The meeting President Berisha held with local-government officials, whose main subject was the implementation of the PD National Council’s decision on physically compensating owners of plots and agricultural land with land in coastal tourist areas, was distinctive because it went beyond the scope of an ordinary meeting of state leaders at the central and local levels. It opened up new horizons, setting out broad prospects for the economic and social development of our country and addressing and resolving the weighty interests of a segment of the population trampled underfoot by the communist regime, such as landowners. This recognition and initiative, of great value and bringing many-sided benefits, bears witness to a historical truth. The entire history of social development has emphatically demonstrated that the seriousness of a party in power depends on the program it has managed to devise, with which it presents itself before the people and its electorate (the promise it makes), and on its implementation in practice (the promise it keeps). All political, economic and social developments under democratic governance attest to the undeniable truth that the PD, even under the communist regime. It is also a matter of rational economic solutions. Not only does it compensate owners economically and morally with desirable land, but it also opens up prospects for the economic and social development of the country’s entire coastal area, and particularly for the development of tourism, this jewel of Albania. It is a fact that for 50 years the Albanian coast remained neglected and unused. And who better than the Albanians themselves to appreciate and put to use 420 km of coastline, nature’s unparalleled gift? Many properties returned to former owners have today been completely transformed, thanks to the skills, tastes and efforts of the owners themselves and the connections they have established with foreign investors. In this sense, granting tourist land to former owners as compensation will create new scope for progressive development in the coastal area and will bring the tourist regions of our country into the process of “Europeanization.” Foreign investors, too, with their capital, skills and plans, will know where to go, which “door” to knock on, how to come to an understanding and cooperate. In this way, the partnership that has been missing on the coast... President Berisha’s initiative to take concrete steps to implement the law on the restitution of land and to provide former owners with genuine physical compensation in the form of plots in tourist areas is also a necessary and timely step. There have been former owners who... The country’s population. With this initiative, the PD also takes into account the interests of the land’s former legitimate owners; therefore, it decided to compensate them genuinely, in value and physically, according to their wishes, with securities and with plots in tourist areas. And given our country’s specific economic and social circumstances, this is a just, historic decision. With this, the PD once again shows that it is a party of great hopes, which holds the principles and laws of democracy sacred and declares property sacred and inviolable. Every honest person and true democrat in Albania understands and welcomes this. Only certain groups and extremist elements, short-sighted and ill-intentioned, who make a noise and do not understand Albania’s economic reality and that of the Albanian countryside, or the historical prospects for Albania’s successful economic and social development, refuse to understand it. There have been former owners who foreign investors, with their capital, assets and plans, will know where to turn, which “door” to knock on, and with whom they should reach an agreement lacking on the coast will be established naturally through counterpart entities negotiating with one another on the basis of mutual interest and the principles of the market economy. Statement from the Ministry of Health and Environmental Protection In connection with the rumors circulating in the Italian mass media about a cholera epidemic in Albania, the Ministry of Health and Environmental Protection clarifies: The Ministry of Health and Environmental Protection is closely monitoring the epidemiological situation for all infectious intestinal diseases, including cholera. The most recent case of cholera in our country was reported in November 1994. Since then, the Ministry of Health and Environmental Protection and its subordinate agencies have carefully organized the monitoring of drinking-water cleanliness, chlorination, etc., as well as food inspections. In addition, all cases of diarrheal illness have been given special clinical and laboratory monitoring. Seminars, meetings and inspections have been held in the districts, and specialists have been instructed in possible diagnosis and rapid reporting. The Ministry of Health and Environmental Protection reconfirms that, from last year’s epidemic until today, there have been no cases of cholera. The reports spread by the Italian mass media are untrue.

Last Friday, the 4th conference of the DP branch in the Mirditë district held its proceedings in the hall of the Palace of Culture in the city of Rrëshen. “We must instill in the minds of honest people that they must not allow themselves to be swallowed up by neo-communist deception,” among other things, said the report delivered by Mr. Gjon Noka, chairman of the DP branch in Mirditë. To achieve this, he emphasized the organization, functioning and expansion of the party’s base; strengthening the party’s ties and cooperation with democratic governance; distancing the party from individuals or party officials who fall outside the dignified representation and program of the DP; making concrete proposals for future candidates; and publicizing the DP’s achievements, etc. The conference stressed that good work had been done to implement the decisions of the national meeting in April ’95 concerning the grassroots expansion of DP sections. Thus, alongside expanding sections with new members, new sections were also established in Munas, Rrësh, Eper, Van Shkqjen, Nderfone, Kulme Sheshaj, etc. The conference spoke highly of the branch sections in Kaçinar, whose work was also reflected in the election results, while the Kthelle, Orosh and Fan group sections were mentioned as having performed poorly. As illustrated by the figures, the work of the DP branch in Mirditë was deemed positive compared with previous years. Whereas 124 new members joined the party in 1994, 198 new members have been admitted this year alone. The conference stressed that strengthening and expanding the DP’s base was of particular importance. This would make it possible to increase the electorate and, consequently, strengthen democratic governance all the way down to the grassroots. This is essential, the conference said, because wherever the DP holds power, more visible progress and results are being achieved. Without even mentioning what the free private initiative has brought to everyone, local government has been visibly committed to paving the way for investment. Thus, over the past two or three years, considerable investment has been made in infrastructure, social and cultural facilities, etc. There are many examples: the Rreshen water-supply system, Fierze-Rrasfikut, Sheshaj-Jezullit, Ersepit and Kurbeneshit, as well as work that has begun on refurbishing the Rubik water-supply system. The heavy traffic of private cars was accompanied by the asphalting of the Milot-Rubik road, which is several kilometers long. The two ring roads of Rubik are also at this stage of development—an old dream dating back to the socialist era. In implementing the reforms advocated by the DP, far-reaching socioeconomic transformations have taken place in the Mirditë district. Thus, the Mirditë farmer has now become master of his land. Land in this district has been distributed almost 100 percent, and 8,000 of the 8,123 families have received title deeds. Yesterday, on the occasion of the departure of the first Albanian peacekeeping company for the USA, a ceremony was held at the peacekeeping forces’ training center, at the non-commissioned officers’ academy in the capital. The Minister of Defense, Safet Zhulali, and the US Ambassador to Tirana, Jozeph Liek, took part in the ceremony. Defense Minister Zhulali met with the first peacekeeping troops of our army, wishing them success and all the best. A ceremonial march-past was also held on this occasion. ATSH

. Yesterday, the American ship USS Aleksander Dallas arrived at the port of Durrës. The ship is of the Hamilton class, with high endurance and cruising speed; it is ready to carry out humanitarian, military and police operations, as well as other environmental missions. After the ship was welcomed with a military ceremony, a meeting was held aboard. The commander of the USS Aleksander Dallas met with Rear Admiral Kucana, as well as with the deputy chief of our army’s General Staff, Major General Armand Vincani. During the meeting, they discussed the very good relations between our two armies, as well as cooperation and joint operations between our naval forces and the US naval forces.
