Our goal is to speed up and improve the process of property return and compensation

-With the unwavering conviction that we will have sent all the additional documents for the compensation of the 150 landowners and we are waiting for the application of the procedures under the subsidy and bank law, to stimulate return and the development of agriculture. Question: The issue of property return and compensation is still an unresolved problem. The PD and its government have in fact taken this issue seriously, because it touches on two important problems: first, the restoration of a right denied by force and unjustly by the communist regime, that is, a constitutional right; and second, this problem affected and will affect the process of privatizing property and increasing productivity in our economy. For this reason, the Albanian government has addressed and continues to address the issue of property return and compensation with care and responsibility. Special laws and by-laws have been approved, the national commission for property return and compensation has been established, as well as the relevant commissions in the districts. Thousands of requests have been reviewed and in a significant number of cases decisions have been made. Of course, the process has difficulties, because the issue is very complex, due to the lack of complete documentation, conflicts created over the decades and the intertwining with other economic reforms. Nevertheless, our goal is to accelerate and improve this process, while respecting the law and equality before it. Question: What are the main obstacles? Answer: The main obstacles are related to the lack of ownership documents, bureaucratic delays, overlapping competencies and the financial inability to provide immediate compensation in all cases. But we are working to strengthen the legal and institutional basis and to create more efficient mechanisms for resolving the issues. Priority will be given to the clearest cases and the most affected categories. At the same time, different forms of compensation are being considered, including physical compensation where possible, and financial compensation when direct return cannot be achieved. Question: How is this linked to economic development? Answer: A fair solution to the property issue creates legal certainty, encourages investment, helps privatization and increases the owner’s responsibility toward the land or property. This is especially important for agriculture, tourism and other sectors where clear ownership is a condition for development. Therefore, we are cooperating with financial institutions and preparing support schemes so that owners and lawful users of property can benefit from credit and other facilities. The government remains determined that this process should move forward at a faster pace and with better legal standards.

President Berisha on the recent events in Croatia

President of the Republic Sali Berisha was decorated yesterday with the Grand Commander of Merit of the Order by the acting president of the Order of Malta, prince and grand master Frexh Princi von Lobkovitz (this is the ceremony which took place at the Palace of Brigades) President Berisha on the recent events in Croatia. Following the Serbian events in Knin and the massacres in the Croatian enclaves, the war started by the Serbian armed aggression against Croatia is coming to an end. This event, which restores peace in Croatia through the liberation of its territories, constitutes a very important development for peace and security in the Balkans and Central Europe. The conflict started by the Serbian aggressors against Croatia as well as the conflict in Bosnia-Herzegovina is coming to an end. It will end with the restoration of peace and with the return of hundreds of thousands of refugees to their homes, in Croatia and in Bosnia. I condemn any action by the Croatian armies that would have the aim of taking revenge on the Serbian civilian population. I call on the Croatian authorities to respect the freedoms and rights of the Serbian minority in Croatia, just as I call on the Serbian authorities in the regions of Bosnia not to carry out acts of revenge against the Croatian and Muslim civilian population. In order to prevent the widening of the conflict, the Albanian government and the Albanian army have taken all measures to close Albania’s border with the former Yugoslavia. This measure has been and is dictated by the need to prevent Albanian territory and Albanians from being used for any kind of conflict or expansion against the former Yugoslavia. Albania and its government have maintained and continue to maintain the same position on the conflict in the former Yugoslavia: its resolution through peaceful means, respect for the peoples’ right to self-determination, non-violation of borders and non-interference in the internal affairs of nations. We have been and remain convinced that peace cannot be based on the denial of the freedoms and rights of peoples and nations and that calm and stability in this region can never be built on terror and genocide. We welcome the end of the military actions in Croatia and are of the opinion that the liberation of all Croatian territories, the restoration of peace and security and the start of free elections will serve peace and stability in Croatia, in the former Yugoslavia, in the Balkans and in Europe. A military delegation departed for the USA

An American logistics delegation in our country Yesterday a military delegation, made up of the Deputy Minister of Defence and the commander of the Logistics Force, departed for the United States of America for a 5-day working visit. According to the official announcement, the delegation will hold meetings at the Pentagon and other American military structures to discuss bilateral cooperation, logistics modernization and personnel training. At the same time, an American logistics delegation is in our country, holding meetings with Albanian authorities on the needs of army reform.
