Arguing that the failure of socialist policy is expressed in the destruction of the country’s infrastructure and economy, in the acceptance of illegality and the looting of the army, in the malfunctioning of the state administration and in the inability to restore order, the Austrian chancellor, in yesterday’s conversation with the socialist prime minister Fatos Nano, made it clear that the West cannot provide even the minimum aid for economic reform until a government is created that acts according to the law and establishes order. In yesterday’s joint statement by Vranicki and Nano it was written that economic development and the reconstruction of the country require increased foreign aid, but on his part, Vranicki made the aid conditional on stopping the destruction being done to the country by the left-wing government. Expressing the European Union’s concern over the events of the Albanian spring, during which army warehouses and weapons depots were looted, Vranicki expressed serious doubts that in Albania there are active forces undermining democratic stability. According to him, it is of particular importance to clarify the events of those months and hold the perpetrators accountable. Referring to the serious episodes of the spring, the Austrian chancellor pointed out that killings and violence cannot be justified by any political argument. He said that the Albanian people have paid an excessively heavy price for the policies of their government. Later, during the meeting with Mr. Nano, Vranicki raised the issue of the lack of order and of the normal functioning of the state, stressing that without an administration that enforces the law and without a police force that guarantees public safety, Albania cannot benefit from international aid to the necessary extent. He underlined that the European Union and Western countries expect concrete steps from the Albanian government to restore normality and stop the climate of insecurity. In this context, a call was made for full transparency in the investigation of the attacks on the military depots and the seizure of weapons, as well as for the identification of those responsible. The chancellor implied that the government’s political responsibility is unavoidable if serious measures are not taken to curb the chaos. He also mentioned the major damage caused to public and private property during the unrest and stressed that rebuilding the country requires not only financial aid, but also the political will to restore the rule of law.
