the districts, followed by those of the PD, are the best moment for strengthening the structures,” Shehu continued. “They must identify committed new political figures, define and find the most effective ways and methods of attracting young people, so as to ensure genuine youth representation and the renewal of the PD membership itself.” “Our political opponents,” Mr. Shehu said, “have begun their campaign waving the flag of Marxism and the communist past. They are using PRESH and a few moderate politicians as window dressing, when in fact their political leadership, at the center and at the grassroots, is dominated by the old conservative communist caste. The facts show that the PS, exposed by corruption, factional warfare, division and accusations concerning the crimes of the past, is immersed in a directionless campaign that is bringing about its complete exhaustion. “The PD’s three structures, including the FRPD, have a major role in conveying the future and progress. To do this, the program must be compared with achievements, by working house to house. We are an electoral party, and as such our reach must be and operate on a capillary basis. As for alliances with other parties, Mr. Shehu said that the KK had decided, for the first time, ‘NO’ to a coalition before the 1996 elections. But we remain ready for dialogue with anti-communist forces that want and support reform.” The speakers who followed discussed FRPD’s various problems, relations with PD branches, organization, problems of economic reform, propaganda, and so on. Inside PAD leadership reveals its true identity by declaring an alliance with the PS The failed journalists of “ZP” have started careers as photographers

According to “Populli Po” of 9 April ’95: “According to a source within the PS, the socialists are preparing groups that will operate throughout the country... during the election campaign...” This news report by “PO” does not confirm any new phenomenon within the PS. Terrorist detachments in the PS have been present ever since this party was proclaimed. The PS inherited these terrorist groups from the PP; they are none other than elements of the former state security service, members of former Rep. 326 and PK operatives working underground, who committed crimes under Enver and later under Ramiz Alia. They are the terrorist groups that committed crimes during 1990–91, amid the tense processes of Albania’s democratization. This report from “PO” does not surprise us; it merely reminds us of a truth on the eve of the election campaign. It reminds us that the PS leadership will soon reactivate terrorism intensively as a strategy for implementing its political platform to seize power through violence. This security measure is being taken “to protect the PS’s bigwigs” during the election campaign. The PS leadership activates terrorist groups because psychological and physical terror are part of its political and governing practice. It cannot be regarded as anything other than a party with terrorist detachments. The psychology of terror is the only psychology of left-wing extremists such as the PS leader. As such, they can never accept the democratic path as a way of resolving problems. Thus, once again, it becomes clear that Servet Pellumbi’s call for a “peace-loving social pact” is a demagogic appeal intended to cover up the actions, preparations and activation of the PS’s terrorist groups. The publication by “PO” of this truth about terrorist groups in the PS marks the beginning of the PS’s terror campaign; it is the first phase—psychological terror, which precedes physical terror, directed not only at the electorate but also at its opposing parties. The PS leaders and those they pay to engage in terrorism forget that we are no longer in 1990–91. We are no longer under their terrorism, when criminal gangs could kill you and get away with it scot-free. Today they should remember that there is a state governed by the rule of law, which punishes every act of terrorism, and organized terrorism all the more. For anyone who forgets this reality, the punishment of the law will be extremely harsh, merciless and uncompromising. Not only can the massacres of February and Shkodër and the scorched-earth strategy not be repeated, but the PS leadership must also answer to justice for these things they have done, which are by no means few. Croatia-Albania Foreign Ministers meet today Foreign Minister Mr. Alfred Serreqi left yesterday for Croatia on a two-day official visit. Mr. Serreqi is accompanied by senior officials of the MFA. Official talks between the Albanian and Croatian delegations, led by Ministers Serreqi and Granic, will take place today in Zagreb. It is expected that, following the talks, a cooperation protocol will be signed between the foreign ministries of the two countries. It is also expected that today the Albanian delegation will be received at a separate meeting by Croatian Prime Minister Nikica Valentic.

ERMAL DIBRA In its efforts to minimize or to [s]nuff out the “Dokle Affair,” which is as real as daylight, “ZP” finally wrote about its unfortunate chairman, Comrade Namik, in an unsigned article. According to the article, the Government and Mr. Meksi were to blame for the printing press not arriving from Canada! They were very much to blame. But is “ZP” telling the truth about Dokle? An internal source at ZP, who asked to remain anonymous, informed “RD” yesterday that the article’s author was Comrade Namik himself. What is more, none of the journalists agreed to present Dokle’s article as his own. Dokle makes himself utterly ridiculous when he writes: “The Government may or may not be to blame.” He could have made that judgment, but it is completely beside the point. The Bureau would do well to answer Comrade Dokle with arguments, addressing the question asked by honest people wherever they may be: where is the money? Take your statement further—the one in which you implicate the PS and ZP—recalling the televised debate when you said the money had been taken from “Zeri i Popullit,” and that land had also been purchased. Where did you take the rest? Why don’t you say, or should your colleagues in the PS leadership sadly gather it up for you? Yesterday, in your article in ZP, you describe yourself as being just like Nano, although justice has in fact clearly proven that he was guilty. Having exhausted itself completely with its demand for new elections and its unprincipled attacks against the opposition and the democratic government, the extremist left-wing leadership—Pellumbi, Ruçi, Dokle, and others—has now begun offering ideas and opinions about tomorrow, the day when, according to them, the slogan “better with us” will be realized. As they travel around Albania, the socialist leadership is revealing itself through its statements, platform, and methods. Having exhausted itself completely with its demand for new elections and its unprincipled attacks against the opposition and the democratic government, the extremist left-wing leadership—Pellumbi, Ruçi, Dokle, and others—has now begun offering ideas and opinions about tomorrow, the day when, according to them, the slogan “better with us” will be realized; that is, better with us and under the leadership of the Albanian communists. But what are some of their plans for tomorrow? Ruçi, once the strategist and soldier of the Ministry of Internal Affairs and the Sigurimi, is offering Albanians the old stuff. Ruçi wants to bring back the revolutionary triad of Education-Work-Training. Undoubtedly, the thread running through it was declared earlier; indeed, Albanians can be sure it is enshrined by the M-L line in the PSSH program. Pellumbi, not wanting to lag behind Ruçi, declared in Berat that the PSSH supports gradualism in the development of economic reforms. Here too Pellumbi offered nothing new. At the end of the 1980s, former communist president Alia, sensing his own and the communist regime’s imminent and unavoidable end, tried once again to deceive the Albanians. No more than five years ago, he offered Albanians exactly what Pellumbi is offering today. Gradualism, embodied in such original experiments as cooperative members’ gardens, futzesa, overtime pay, the quota system, etc., aimed on the one hand to create illusions of change and present Alia as a reformer, and on the other to preserve intact the system’s essence: socialist property, the centralized management of the economy, the socialist state as the true owner, etc. Pellumbi is offering this very same, entirely failed experience today as an alternative for leading the PSSH. Meeting of the Committee on Laws At its meeting yesterday, the parliamentary Committee on Laws considered the decrees of President of the Republic Sali Berisha on the issuance and distribution of privatization vouchers, as well as certain proposed amendments to this decree. They then also reviewed the President’s decree extending the period of military service in our country from 15 to 12 months. The members of this committee also discussed the draft law “on the transformation of state enterprises into commercial companies,” emphasizing at the same time its role and impact on the progress of economic reform, particularly the privatization processes, etc.

The fact that there are socialists who swear by Enver’s ideals is nothing to be surprised about. I would not be surprised to read an article in “Zeri i Popullit” evoking Enver’s glorious era either, because, after all, he is its very godfather, the one who cut its umbilical cord and gave it its name, as well as its reward. Enverism is a malicious farce, planted and cultivated for half a century, and it does not fool anyone, even though we have torn it out by the roots. But I did not want to believe that the independent daily, the large and well-known newspaper “Koha jone,” through the pen of commentator Frok Çupi, would one day publish an article on the eve of April 11 singing the praises of the leader of half a century and speaking of “considerations of respect for the well-known figure Enver Hoxha.” Personally, I am inclined to consider this a lapse on the part of this newspaper and, in origin, of journalist Frok Çupi. All the same, what is written remains; words are carried away by the wind, as the Latins say. “The week that passed, like Enver’s week” is the headline that opens the political scene of the previous week. Perhaps an article does not deserve any particular attention simply because it is written; any particular attention because it is written about “these photos and the commentary after them” “Koha jone” may have aimed to increase its readership among the ranks of “Enver’s volunteers.” Anyway, it is its internal business to choose its readership, although this preference is a little strange... Who will buy him? Even Ilir Meta sells Servet Pellumbi’s distinguished son In an interview published on Sunday in KJ, PS deputy chairman Ilir Meta answers a question concerning the accusations against Dokle: “No, what is happening is understandable, since Dokle has been and remains the leading figure in the PS, directly engaged in the fight against government corruption. Fortunately, people watched PS deputy chairman Namik Dokle themselves in the televised debate held on this issue. That is also my answer to the readers.” This is Meta’s answer, word for word. A two-word evasion. In the first sentence, Meta plays politics on behalf of the PS by awarding Dokle a medal. But in the second sentence Meta takes the medal back from Dokle and throws it in the trash. He does not take it upon himself to defend Dokle; he merely reminds readers to draw their own conclusions from what we saw him say in the televised Çela-Dokle debate. Meta, then, does not want to make any comment. It is no coincidence that he answers this way. Who knows what might come out later, perhaps the eurosocialist Meta thinks. Predictions from several of the PS’s own sources say that Pellumbi, Ruçi, and Hajdaraga will sell Dokle in the same way. These sales will follow the one by Ramiz Alia, when he dumped him because he was competing with him as a presidential candidate, and then by Naku, who squeezed him like a lemon.
