EDI PALOKA Several times over nearly two months, the “RD” editorial office called on members and supporters of the PS to… “ZP” demonstrates how the dollars allocated for the printing press were squandered—those dollars which Pellumbi declared were “untouched” in the bank. Meanwhile, in the course of the Recent developments have also led to another “ZP” employee being charged. After the accountant Fatbardha Carkani, it is Mr. Velez Havari who is accused of violating Article 106 of the Criminal Code. The accused persons’ testimony before the prosecution authorities is truly spectacular. It completely exposes not only Dokle but also many of the other “bosses” of the PS leadership. Lutfi Dautllari alone signed bank withdrawal orders, initially for 30 thousand dollars on 17 January 1993, under order No. 4. Thirty thousand dollars were used for trade. Then, on 7 August 1993, this same scion of the nomenklatura withdrew 14,010 dollars under order 57/2, while on 11 September 1993 he withdrew 19,500 dollars under order 57/4. The spectacular aspect of the testimony lies in what these withdrawn funds were used for—all of them taken from the Solidarity Fund and earmarked to buy the fictitious “ZP” printing press. Most of them were used for vacations and food for PS leaders. They were also used for trading in tractors, oil, etc. But what, among other things, shows the degeneration of the PS leadership is that much of this money was used for orgies involving PS figures and for the exploitation of prostitution. All these facts have emerged from the accused persons’ testimony and are documented by evidence, some of which we are publishing today in facsimile. What will Pellumbi, Dokle and others say after this, having declared that the money had not been withdrawn from the bank because the democratic government had not given permission? Will the PS leaders finally have the courage to answer honestly the questions of their party members at the meetings they hold about the embezzlement of 400 thousand dollars? Will Doko and Ruçi have the courage to tell people that, while they had no bread to eat, their leaders were travelling around the world and enjoying themselves with stolen money? In the investigation of this scandal—which can rightly be called the financial scandal of the year—the prosecution arrested one of the scions of the red nomenklatura, Lutfi Dautllari, who, among other things, used state money to finance Lenka Çuko and other members of the Political Bureau.

— Development of the basic reforms of democracy — The socialist leadership cannot represent the mass of PS members Yesterday, the LDGSH district assembly held its meeting in the city of Durres. Prime Minister Aleksander Meksi was also present, along with the Secretary General of the PDSH, Mr. Tritan Shehu, and the chairwoman of the LDGSH, Mrs. Flutura Hasko. The meeting was opened by Mrs. Vjollca Ypi, chairwoman of the LDGSH in the city of Durres, who spoke of the role women have played in the development of democracy. She mentioned the values, activities and work of the organization she leads, as well as its current issues and connection with Albanian women. Prime Minister Aleksander Meksi then spoke, highlighting in his address the significant achievements made under the DP government on the path to developing democracy in the country. Among the achievements, Mr. Meksi mentioned the successes of the economic reforms, the country’s orientation towards a free-market economy, the stabilization of the currency, the considerable reduction in inflation, and achievements that have directly helped ease the many problems facing Albanian women, such as the introduction of the five-day week in various domestic settings, the five-day working week, 12 months of maternity leave, etc. Mr. Meksi said this constituted an important and positive foundation for the country’s further progress towards the full consolidation of democracy, as well as ensuring continuity in the reforms already begun. The Secretary General of the DP, Mr. Tritan Shehu, then spoke and once again characterized the policy of the left-wing leadership as anti-reform, as accusations against the DP. Activists also spoke about efforts to obstruct the country’s democratic development. Mr. Shahu stressed that the PS leadership had openly displayed its destabilizing and destructive policy by opposing or obstructing the establishment of an important rule of law for Albania’s democratic progress, and that it was obstructing the democratic political aspirations of the mass of PS members. Speaking at this meeting, LDGSH chairwoman Flutura Hasko stressed the importance of restructuring the organization she leads and suggested the role LDGSH members should play in promoting the implementation of the DP programme, working with dedication and inviting others to join. The success of this work, she said, would depend on the support LDGSH receives. All these are important achievements that support democracy. “We see the future,” Mrs. Hasko stressed, “as closely linked to the consolidation of democracy.” The meeting then heard from speakers who discussed problems of democracy in relation to women’s standing. Mrs. Flora Dervishi addressed the relationship between culture, art and democracy. Artists under the dictatorship had been silenced. Artists had been deprived of their rights, as had scholarship and a people’s desire for art and democracy. Mrs. Dervishi shared the LDGSH’s experience in the field of art. Mrs. Lunturi Njola emphasized the importance of publicizing achievements and, analyzing the work of groups in various sectors, stressed that people value it. Women today work in all sectors. Eighty percent of the employment office’s staff are employees, etc., and their work is respected by the people. The meeting of the LDGSH branch in Durres once again confirmed its approval of this organization and the unconditional support of the LDGSH for President Berisha, the Democratic Government and the PDSH.
