On the scandal “Alia-Nano-Dokle-Ruçi-Benc” Pellumbi “against” Dokle?!

These two contradictory statements are evidence of the chaos that rules the leadership of the PS and speak of several possibilities:
1- Dokle has deceived his own party by not saying how many times he has signed for other dollars from the Solidarity Fund (Criminality)
2- The party itself implicated in this scandal decides to carry out the desperate defense of its deputy chairman Dokle
3- Nano has sent word: “I want the Block with me”, and Ruçi, who one day will end up like the others, applies the theory of politicization since the bills of the Solidarity Fund have passed through his hands

Albanians - Privatization Vouchers cannot be turned into a tool of the electorate and into a real achievement sanctioned over 50 years by the PDSH program, which promised to carry it out in 4-5 years but did it in only three
Seeing with the people the rise in citizens’ well-being, the increase in employment among Albanians, we have devoted in our privatization program the initial means to one of the most important points of this program. Privatization vouchers must help and facilitate the carrying out of other economic reforms, and especially monetary and fiscal reforms. They must control the development of the privatization process by giving it direction and momentum. They must serve to compensate former owners and politically persecuted people by achieving this in the most efficient and least costly way for the state budget. Privatization vouchers can represent an obligation of the government toward a part of the country’s citizens. They must clarify the new property relations in the country and make the effects of reform on the well-being of different social strata more tangible.
The experience of other countries that have moved from the communist system to the market economy is that privatization vouchers were used in the early stages of the transition, as a means of compensating citizens and increasing their participation in the privatization process.

President of the Republic, Sali Berisha, yesterday morning, on the occasion of Easter, paid a visit to the metropolitan archdiocese of Tirana and Durrës. There he congratulated Bishop Rrok Mirdita and all Catholic believers, and conveyed his warmest Easter greetings. During the reception, the President had a conversation with Bishop Mirdita about the problems that today trouble the Catholic Church in Albania. At the end of the conversation, President Berisha presented Bishop Mirdita with an embroidered silver-cast mass, made in Italy. Elevated in its Christian spirit, the photo report has great value. The leaders of PDSH, at the headquarters of PDSH, greeted the President of the Republic of Kosovo, Dr. Ibrahim Rugova. The meeting discussed developments in Kosovo, the efforts of the Albanian people for freedom, and political relations in the region. It is now clear that the main arguments put forward by the opposition today against the privatization vouchers decree are missing the economic arguments. The opposition has not fundamentally opposed anything in the philosophy of vouchers, it has spoken out against deadlines and wages, has clung to the fragmented remarks of the PS and has fanatically avoided the most essential issue: do vouchers create equal opportunities for all citizens in privatization or not? Do they remove prejudice from the process or not? The state budget cannot provide the resources for the immediate compensation of former owners and politically persecuted people. This truth is not disputed. Sali Berisha has several times declared that this damage caused by communism cannot be solved in one day, but with commitment and realism. There is no other path for Albania at this moment. On the contrary, he has often accused the opposition of demagoguery for empty promises to former owners and politically persecuted people. According to him, privatization through its vouchers gives these strata an economic status, bringing them into the market as investors. This approach avoids misunderstandings and shifts the debate from rhetoric to concrete solutions. The opposition has tried to present the decree as unjust, but without offering any workable alternative. Citizens must understand that vouchers are not a trick, but a temporary instrument to speed up privatization and make it more accessible. “Gazeta Shqiptare”, 16 April 1995
