Thus, the Chief Justice of the Court of Cassation, Brozi, for reasons that are not clear—perhaps poisoned by some kind of dish he may have eaten, and driven by motives no one can identify—did a few weeks ago what no citizen anywhere in the world could do to his own state. Just a few days before Albania was admitted as a full member of the Council of Europe, Brozi sent dozens of faxes there, blackening every achievement with fabrications and the most absurd pretexts. Fatos Nano. One of his political feelings seems to have opposed him in the most immoral way; he undertook another action on this day, one that expresses only his political misery. Brozi wants to “do this favor” for Nano and the old political caste, thinking that this will make him appear an impeccably ideal judge. Unfortunately, the beginning of this transformation is either a sign of his political short-sightedness or a paid game on someone’s behalf. This is because everyone is now familiar worldwide with Brozi’s positions and statements against this ordinary thief called Fatos Nano. This was the first step, which people in these eventful times might well have taken for senility. Then this chief justice set about doing the opposite of everything for which he had taken responsibility only a few months earlier. Brozi, with excessive zeal and eagerness to let the opposition press use him, began a noisy campaign, often opposing every achievement of democracy in Albania more fiercely than the opposition itself. He began this campaign by releasing a drug smuggler, about whom it was widely rumored that tens of thousands of dollars had been paid to secure his release; he then continued his career as chief justice with dozens of other incidents and unlawful decisions, not to mention his statements against all the highest state officials. In this dizzying rush, lured also by the stimulating effects of photographs and articles in street-corner newspapers, Chief Justice Brozi decided to become, as he put it, the only knight of “pure justice” in Albania. To that end, he chose a highly original path: demanding the resignation of the country’s highest officials and accusing them without any real evidence or basis. These are accusations unworthy even of an ordinary person, let alone a chief justice. Being a deputy also grants you immunity. But immunity, which some are abusing, must not be turned into a shield against criminal responsibility for crimes its holder may commit. I consider it a great victory for democratic power that the way is being opened for the Albanian justice system to hold accountable anyone who breaks the law, whether a former or current officeholder ... This (the lifting of immunity—editor’s note) would be a significant act for a people like ours, where 3–4 years ago a peasant who took a sack of potatoes from the cooperative’s field was sentenced to prison, while ... (The text here is corrupt/unclear.) ... the Albanian state’s efforts in building the rule of law in Albania. (But this ... the former social system, and this thanks to the transparency ... all those ... justice ... of this European body, whose members had themselves visited Albania and were finally convinced that considerable progress had been made here in this field, and that the situation was not as Chief Justice Brozi might portray it.) But this chief justice ... while the big thieves remained at liberty with black Mercedes cars and sat peacefully in their armchairs, with no fear that they would ever have to answer before the law. But the truth and justice may be delayed, but they are not forgotten. And may the “example of today” (the lifting of F. Nano’s immunity—editor’s note) be one of the fairest acts, one of the ... Personally, I will be determined to enforce the laws without tolerance toward anyone, regardless of political affiliation. In fact, I would be stricter with Democratic Party officials, including myself, whenever ... But this chief justice ... Chief Justice Brozi, for reasons unknown, has decided to come to the defense of an ordinary thief who, not by chance, after stealing, was ordered to lead the PPSH under an honored name. Thus, with his request addressed to the Plenum of the Court of Cassation, Brozi is seeking Fatos Nano’s release; and, considering his statements on this matter, this constitutes Brozi’s final act as a judge and as ... Fatos Nano. Thus, given the contradictions between Brozi’s former role as prosecutor in the Nano case and his present role as Nano’s committed lawyer, it is easy to understand that Brozi will lose this game. Moreover, Brozi’s defeat in this game, perhaps contrived in some office that reeks from afar of mold and crime, is further confirmed by his inconsistency even on matters that concern him personally. It was Brozi himself who, in his speech to Parliament on 27 July 1993, at the session on lifting Fatos Nano’s immunity, after passionately arguing for the removal of Nano’s immunity, went on to state publicly that he too would waive his immunity as a deputy whenever the justice authorities needed him. This fact alone is enough to reveal his inconsistency, since we are all witnesses to what Brozi did only a few months later in Parliament, solely to prevent his immunity from being lifted—an action that would have cleared the way for justice to investigate him. I believe this is enough to learn the truth about this chief justice, who openly seeks to defend petty thieves who, after committing this shameful act, want to exploit it politically to advance their careers. Thus, by this act Brozi does nothing but demonstrate his moral and political crisis, which has brought him to the point where, out of love for Nano, he betrays himself. N.Gj.

Yesterday, President of the Republic Sali Berisha received OSCE High Commissioner Van Der Stoel, with whom he discussed the grave situation of Albanians in Kosovo and the rights due to Albanians in Macedonia in accordance with international standards. President Berisha expressed Albania’s concern over the worsening situation of Albanians under Serbian occupation in Kosovo and stressed the need for the OSCE and the international community to be more active in protecting the human and national rights of the Albanian population there. Silence and ignoring this reality are the worst way to resolve the Albanian problem in Kosovo, the President said. The President congratulated Commissioner Van Der Stoel on the efforts he is making to ensure that Albanians in Macedonia receive an education in accordance with international standards. The education of a population is never a threat to anyone, he said. Resolving the issue of secondary education for Albanians and legalizing their university will help increase ethnic understanding in Macedonia and the stability of that country, just as we are convinced that this depends on the recognition and guarantee of the human and national freedoms and rights of the Albanians living there, as well as interethnic understanding in this Republic. Dialogue between the Macedonian government and the Albanians, as well as the latter’s participation in official institutions, is the best way to find solutions to the problems that arise. Commissioner Van Der Stoel congratulated President Berisha on Albania’s entry into the Council of Europe and on the major changes now evident in Albania.

The President of the Republic, Mr. Sali Berisha, received the Commander of the U.S. Sixth Fleet, Vice Admiral Donald Pilling “I am very pleased to welcome you,” President Berisha told Vice Admiral Pilling, wishing him welcome. “I greatly value military cooperation as an important part of the comprehensive and friendly cooperation between our two countries. I would like to thank the American Government and the Pentagon for the valuable support and assistance they have given our country over these three years. The joint maneuvers with the Sixth Fleet,” President Berisha said, “are an event of important significance for our cooperation in the military field.” The Commander of the U.S. Sixth Fleet, Pilling, assured President Berisha that his government attaches great importance to cooperation between our two countries in this field and that it will continue to grow in the interests of peace and stability in the region.

. As we have reported, an Albanian government delegation headed by Prime Minister Aleksander Meksi is continuing its visit to Romania. The delegation also includes the Minister of Mineral and Energy Resources, Abdyil Xhaja, the Minister of Industry, Transport and Trade, Albert Brojka, and ... Deputy Foreign Minister Arjan Starova. Yesterday morning, talks were held between the Albanian and Romanian delegations, headed by Prime Minister Meksi and Romanian Prime Minister Vakaroj(u). Both sides assessed the relations between the two countries to date and expressed their willingness to deepen and further expand them. Following cooperation in all fields, both sides agreed on coordinating policy. The exercise, “Eagle Rescue Sarex ’95-2,” is considered by military experts, given the large number of participating forces and equipment, to be the largest and most important exercise held in Central and Eastern Europe.
