Nevertheless, such an order was issued and the bank was set in motion to implement it. The documents held by our editorial office show that this involves tens and tens of millions of old lek that were unlawfully appropriated. This is only one link in a long chain of abuses involving state funds. At the center of the accusations are senior leaders of the PS. According to these documents, in different cases signatures, orders and official letters were used to force financial institutions to release considerable sums of money. One of the most flagrant cases concerns MP Spartak Braho and Ardian Klosi, who, for various expenses, withdrew sums that, according to sources, exceed $250,000. Likewise, in another case the chairman of the PS parliamentary group is mentioned, who later denies signing the act, declaring: “I haven't taken anything” and “I am not the PS”. The editorial office possesses a large number of documents, where the relevant signatures and stamps can be seen. In another line, the deputy chairman of a state institution tries to camouflage the appropriation he made. The actions were carried out in such a way as to appear to be normal administrative procedures, but a close examination of the documentation reveals the theft scheme. The issue of the “$90,000” from the PS fund-withdrawal movement is, according to our investigations, only the tip of the iceberg. The scale of corruption implicated by this scheme is much larger and affects several links in the party and state structures. The newspaper will continue publishing other documents and facts that prove this robbery mechanism.

TONI MALLIMI A full analysis of the vote against the right to return pastures and meadows to ownership (village) and to limit the rights of agricultural cooperatives over their possession and administration. In general, the objections voiced by the left alliance in Monday's session regarding the provisions that grant the right of ownership and use over pastures and meadows were of many different kinds. An analysis of the objections made allows us, in a sense, to penetrate the real philosophy of this coalition. Some of the PS deputies argued that only mountains, forests and pastures belong to everyone. Which is not true. According to historical documentation, 60% of the pastures in Albania were private property. Another part of the objections was that the mountain was called “the village mountain” and the pasture “the village pasture” without the boundaries being defined. For precisely this reason, the bill established the option of referring to the old traditional boundaries. Another absurd argument was that “if pastures and meadows are transferred into private ownership, how will the right of passage for the livestock of other villagers be resolved?” Clearly, this is resolved through agreements and special rules, not by leaving a historical injustice in force. Other objections were made on the claim that the collective use of pastures would be restricted and livestock farming would be harmed. In fact, the bill does not prohibit collective use; it regulates only property relations. The left alliance tried to present the issue as a social conflict, while in reality we are dealing with the establishment of a right denied for decades. The debate once again showed that the PS and its allies have difficulty accepting the principle of private property when it comes to land and rural assets. Their position is linked to the old collectivist concept, which continues to inspire part of their political elite.

The People's Assembly discussed yesterday the draft law “On the transformation of state enterprises into commercial companies.” The opposition deputies opposed the draft, claiming that it favors rushed privatizations. On the other hand, the parliamentary majority argued that this law creates the necessary legal basis for reforming the economy and adapting enterprises to market conditions. After lengthy debates, the draft law was approved by the votes of the majority. The PBDNJ and PDS deputies did not take part in the vote.
