Our message must be a message of tolerance and understanding
President Berisha's speech to the PDSH parliamentary group
Human tolerance and understanding
First of all, it is necessary, even though it is entirely for your country and for the progress for which I thank you for this intensity of work. Now, to achieve dialogue with international actors and to raise their awareness in order to unblock the crisis, a very great deal of work and very serious effort has been done. The pre-election campaign, and the current campaign as a whole, are being covered negatively, and this is a concern about which we must calmly analyze what our message is that we must convey to foreign institutions.
It is necessary and very important for us to convey to these institutions our message of tolerance and understanding. Not of force, of the rule of law and of their support for our joint efforts to consolidate democracy in Albania, but also to convey to them our message of tolerance and human understanding. Let us present ourselves with dignity before them if we open the way to respect and human understanding. These values of humanity must be valued not only by us, but also by our political opponents.
I understand that such a stance may be misunderstood or considered a lack of resolve to continue with our program. No! But what we have achieved or are trying to achieve through these values is much more long-term, much more important for the country. Today we must create a different climate in Albania. First, the government must show its determination to implement the laws of this country, its determination to bring before the law every person who has violated the law, regardless of which political force they belong to. So, through this, we show all institutions that we are determined to enforce our country's laws. We must take clear steps toward tolerance and dialogue, while at the same time maintaining a firm stance in law enforcement.
Albania's problems are very large. Dialogue with the opposition, relations with international institutions, preparation for local elections and the consolidation of institutions require maximum responsibility from everyone. I ask you to be guided in every action by the interests of the country and by the need to calm the political climate. This does not mean abandoning the truth, but defending it calmly, with civility and with trust in institutions.
On the other hand, we must be open to any serious proposal that comes in the service of reform and bringing the parties closer together. Albania needs stability and a better image before the world. This is achieved through maturity, mutual respect and the ability to distinguish the national interest from narrow party interests.
The Democratic Party responds to the Socialist Party's call for dialogue
The democratic side responded positively yesterday to the Socialist Party's proposal, which a day earlier had asked the PD to hold a bilateral meeting to restore official dialogue on electoral reform issues. A formal start to the talks would be preceded by an informal meeting between PD parliamentary group chairman Tritan Shehu and the chairman of the Socialist parliamentary group, with the aim of getting to know the other side's positions. A bilateral meeting would be the proper place to discuss the inclusion of other issues on the agenda, say Democratic sources. This proposal, although it was brought to the attention of the chairman of the Socialist parliamentary group, Rexhep Meidani [?], in a letter, clarifies that the senior PD delegation, which will conduct these talks, will be headed by the Deputy Speaker of Parliament and head of the Albanian delegation to the Parliamentary Assembly of the Council of Europe, Kozma Dashi, and will be made up of MPs Edmond Spaho and Hekuran Murati. The letter also underlines that the Socialist side had previously been informed of the meeting agenda, established at the beginning of June, which includes discussions on the electoral reform commission, the situation created after the 26 May and 2 June elections, as well as preparations for the local elections in October. These are the same issues for which the Socialist side has requested that they be discussed the day after tomorrow in the meeting that the party will have with the President of the Republic.

USA - a regulator of wages and international progress
Budget session in its difficult 220th year, a challenge for the US Presidency
From the cultural ocean of the East, writes C. Maxsse Sniperi- USA As in its 220th anniversary, the chapter presents the USA as a force for peace and international progress. According to various analysts, 1996 is a rather critical season for the American administration. Beyond domestic challenges, the budget debate, the role of Congress and positions in foreign policy are central themes of this period. Americans are already used to the heated debates in Washington, but they do not diminish the perception of the USA as a power that influences the pace of global development.
Within this framework, American leadership is seen as an important factor in maintaining global balances and in guiding democratic processes. Debates over wages, taxes and the budget do not remain only domestic issues, but are also reflected in relations with allies and international institutions.
THE SHORT PERIODS OF THE US CONGRESS ARE CONTESTED BY THE DEMOCRATS AND THE REPUBLICANS OF LATE.
