The 4th conference of the PD branch in Gjirokastër, which held its proceedings in the “18 Shtatori” cinema, approved the report of the Branch Council on activities during the January–June 1995 period. During the discussions, the commitment of the party structures to expanding the base and strengthening relations with the electorate was emphasized.
The report and the speeches of the delegates highlighted the need for more of a spirit of cooperation, for greater organizational effectiveness, and for bringing intellectuals, young people and women closer to political activity. There was also discussion of the problems of local administration, the economic situation and citizens’ expectations regarding reforms.
The General Secretary of the PDSH, Prof. Dr. Tritan Shehu, greeted the proceedings of the conference and dwelt on the need to select leaders who know how to give, communicate and represent the democratic alternative with dignity. He stressed that the party must rely on capable people, with integrity and the will to serve.
In conclusion, the conference elected the leading bodies and defined the main objectives for the coming period.

The press, the profit era was emerging and the internationals were talking about a major political meeting with all Albanians who had emigrated. Then the communist leadership hastened to find a solution. The next day the head of government, Nako, came out with a proposal to postpone the review of the issue. The following day he returned from Korçë and began contacting his comrades. The next day the Political Bureau met. At this meeting Ramiz Alia declared that he was moving toward solving the problem in a completely different language from that of the previous days. In fact, he was preparing for a decision forced by the internal situation and international pressure.
He spoke of the need to avoid isolation and of a more careful approach toward Europe. In his words there was caution to preserve the system, but also a silent acknowledgment that Albania could no longer remain outside the processes that were changing the continent. This meeting and the relevant document shed light on the way the nomenklatura of the late 1980s and early 1990s perceived the CSCE and the political consequences of drawing closer to it.
At that time, every move was seen not only as foreign policy, but also as a matter of survival for the regime. The document testifies to the official language, the fear of change and the attempt to keep control over developments. It is an important testimony for the political history of Albania’s transition.

A German reconstruction bank in Albania
President Berisha received yesterday Mr. Manfred Shuler, President of the German Reconstruction Bank. During the conversation, President Berisha praised as a valuable contribution to the Albanian economy the interest of this bank in investing in Albania. The President stated that economic reforms and privatization are creating a favorable climate for foreign investment and for strengthening the role of Albanian entrepreneurship.
The interlocutors also discussed the possibility of cooperation in the banking sector and in infrastructure. It was emphasized that German experience could be of special value for Albania in this phase of economic transformation. For his part, Mr. Shuler praised the progress made so far in the reforms and expressed readiness to support concrete development projects.
He underlined that political stability and the legal framework are important factors for foreign investors. The meeting took place in an atmosphere of mutual understanding and appreciation.
A German reconstruction bank in Albania
The foreign investor, secure, is faced with the skepticism of the domestic market. Financial cooperation and lending to small businesses remain the main challenges for the Albanian economy in transition. Developments in the banking sector are seen as part of a broader framework of reforms, where institutional credibility and transparency will determine the pace of investment.

At the decoration ceremony held yesterday at the presidency, Bardhyl Caco’s contribution to the democratic movement and to Albanian public life was recognized. His role in the difficult moments of the transition and his dedication to the values of freedom and pluralism were emphasized.
Those present at the ceremony expressed gratitude for his work and underlined that this high title is a well-deserved recognition.

Yesterday the new criminal procedure code came into force. The first documents have also been released, as our correspondent in the city of Durrës reported. During the past month, the bylaws for implementing the reform have also been prepared. On this occasion, jurists and prosecutors emphasized that the new procedural system brings Albanian legislation closer to European standards.
From this perspective, the entry into force of the code is seen as an important step toward integration and the strengthening of the rule of law.
