Death lists reveal the institution of genocide

The time has come for justice to speak Hekuran Isai's order on the criteria for drafting the "Lists of terror" The time has come for justice to speak Hekuran Isai's order on the criteria for drafting the “Lists of terror” EDI PLAKA In fact, to uncover the pages of Albanian genocide during the communist period, on the broadest scale of evidence, facts and documents, and to make justice guilty, even though the crimes were committed 45 years ago, is not only a moral duty but also a legal one. It was enough to see with your own eyes and clearly understand how closely the evidence of the death figures of citizens and prisoners under the communist regime was tied to the concealment of their traces and to the deliberate, cold criminality of the state. The former secretary of the Central Committee of the PPSH for the political dead in Albania and Albania's current prime minister Fatos Nano, as well as the former Minister of the Interior Hekuran Isai, know very well why the death lists were made. Such was the organization of the death of the former political prisoner Havzi Nela and hundreds of other innocent citizens. It was necessary to quickly fabricate and destroy the evidence. That was the way crimes were erased and hidden. At the end of June 1988, the command of the camp-prison of Shkodra sent to the Branch of Internal Affairs of the district the nominal list, according to which there were 552 deaths there during the serving of sentences by prisoners from 1944 to 1988. The list bore protocol no. 159. According to it, the dead prisoners numbered 552 and not 573 as had been sent for this purpose by the Ministry of Internal Affairs. This difference in figures meant that somewhere 21 people were hidden. To do this, the names had to be manipulated. Why? To conceal specific crimes committed against specific people. In the pages belonging to the list, the purpose of its “correction” is made very clear. According to the commissariat correspondence, the order to prepare the nominal death lists was given by the Minister of Internal Affairs Hekuran Isai. These lists were summaries of the victims of the political regime during the period 1944-1988. They were sent to all branches of internal affairs according to the minister's order no. 0214 dated 9.6.1988. The order required that the list be sent to the Ministry by 20.6.1988. The order emphasized that the data had to be “accurate and as complete as possible” and “on the basis of archival documentation and the master register.” In cases where documentation was missing, it was ordered that “civil status registers and data from witnesses, service personnel, operative staff, doctors, etc. should be used.” But at the end of the instruction came the essence: “the lists are to be drawn up according to the model sent together with the letter.” Precisely this model has criminal value, because it deliberately omits the real cause of death, the exact place, the responsible person and the circumstances. Only the name, patronymic, birthplace, year of birth, date of arrest, date of sentence and date of death are requested. So the essence of the order is the concealment of state crime. The evidence was requested not to bring the truth to light, but to lock it into a bureaucratic table without authors or responsibility. This is the essence of the “lists of terror.” They were not made to honor victims, but to arrange alibis. And today, when the documents exist, justice has no more alibi for silence. New prospects for cooperation

At the center of the talks between President Sali Berisha and the Prime Minister of Malaysia, Dr. Mahatir Mohamed, were issues of political, economic and cultural cooperation. President Berisha, speaking after the talks, said that relations with Malaysia have seen positive development, in line with the marked growth of mutual interest. He underlined that the development of economic relations requires the concretization of joint projects and the implementation of signed agreements. The President stressed that Albania is interested in encouraging foreign investment and in the rational use of natural resources. The Prime Minister of Malaysia, Dr. Mahatir Mohamed, valued the climate of cooperation and expressed readiness to expand it into various fields, especially in the economy and trade.
