The meeting was attended by members of the leadership, district branch chairpersons and secretaries, and representatives of the Youth Forum and the Democratic Women's Forum. Also present were the President of the Republic, Mr. Sali Berisha, members of the government, and ADP members of parliament. In his opening remarks, the DP Secretary General, Mr. Shehu, gave an overview of the political situation in the country, addressed structural changes in the political spectrum and the opposition's feverish preparations for an attack against the DP. The first democratic party in Albania's history, its Secretary General Shehu stressed, must stand firm and prevent the return of neocommunism to power by focusing on organizational measures. In his speech, the President of the Republic emphasized the DP's fundamental duties during this period. The most important task, President Berisha singled out at the very beginning of his speech, is to achieve the objectives in the DP's program that have yet to be fulfilled. Saj. In this regard, the reshaping of the role of women and youth is important—a reshaping that only the DP can carry out. Because in three years the DP succeeded in freeing women from heavy labor, modernized home-based industry, etc. On the other hand, Albanian girls and women deserve it. An indicator of their ability is the fact that 60% of first-year students, under competitive admission conditions, are girls. Meanwhile, women and girls hold 12% of leadership positions. Mr. Berisha praised and called for implementation of the ADP Central Council's decision that women should make up one quarter of the leadership bodies. The enemies of détente, the President continued, have confronted the reforms, particularly the extremist elements of the left, led by the PS and PSD. These elements are responsible for the massacres of 1991, chaos, anarchy, organized destruction, and corruption. They opposed the development of reforms with all their might. Having failed in this mission, they have launched an immoral campaign to discredit the democratic state and democratic system, using insults and slander, beyond the bounds of democratic debate and order. They themselves have determined how they will support the reforms and democratization. The DP's task is to support them, to back them. Young people should be decisive; they deserve all the leadership positions in the DP's structures. The meeting also discussed holding party conferences, as part of the announcement of the intra-party election campaign, which begins in May and ends by July; rigorously implementing the new scheme for distributing the press; expanding the party's ranks; preparing for the upcoming national congress; and the 1996 general elections, among other matters. In this context, the speech by Deputy Chair Hysenbegasi and those of other party leadership members were also commended. The speakers who followed expressed support for the reforms and democratic processes, and cited concrete examples of the destructiveness of local PS officials who do everything they can to block the reforms. They emphasized the electorate's support for the DP, the government, and President Berisha. The meeting then proceeded with focused Republic emphasized the fundamental tasks of the PD during this period. “Realizing the objectives from the PD program that remain unfulfilled is the most important task,” President Berisha said at the outset of his speech. For all this squandered and embezzled money, connected with the Solidarity Fund and the 400 thousand dollars that were part of that Fund, “RD” also has documents concerning any PS member or official who would be interested in seeing them with their own eyes. Former banker Çuçi can come and see them too, before issuing statements to the press. Çuçi was at the State Bank precisely at the time when hundreds of thousands of dollars were being stolen (for no other word can be used) in broad daylight, under the signatures of PS and “ZP” officials, despite government decisions ordering that the funds be frozen. Meanwhile, sunk in corruption and confronted with facts and documents, with no arguments to defend themselves, PS leaders are once again issuing stale political statements. Initially, the PS leaders tried to defend themselves with “arguments,” but did nothing except discredit themselves by lying even about the people whom the current authorities describe as “terrorists”—a term used this week by the Chairman of the State Control Commission, Blerim Çela. This is clear from archival documents examined by AFP on Thursday in Tirana. These 1986 documents mention an Albanian who, at the time, Enver Hoxha, ordered the allocation of 100,000 dollars for the training in Albania of groups of blind people aged three to ten, as well as for the training of Haitians and five Indonesians. In these documents from that year, the archives of the Central Committee of the PPSH, which was in power at the time, bring to light a series of documents dated to the 1960s and 1970s concerning the organization of the training of members of the Colombian, Ecuadorian, Brazilian, Chilean and Bolivian Communist parties, and Peruvians. One of these documents, classified at the time as “secret,” dated 20 January 1967 and bearing the signature of Albania's number one at the time, Enver Hoxha, orders the allocation of 100,000 dollars for training in Albania groups made up of young people and boys, Indonesians. The 1974 and 1976 documents feature the names of people who attended courses in Albania, including Ecuadorians and one Bolivian. In 1964 the PPSH had established a “Solidarity Fund” of 11.6 million dollars intended to finance Marxist-Leninist parties both within Europe and in the Third World. DUKAGJIN HATA Under the heading “editorial”—and it is not difficult to guess in what dark topographical ravines it was signed—Alternativa SD once again unfurls its flags, frayed by long use and by mercenary hands which have more than once demonstrated the pathology of journalistic primitivism and political inferiority complexes. With the wisdom of the great Socrates Gno de Seacon (Not himself), who would surely feel insulted if he knew about the regressive users of his thought, these museum relics of the Albanian burden try to prove they are alive and at the height of political vitality with all those dozen non-communist sentences left over from the moldy rulers, living off their massive dictionaries, made by lexicographers who proclaim themselves popular and want to usher in a new era in the same old way, taking advantage of party manure and Albanian political common sense. On this occasion, this forgotten species makes the number one figure of the state, President of the Republic Berisha, the target of its “superlatives and grotesque propaganda style”—an expression of jealousy, malice, inferiority and political anachronism. In this way, these lost souls, who would do well to seek advice rather than give it, given where they are headed, do nothing but make others smile and say, “Poor things, they know so little, and that is all they can say.” Not knowing is indeed a great misfortune, but not knowing and showing off to others when even the people in your own political “grouping”—whom you have left rebelling outside the “fold”—will not buy your ideas is simply pitiful. The Gjinushiade, the old post-communist illness with symptoms of an identity crisis, a moral and political crisis, and a galloping decline in its electorate, to the point of losing hope of having at least one “boy” of Gjinushi in the next Parliament, cannot be repaired with nihilist knights’ tricks. These acrobats, who managed to get a few MPs into Parliament after the March 22 elections solely thanks to the PD’s reputation, felt comfortable in their little circles, in their little game, which has never gone beyond the whims of their favorites and flatterers. It is a misfortune for them, and for the whole breed of flatterers who, to make themselves credible to their old masters—the chief of whom, the last communist president Ramiz Alia, had thrown them into the pluralist movement as “fifth columns”—are deploying old slogans and trying to give lessons in political “courtesy” now that their cards have been burned in their hands and they have been reduced to a sorry state. Mr. Agap Prosi, alias Skender Gjinushi, senses the end of his political career. After [unclear: “Mbasi vdiq qe PD la bëjë pan minister”], he is now aligning himself with PS, reminding it of his merits as Alia’s Minister. The Gjinushian ministry, which failed to produce a single worthwhile sprout, apart from a few rebels who left, cursed as “troublemakers” and “puppets,” is not worth considering even in political hallucinations, let alone by President Berisha, who, whether some ill-wishers like it or not, has entered the new history of Albanian democracy.

Ceka declares in Kukes and Has: “It would be better for the country if Ramiz Alia joined the PD than if Sali Berisha did” (“Koha Jone”, April 21, 1995, p. 3) The famous archaeologist of the restoration of fossilized communist politics, Neritan Ceka (Alia), after the tales he told during his visit to the USA, went to Kukes and Has to once again set out the purpose of his political mission as a devoted descendant of Ramiz Alia. The clearest summary of the ultimate purpose of Ceka’s mission, after all his dizzying political circus, is his declaration that “it would be better for the country if Ramiz Alia joined the PD than if Sali Berisha did.” Such a hallucinated statement, worthy only of a severely ill mind, is an expression of the highest sincerity and loyalty this political adventurer has shown and continues to show in support of Ramiz Alia and the communist dictatorial system; it expresses his hidden obligations to Alia and his infamous institutions. Neritan Alia is known to Albanians for his self-condemning, commissioned and shameful act when, in Alia’s office, he read him the text written and noted down by Ramiz himself and the State Security. Discredited by the democrats, he chose the path of emigration, declaring his resignation from politics. But the masters called him back. His discrediting did not matter to them, even though Neritani had suffered it upon his forced return to politics. What mattered was that he continue to serve, as he is still doing today. The other mercenaries had been organized into the party christened by Alia as “AD.” Today, when his master, along with the whole entourage of Nano, Ruçi, Dokle, etc., is accused of appropriating millions of dollars from the Solidarity Fund, Neritani has been assigned to defend Alia and the others at all costs. To declare that Alia should be in the PD, and even to lament that he was not at its head, means that, besides condemning Ceka’s Ramizian role in the PD, you are gravely insulting the foremost democratic force—the force created by the calls that sprang from Albanians’ hearts against dictatorship, Hoxha and Alia, and by their calls for democracy. As for the insults he directs at Sali Berisha, it is not difficult to understand that the motive is Alia himself, the former State Security, and the failure of your schemes for unification. Special subcommittees will proceed concretely on issues of mutual interest During its two-day proceedings in Athens, the Albanian-Greek Joint Commission concluded by signing a Protocol providing for the establishment of special subcommittees that will work concretely on issues of mutual interest. The Subcommittee on Labor and Employment will focus on the future legal status of Albanian emigrants in Greece. “Albanian emigrants are also contributing to the Greek economy,” the Commission noted, “but they must enjoy legal status. To achieve this, work will proceed in two phases. First, by granting legal status to Albanians currently in Greece, and second, by concluding an agreement for the seasonal employment of workers and specialists from Albania.” Economic cooperation was considered essential, and the relevant subcommittee will seek to increase economic exchanges, eliminate double taxation, and promote investment through the PHARE and INTERREG programs. Special subcommittees were also established for cultural and educational matters, consular and legal affairs, including work on the property issues of citizens of each country, as well as borders and defense and public order. The subcommittees will begin work in the second week of May, while the results achieved will be discussed at the next meeting of the Albanian-Greek Joint Commission, scheduled to be held in June. The Commission considered that the main objective remains the signing of the Treaty of Cooperation and Friendship, whose rapid conclusion will be aided by progress in resolving mutual issues.

At the invitation of the Speaker of the Turkish Grand National Assembly, Mr. Cindoruk, the Chairman of the Presidium of the People’s Assembly, Mr. Pjeter Arbnori, departed for Turkey yesterday to take part in celebrations marking the 75th anniversary of the establishment of the Turkish Grand National Assembly, the Press and Information Office of the People’s Assembly reports.

The Minister of Foreign Affairs, Alfred Serreqi, left on Thursday for Krakow, Poland, where the meeting of foreign ministers of the Central European Initiative began yesterday. The initiative aims to strengthen political and economic cooperation among the states of this region.

Whom should people believe: the PS leaders, who declare that “ZP” has 250 thousand dollars in its account, or the editorial staff of “ZP”, which says it is experiencing financial difficulties? E.P.
