Albanian ministers have asked that Kosovo be granted a favorable trade status with the countries of the European Union, which would help overcome the difficult economic conditions in Kosovo. This was made known by a spokesman for the European Commission in Brussels. The Minister for Economic Relations with Foreign Countries, Dashamir Shehi, is taking part in a conference in Trieste where the economic problems of the countries of Southeastern Europe are being discussed. Speaking about Kosovo, Shehi said that it is necessary for the European Union to devote more attention to this region “as a part of Europe that is going through one of the most difficult periods in its history.” Shehi also said that “an economic development program to create stability in a strategic area would serve security in Europe.”
Kosovo has enjoyed no form of autonomy since its abolition in 1989. While the economic sanctions imposed by the UN have cut trade links between the Serbs and other neighboring countries, at the beginning of this year the European Union raised the “outer wall” by prohibiting vehicles with Serbian license plates from importing goods into member countries. As for the efforts of the Bosnian Serbs to break the arms and oil embargo through the Danube, the Commission spokesman, Nikolaus van der Pas, said that the Commission is maintaining a “vigilant stance.”
Now that the war in Bosnia is nearing its end, he said, the embargoes and controls must continue so that the war does not resume. Foreign Minister Alfred Serreqi has also asked that Europe’s highest financial institution, the EBRD, offer softer loans to Albania. An EBRD spokesman said that member status in this institution does not prevent Albania from benefiting from soft loans. Such a request was submitted on Monday at the EBRD annual meeting by Prime Minister Aleksandër Meksi. Finance Minister Arben Malaj has also asked that the EBRD increase loans for Albania.

The latest speculations about the figure of Fatos Nano (91) are claiming that the hopes of the Socialist Party and of the opposition more generally have shifted from F. Nano to the modernized politician. Does the socialists’ move into the fold of the “constructive opposition” have any connection with these changes in the tail ends of the PS? If there had been such a “shift” from the revitalized top politician of the PSSH, he would not so openly and so often dismiss the thesis of the “communist plot,” nor would he so clearly distinguish between the “block men” and the “reformists.”
According to data that cannot be called official, the PSSH is working on the creation of a “left front,” which should be interpreted not only as an effort to include all possible wings of the old and new left electorate in the movement, but also as an expression of efforts to enlarge its social base. This formula, which once successfully served the socialists’ victory in Spain, is showing possible use in Albania. The ambition of the “left front” is also created by the need to distance itself in the eyes of public opinion from the label of the “party of the heirs.” On the other hand, this “front” can serve as a space for the rehabilitation of certain figures and for attracting radical elements. Krizaon, in the poorest north of the former Yugoslavia, more and more openly proclaimed steps are being taken regarding the demands of Kosovo Serbs for the settlement in Kosovo of “a part of the Serbian people” or of the poor people coming from Croatia. In the north of Kosovo, the policy of reducing the Albanian population and changing the ethnic composition is being advanced.
The latest plan to colonize Kosovo with Serbs from the countries of the former Yugoslavia by the Serbian chauvinist forces has taken concrete form with the announcement that 5,000 families will be settled. This number of settlers, according to statements by Serbian officials, will be only the first phase of this operation. According to their plans, tens of thousands of settlers are to be placed in Kosovo. In order to understand the meaning of this decision, it is enough to mention that on the territory of Kosovo there are currently around 250,000 Albanian refugees who have come to find shelter from the war in Bosnia.
According to Albanian analysts in Prishtina, this plan is part of a long-term strategy by Belgrade to change the ethnic structure of Kosovo through systematic colonization. The settlement of Serbian settlers in Albanian lands is presented as a “humanitarian” measure, but in essence it aims at a slow demographic cleansing and the political control of the province.

Expressing our concern regarding the efforts of the Serbian forces to colonize Kosovo, we call on the international factor to intervene in time to prevent the serious consequences that this action could bring. The settlement of Serbian settlers on the land of Kosovo constitutes a serious violation of the national and human rights of the Albanian population and a serious threat to peace and stability in the region.
We ask international organizations, democratic governments, and world public opinion to exert pressure on Belgrade to abandon this dangerous policy. Only respect for the legitimate rights of the Albanians of Kosovo and the restoration of democratic freedoms can create conditions for a peaceful and lasting solution.

Do the socialists in Shkodër have more reason to rejoice because of a staggering figure? The present democratic government in this city and district cannot be denied.
The agricultural situation in the district of Shkodër, as far as yields and production are concerned, is a known reality. Increased investments, the road network, electricity, drinking water, and infrastructure interventions are arguments that the opposition overlooks. To say that “the PD has lost Shkodër” is more wishful thinking than fact.
