Compatriots affected by the tragic situation in our country, who suffer in the cells of Italian prisons, were created as a hope for the future for many young Albanians. In those difficult times, as early as the beginning of 1991, a group of friends voluntarily came together to help the poor Albanians. This would bring not only more voice and support, but also a “Voice” that took upon itself the truth about them.
The holders of the criminal case and the judicial police officers from June to July 1991, as well as the Bari prosecutor’s office, arrested a group of citizens by order of the Albanian government, accusing them severely. In the subsequent trial it emerged that most of the actions had been carried out on the basis of unfounded complaints, poorly translated and distorted. Italian lawyers testified that many of the defendants had no connection with the offenses attributed to them.
At the same time, the name of Fatos Nano was included in the scheme known as ‘Trame’, a file that was exploited politically. Various materials, later withdrawn testimonies and contradictory statements were presented as evidence. According to the defense, none of these constituted valid criminal evidence.
Representatives of the Italian judiciary declared that Penalia was innocent and that in some cases the authorities had acted ‘according to the requests of the Albanian government’. It is precisely this formulation that has raised strong doubts about the political use of the case. The procedural notes mention links, contacts and intermediations in which the names of Alia, Nano, Pernolla and Sclja appear.
Other documents speak of telephone calls, interventions and coordinated movements between Tirana and Italy. According to the article, these facts overturn the official version and place the emphasis on the responsibility of those who built the accusations. The case is presented as an example of political fabrication and the use of the justice system for the purposes of power.
Shared desire to strengthen Albanian-Italian relations

On 23.07.1995, the delegation of the Democratic Party of Albania, led by Mr. Pjetër Arbnori and Mr. Aleksandër Meksi, during a working visit to Italy held important meetings with well-known figures of Italian politics, such as Mr. Giovanni Maria Bellu, chairman of the Foreign Affairs Committee of the European Parliament, Mr. Giorgio Benvenuto, secretary of PDSI, Mr. Cioffi of PDS, Mr. Francesco de Lorenzo of the Italian Liberal Party, Mr. Francesco Rutelli of the Radical Party, Mr. Paolo Flores d’Arcais of the magazine ‘Mikromega’, as well as with representatives of Italian institutions.
During these meetings the traditional relations between the two countries, democratic developments in Albania, as well as the need to intensify economic aid and cultural cooperation were discussed. The Italian representatives expressed particular interest in Albania’s political stability and in the continuation of reforms.
The Albanian delegation emphasized the importance of a long-term partnership with Italy, support for European integration and the encouragement of investment. Both sides appreciated the good climate of dialogue and underlined that regular political contacts are a necessary condition for deepening relations.
Rajesa is convicted
Borz Raljciol pa[?]qjafjesëm[?]e ordinari Nano, according to Italian justice law, is accused of being accepted. Rajesa’s lawyer asked the Rome Court to declare the arrest warrant invalid, claiming that it had been issued on the basis of inaccurate evidence. The court, after examining the documents, decided to reject the request and leave the security measure in force.
According to the decision, the file contains sufficient elements to continue the criminal proceedings. The defense announced that it would appeal, while the prosecutor’s office stressed that the investigation would continue in order to clarify the links with the ‘Trame’ case. The article emphasizes that the decision has provoked political and media reactions both in Italy and in Albania.

Statement of the Government of the Republic of Albania
The Government of the Republic of Albania considers it unacceptable that, in the name of humanitarianism and international law, double standards be applied to Albanians. The statement says that the international community must show firmness toward human rights violations and toward efforts to destabilize the region.
According to the document, Albania supports peaceful solutions and respect for the sovereignty of countries, but it cannot remain silent in the face of discrimination against Albanians. The government expresses concern about developments in Kosovo and in other areas where Albanians live, calling for greater attention from international organizations.
The statement ends with a call for dialogue, for the preservation of peace, and for equal treatment of all nations in the Balkans.
The mercenaries of Belgrade
On the day when in Tirana the socialist Neritan Ceka was dealing with the problems of suffering on the international scene of the deputy chairman of the nationalists, he was sending a telegram to the Serb leader of the Bosnian Parliament. In other words, the socialist Ceka was part of the Serbian political leadership with the aim of stabilizing before his own parliament a program for some kind of Bosnian-Serb federation or alliance, which would give breathing space to the chances of Serbian aggression in Bosnia.
Thus, this could not by chance be an official invitation for the occasion when Neritan Ceka appeared on the anti-Albanian platform. Such cases are not accidental. They express the political line of a part of the opposition which, clinging to narrow interests, harms the national cause.
The article accuses Belgrade of using political and propaganda mercenaries in Tirana to soften its international isolation. According to the text, these efforts are linked to the Bosnian crisis and to the attempt to legitimize Serbian aggression.
Statement by the spokesman of the Government of the Republic of Albania
No, it is not true that the determination of the government’s process on the property issue was made in a one-sided manner. The government spokesman states that every decision was taken on the basis of the law and after the relevant consultations.
According to him, the opposition’s accusations aim to distort reality and create confusion in public opinion. He emphasizes that the government remains committed to transparency and the implementation of reforms, while any intentional misinterpretation of official documents runs counter to the public interest.
In the end, the spokesman calls on the media and political actors to respect the facts and avoid manipulation.
