Amid the frenetic pace and heated debates in parliament on Monday, several important draft laws for the country’s economic reform were voted on. Parliament may reduce the number of deputies, as provided for by the decision of the Constitutional Court, and harden its stance against any attempt to delegitimize parliament. This, as well as many other issues, were dealt with yesterday in the evening session. After setting out the decisions adopted in the final resolution, this Assembly notes that the Political Committee of the Council of Europe remains concerned about several questions that have still not been clarified. Albania has made clear steps forward. It has organized the first pluralist elections and has made significant progress toward integration in Europe. However, problems have been identified regarding the situation and the electoral process. On these issues, the report underscores the need for political dialogue and respect for institutions. The Assembly finds that the prolonged boycott of parliament is not in keeping with democratic standards. In this context, the delegitimization of representative institutions is considered unacceptable. The representatives stress that the legitimacy of the Albanian parliament is beyond dispute. The resolution also calls for respect for the rule of law and restraint from violent political rhetoric. It considers that opposition parties should take part in parliamentary and institutional life and use constitutional means to express their objections.
