From the conference of the PD branch in Has On 7 July, the PD conference for the Has district held its proceedings at the “Pjetër Bogdani” Palace of Culture in the town of Kruma. Representatives of the PD leadership, including Mr. Rexhep Uka, as well as the chairman of the Kukës PD branch, Mr. Shefqet Bruka, were also present at this conference. In the report he delivered at the start of the conference, Mr. Man Shuti spoke about the work carried out by the sections and group sections of this branch, noting that Has has historically been a stronghold of Albanian identity and closely connected with democracy. He pointed out that Democrats had won a majority in Has in every election since 22 March 1992, including the referendum result, in which 60.1 percent voted in favor in Has. There were then numerous discussions, which brought to light several serious shortcomings in the work of the PD branch in recent times, especially with regard to its failure to function. In his speech, Uka highly praised the work and contribution of the Has Democrats to the development of democratic processes, linking this to the longstanding tradition of this region, which has historically contributed to the national cause and the struggle for social liberation. “We need to do better work organizationally,” Uka said, “so that the role and effectiveness of the PD sections and group sections can be increased. The people who lead these PD structures must be capable and committed, because only this group can increase the PD’s credibility in Has and guarantee victory in the 1996 elections.” He also addressed the important role played by publicizing achievements and increasing the number of intellectuals, young people, and women in the PD’s leadership structures in this district. Finally, the new leadership and chairman were elected. Taking into account some organizational shortcomings, as well as the duties arising from the meeting of the National Council of the DP of Albania, and following nominations and candidacies proposed by the activists and approved by the leadership, the conference delegates voted for major changes to the leadership of this branch of the PD. Those with higher education and young people formed the majority, and women made up 25 percent. Mr. Kujtim Morina was elected chairman of the PD branch in Has. Afterward, extensive discussions were held, bringing PD branch in recent times, especially the failure of some PD structures in this district to function properly, such as the Democratic Women’s League and the FRPD. Speakers also identified as weaknesses in the PD’s work in this district the failure to carry out reform of the state administration, as well as nepotism and corruption in the administration and in the various structures of this district. Speakers also raised as troubling issues several disputes over land allocation, the planned relocation of 100 families, the funding for paving the road connecting Kukës with Has, which, they said, was insufficient, and so on. Despite all these problems, the speakers highlighted most of the achievements of these years of PD government, thanking the Government for allocating German credit for this city’s water supply system, as well as for achievements in privatization and the restoration of law and order and calm, etc. Mr. Rexhep Uka then concluded his speech at this conference

120,000 shillings in aid for Albania Reported by the Austrian Press Agency APA Bregenz: The government of the Land of Vorarlberg will finance the construction of a laboratory at the Albanian Food Institute in Tirana to test fresh milk. The PS celebration of Alia’s release clearly shows that, behind the ranks of the party’s Euro-socialists and its program, the lists of the century’s crimes and new massacres—those past and those still to come—and dirty maneuvers at the expense of the Albanian people are once again concealed. There is no other way to explain the PS’s grand celebration of Ramiz Alia’s release, the architect of the genocide of the Albanian world.

Thus Majko had initiated FRESSH’s departure from Marxist theory, calling for this to be reflected in the SP program as well, which regarded Marxist theory as the basis of its ideology. This led to a harsh reaction against him, including in press leaks by SP leaders Ruçi, Pellumbi, and others, accusing him of having no right to express his views in the press without first presenting them to the party and obtaining its approval. Majko was the one who denounced the alternative draft constitution of the SP, PSD and PAD “as a third-rate product put on the market.” Naturally, the SP extremists could not stomach these “rebel” positions, so they got rid of him to keep him from getting in their way. Majko’s removal as chairman of FRESSH was a complete defeat for the SP moderates. Nevertheless, according to a statement he made after the vote, Pandeli Majko would not accept this defeat. He declared: “His replacement by Meta is an expression of a certain psychology and a qualitative revision of FRESSH. I,” Majko says, “will continue to resist by remaining within the forum and the SP.” This is nothing other than a reaction of despair on his part, because the reality of the SP leaders is a chorus in which, amid their shrill shouting, Majko’s melodious voice is drowned out without managing to attract attention. This was also foretold by the newly elected chairman, Ilir Meta, who declared: “There will be no ideological changes in FRESSH; what Majko is asking for will remain merely a worthless wish. We are [text unclear] which cannot take root in soil suitable only for thorns and brambles.” Majko’s voice was devalued; Servet Pellumbi was the one who devalued it when he said after the elections: “The individual has his role, but in this case the individual is not important; the group and the forum are.” In other words, “we manipulated” the elections and supported the extremist faction that wants Marxism. Thus FRESSH was approved by the extremist leadership, adopting Pellumbi’s ideology and “long live Marxism” [unclear].

The “ZP” newspaper published several ominous reports about Bulqiza within a single week, on June 22, 24, 25 and 27. They were authored by certain former heralds of the red nomenklatura, now social-communists. Among them stands out Abdurrahim Ashiku, who, although living in Peshkopi, gives his opinion and, through correspondence, panders to some comrades of his own ilk here in Bulqiza. By way of preface, let us inform readers that Abdurrahim was chairman of the agricultural cooperative in Zerqan several years ago. As soon as he took up his new post, he told the local villagers: “We will raise Zerqan to the highest level of socialism.” There is no point in dwelling on what happened next, since everyone knows about it. To begin with, we tell the people mentioned above that they have taken an initiative that is as typical as it is commonplace, with their slanders about the progress of democratic reforms in the Bulqiza district. As they move about in the dark world of their own imaginings, they do nothing but expose themselves. Anyone following the reforms in Bulqiza closely can clearly see that there are no extremes of poverty here, but rather optimistic achievements. Work has not stopped at a single enterprise in Bulqiza, even during these years of transition. During the years of democratic government, economic privatization reforms were launched here, and as a result, trade, municipal services, state-owned housing, and four enterprises were privatized. This activity covers 6,002 employees, of whom 1,853 work in the budget-funded sector and 3,532 in the non-budget-funded sector. The Bulqiza mine, the largest in our country, is expanding its operations day by day. As recent television reports have also stated, during the first five months of this year the mine recorded a decline in [unclear]. There has been a significant increase both in chromium extraction and in its export. In the Bulqiza district, the value of goods sold last year amounted to 567,866,000 lek, of which the largest share was rich chromium, at 538,679,000 lek. Last year, 98,950,000 lek was invested in various sectors in the Bulqiza district. Private activity is carried out here by 617 legal entities and individuals. Although it is a new district, all the necessary new local-government structures have also been established. Compare these figures with those in your reports, so that you do not shoot blindly, you “ZP” heralds, and so that you can understand that Bulqiza has no extremes of poverty, but rather visible achievements and realism. For you, slander is one side of the coin. The other side is achievements, and your aim is to undermine them through attacks on the people, destroying everything. With your deranged and perverse audacity, you are trying to return to power. That will never happen in Bulqiza, if only because we have already seen what you are like. When the local social-communists took over the leadership of the Bulqiza district, everyone knows that the mine and all of Bulqiza were gripped by endless strikes, and matters went as far as the paralysis of local government. This will not happen again, although the local social-communists are preparing new scenarios. People are becoming more and more convinced every day of who you are and what price we might have to pay for your return.

On July 7, 1995, the initiator group of Albanian intellectuals held its second meeting. The group will denounce and publicize the crimes committed in Albania by the Enverist dictatorship in 1944–1991 and bring them before the courts. With nationwide support for this initiative, the intellectuals decided at their meeting to call themselves the Independent Forum of Albanian Intellectuals, which will denounce the Enverist dictatorship for its crimes against humanity committed in Albania in 1944–1991. The meeting discussed the program and statute that will legalize the Forum. The Forum emphasized that its ultimate aim is, after the dictatorship’s crimes have been condemned, to prepare the ground for national reconciliation in Albania.
