The 6th anniversary of the Constitution of Kosovo is commemorated Six years ago, the Assembly of the Republic of Kosovo, under conditions of a brutal Serbian military-police occupation, proclaimed the Constitution adopted on 2 July in Kaçanik, one of the most significant documents of national and historical importance in Kosovo and beyond. On this 6th anniversary, which this year coincides with the parliamentary and presidential elections, this Constitution remains for many years to come our political and legal document for the freedom and independence of Kosovo. Pushed almost to the point of myth by its supporters and by the opportunities to elevate or use it as a manifesto, it was at once an unprecedented, generous act, but also one built on high and clear legal norms. Tolerated and made possible only by Serbian megalomaniac expansionism or by Milosević's sub-border policy and his local servants, it was an appeal by the Albanian people for the peaceful resolution of the Albanian question in Kosovo and in other areas outside Albania by democratic means, in accordance with international law and the UN Charter. Written on the most elementary principles of natural and constitutional law, which could not be remembered since the time of the Albanians independent from the Illyrians and modern Albanians, its consciousness was naturally and clearly revived after the signing of the Memorandum and the creation of the third Yugoslavia. The Constitution of 7 September 1990 was an excellent example for understanding what kind of legal document we should have with long-term aims. Although proclaimed under conditions of occupation, it presented to the world in clear terms the acts and rights of the Albanians in Kosovo. In conditions where the unprecedented violence of the Serbian regime had driven Albanian citizens out of their homes, workplaces, schools and hospitals, and suppressed the most elementary freedoms, this Constitution remained a cornerstone of Kosovo's statehood. Severe sanctions were also imposed on Chairman Nano, with whom the country's speaker had a long conversation, which he had promised his wife so that she would finally let him have the proper night's sleep, a conversation that was interrupted here and there by an occasional “radio-link” with Athens. But for this part that came through with a thousand and one things, the institute [?] and their local people kept claiming that Nano was protected by [the] Italian, who handed down a sentence with 29 cattle-like [?] the number [?] of the Throne [??] just to replace it with the same opinion for the future chairman as well. The European Union supports efforts to improve Albania's economy The financing agreement for 20 million ECU implements the aid from the 1994 PHARE Program, allocated to Albania at the beginning of 1995. The signing of the agreement for 20 million ECU continued the aid allocated to Albania within the framework of the European Commission's Program for Reconstruction, Development and Stabilization (at the beginning of 1995). The agreement was signed in the offices of the European Commission Delegation in Tirana. The agreement sets 28 million ECU in 1992, devoted mainly to the reform and transformation of the Albanian economy; the plan had been developed in phases and was almost entirely completed by the end of 1994. This made possible some changes in the structure and functioning of the state. Our country is going through a difficult stage of economic reform, which includes market liberalization, privatization and restructuring of state-owned enterprises, administrative and institutional reform. The financing agreement provides support for the economic improvement of Albania. It is of special importance for job creation and the development of the country's infrastructure. The agreement was attended by the Deputy Prime Minister and Minister of Finance, Mr. Arben Malaj, as well as other heads of Albanian institutions and representatives of the EU in Tirana. Page 6
