This is not the first time Jupe has made himself ridiculous with his drastic “changes” in outlook and opinion, but this latest one is among the most spectacular. In yesterday’s leading article in “ZP,” H. Jupe portrays Zef Brozi as the hero who “is making efforts to liberate Albanian justice from the anxiety caused by pressure from the political powers.” Jupe writes these words after Brozi, completely forgetting that he is a judge and not a servant of immoral politicians, declares that Nano is innocent. It is this metamorphosis of Brozi that shows that today Albanian politics is guided entirely by medium-term interests and objectives, by the interests of ... “Mr. Brozi,” precisely regarding the above: “Mr. Brozi’s latest act of refusal has its causes, its meaning, and its consequences. First and foremost, it is a de facto declaration of the truth that THE PRESIDENT OF THE COURT OF CASSATION NO LONGER HAS EITHER THE LEGAL OR MORAL RIGHT TO DEAL WITH A CRIMINAL CASE, because he has given his verdict on it before it has been brought to trial in the court he heads... This calls to mind the efforts of A YOUNG WOMAN WHO PUBLICLY DECLARES HER ORGIES, hoping that in this way she will appear virtuous. Now both Jupe and Brozi have nothing left to do but find each other’s “lost honor.”

What is this show by Brozi? An open alliance with the PS, old debts to it, a politicized view of the matter, compulsory service to Marxist clans? Or has Brozi confused the seat of the Court of Cassation with that of the PS? It is not said without reason that, after Nano’s limit (as Brozi puts it), Brozi is expected to take the place of the PS secretary-general, Gramoz Ruçi. . What is this show by Brozi? An open alliance with the Socialist Party (PS), old debts to it, a politicized view of the matter, compulsory service to Marxist clans? Or has Brozi confused the seat of the Court of Cassation with that of the PS? It is not said without reason that, after Nano’s limit (as Brozi puts it), Brozi is expected to take the place of the PS secretary-general, Gramoz Ruçi. The Ministry of Justice, which sees the prospect of establishing the rule of law through the unconditional limitation of ordinary thieves? This is what this “champion of justice” is at heart: the author of stale declarations against all the state’s senior representatives, turning into a source of disinformation and political ruin. Without any facts or reasoning, he calls for Prime Minister Meksi’s resignation, simply to join the chorus of the PD’s political opponents, simply to bring reform to a halt and create the most favorable conditions for the Communists’ return to power. He then seeks a legal basis for releasing Nano, accused of large-scale theft. For some time now, Brozi has stepped beyond the bounds of judicial impartiality, moving toward a close connection with Nano, as a political inspiration but also as a spiritual inclination, as a political class, and for many other reasons; this hardly defines Brozi as chief judge, but instead puts him in the role of an old Party of Labour militant. But really, who is this man who is making life difficult for Albania? Who seeks to usurp justice by Communist methods, who has become a lawyer for evil, who demands everyone’s resignation, who insists on releasing thieves, who is trying to strike the pose of a champion of justice, of someone persecuted by the state and of the press’s most popular figure—and ... persecuted by the police? “Look out for Zef Brozi,” they would say over in his neck of the woods. But if one looks beneath the surface of the “Brozi phenomenon,” it is not hard to understand Brozi’s conduct. We all remember Brozi’s unrestrained attack on Nano as a member of parliament, during the parliamentary debate on 27 July 1992 about lifting Mr. Nano’s immunity: Brozi’s legal oratory in that session against Nano, accused of corruption, as he insistently called for his prosecution. Yet now, two years later, Brozi, President of the Court of Cassation, is asking the Cassation Plenum to support his request for Nano’s release?! What is this show by Brozi: an alliance with the PS, old debts, a politically biased view, compulsory service to Marxist clans—or has Brozi launched a battle with the Court of Cassation over the PS, and, after Nano’s release, is he expected to take the place of PS Secretary-General Gramoz Ruçi? Yesterday, Prime Minister Meksi returned from Bucharest after a working visit to Romania. During his three-day visit to Romania, the protocol of the second session of the Albanian-Romanian Joint Governmental Commission for Economic, Industrial and Technical Cooperation was signed. The document sets out the objectives for cooperation in various fields. The Albanian prime minister’s visit to Romania further encouraged relations between the two countries, marking another milestone in Albanian-Romanian relations.

At the invitation of the Minister of Foreign Affairs, Mr. Alfred Serreqi, Slovenia’s Minister of Foreign Affairs, Mr. Zoran Thaler, will pay an official visit to our country on 20–21 July 1995. During his stay in Albania, Mr. Thaler will hold official talks with his Albanian counterpart, Mr. Serreqi, and will be received separately by President Berisha and Prime Minister Meksi. Strengthening bilateral relations in all fields, exchanging experience on the processes of European integration, and the situation in the region will be at the center of the discussions.

Mr. Zoran Thaler was born in 1962 in the city of Kranj, Slovenia. He completed his higher education at the University of Ljubljana, Faculty of Political Sciences, Department of International Relations. In 1990, he was elected as a deputy, nominated by the Liberal Democratic Party, and was re-elected in 1992. From 1990 to 1993, he served as Deputy Minister of Foreign Affairs. From 1993 to January 1995, he served as Chairman of the Parliamentary Committee on Foreign Affairs. Since January of this year, he has been appointed Minister of Foreign Affairs. He speaks English, Russian and German. He is married and has one child.
