BERISHA: “The level of relations is very good, the outlook is excellent” DEMIREL: “I appreciate Albania’s progress under President Berisha’s leadership” The friendship and very good Albanian-Turkish relations reached another high point yesterday with the visit to Albania of Turkish President Sulejman Demirel. Accompanied by his wife, Turkey’s Minister of Foreign Affairs Endal Inonu, and a group of businesspeople, and with the goodwill to develop bilateral relations, Demirel arrived in Tirana yesterday for a two-day visit at the invitation of President Berisha. 19 March 1991: Ruçi orders, “Find out who toppled and damaged the monuments and busts of E.Hoxha” Veip Proda, former deputy interior minister: Hekuran Isai was dismissed after the bust was toppled New documents EDI PALOKA A new fact fully confirms that G.Ruçi was appointed to the post of Minister of the Interior (after H. Isai was dismissed) with a mission: to use extreme violence against all opponents of the PPSH. As is now known, former Interior Minister H.Isai was dismissed from his post after refusing to carry out R.Alia’s order to fire on the people who toppled the dictator’s monuments. The reasons for H.Isai’s dismissal are clear from the testimony of former Deputy Interior Minister Veip Proda, shown on the TV screen: “He was dismissed by the Political Bureau after the bust was toppled. He was dismissed as minister too.” Proda goes on to say that the Minister’s readiness bag was offered to him, but he did not accept it. Very soon, the secretary of ... would be appointed Minister of the Interior at that time. Ruçi was appointed minister to keep the communist regime standing for as long as possible through violence and terror. The obvious facts of Ruçi’s activities, such as 2 April, the death lists, the night killings, etc., logically lead to the conclusion above, but now there is a written document that fully confirms this fact. On 19 March 1991, about a month after the dictator’s busts were toppled, in a telegram addressed to the Directorate of Internal Affairs in Tirana and its branches in Durres, Korce and Fier, G.Ruçi orders: the monuments and busts of E.Hoxha. The instructions given are not being carried out; work on these important issues was limited to a few perpetrators and to the first days, when it is required to continue and go deeper in order to identify the organizers. We insist that the tasks be carried out. At a date soon to be announced, the branch chiefs will be summoned to report. Minister Gramoz Ruçi. Note: “The instructions given are not being carried out...” Ruçi says. So, a month after the busts were toppled, Ruçi demands that the “instructions given” be implemented. He has no hesitation about the arrests of “a few perpetrators and in the first days,” but demands that the terror continue. Ruçi surely knew that hundreds of thousands of Albanians had taken part in toppling the busts, but this did not trouble him; he wanted the work to “continue and go deeper.” This is why Ruçi was appointed minister. It was soon after he took that post that 2 April, the killings and the night-time abuses took place. This is G.Ruçi, “renewed.” The secretary of the PPSH for Tepelena, Gramoz Ruci (today the General Secretary of the PS), was appointed Minister of the Interior at that time. Yesterday President Berisha and the President of the Republic of Turkey, Sulejman Demirel, held official talks at the Presidency, also in the presence of the delegation of relatives accompanying the Turkish President. President Berisha described President Demirel’s visit as friendly and very important, and as an encouraging impetus for the very good political relations between our two countries to be matched by intensified cooperation in all areas. After thanking Turkey for the aid and support it has given Albania over these three years, President Berisha emphasized that relations between Turkey and Albania have a brilliant future. In view of the achievements of the reform and the significant indicators of the country’s economic development, every opportunity exists to intensify bilateral cooperation, which promises to be fruitful in many fields, such as tourism, the food-processing industry, mining, construction, communications, infrastructure, textiles, etc. In this regard, President Berisha said that he would greatly appreciate encouragement from the Turkish Government for Turkish investors to come to Albania, assuring the Turkish President that they would find a very favorable investment environment in Albania. I greet you and wholeheartedly welcome you, Mr. President, the highest representative of the friendly and brotherly Turkish people and a distinguished friend of the Albanian nation; Mrs. Demirel; the Foreign Minister, Mr. Inonu; and the entire delegation accompanying you. I express my most sincere thanks for the kind words you said about me and my country, and for the great hospitality you are showing us. The fact that I am visiting your country for the second time within three years is an important indication of the special affection that I and the Turkish people feel for Albania. Yesterday afternoon, Prime Minister Meksi and Turkish President Demirel held a meeting at which they exchanged views on the level of cooperation between the two countries and its prospects for future development. Mr. Meksi once again expressed the Albanian government’s gratitude to the Turkish people and government for the assistance provided during difficult moments of transition, and also requested support from Turkey in the field of investment. We attach importance to economic exchanges and invite Turkish companies to participate in the projects planned for the future in the infrastructure sector. Congressman Erijet Engell from New York proposed an amendment stipulating that the lifting of sanctions against Serbia would be conditional on an improvement in the situation in Kosovo, including the establishment of a distinct identity or the creation of an international protectorate for Kosovo, a significant improvement in the human rights situation, and the creation of opportunities to elect a Kosovo government capable of fulfilling its responsibilities. This amendment is similar to the bill that Congressmen Engell and Molinari proposed last year, as well as to the provision on Kosovo in the Democracy and Human Rights Act, proposed last year by Menxhamin Gillman, chairman of the House Foreign Affairs Committee. The bill was supported by a large number of representatives, including Congressmen Molinari, Hojer, Olber, Smit, Moren and Robehaker. Kosovo Prime Minister Bujar Bukoshi praised the efforts of Congressmen Engell and Molinari and their aides to secure the approval of this amendment.

Mrs. Demirel made her first visit yesterday at midday, accompanied by Mrs. Berisha, to the National Gallery of Figurative Arts in the capital. At the gallery entrance, Mrs. Demirel was welcomed by the Minister of Culture, Youth and Sports, Teodor Laço, the mayor of Tirana, Sali Kelmendi, and the director of the institution, Alush Shima. During her visit to the gallery’s exhibition halls, Mrs. Demirel learned at first hand about the history and traditions of Albanian painting, displayed in six halls, beginning with its pioneers, who addressed the struggles for freedom and independence, and continuing up to the present day. In the gallery devoted to works by painters persecuted by the dictatorship, who sought with their brushes to break the constraints of socialist realism, Mrs. Demirel learned about one of the most difficult periods for the Albanian people and their history, about the events and censorship of that regime, which reflected…
